1. Section 4.0 Factor 3 – Price (page 109 of the solicitation), paragraph 4.1 states that offerors must provide a “breakout of all labor (direct and indirect), material, and other costs to include profit overhead and General & Administrative shall be provided in an excel format on the CD.”

Is it permissible for a major subcontractor to submit this breakout directly to the government under separate cover?

Answer: No, Government requires for the prime to provide all costs associated in their proposal.

2. Could you please tell me if this is a new requirement, or if there is a current or previous contractor who has performed similar services? If available, can you please send along the incumbent contract or task order number?

Answer: This is not a new requirement, current contractor is Huckstep Holdings Corp. and the contract number is W911SE-11-D-1020-2L04.

3. Page 106, Subfactor 2 Staffing Paragraph a: Please clarify the standard for AIC positions. Are they required to have an ATCS card similar to the ATC staff?

Answer: Yes they are required to have an ATCS Card in order to perform the ATC service.

4. Page 106, Subfactor 2 Staffing: Is it safe to assume that if the contractor fully staffs the facilities and utilizes all hours provided by the govt that we will have provided a sufficient staffing plan?

Answer: Yes, however, the plan should cover the overtime staffing which is not scheduled until as close as a week out.

5. Page 113, Table 3.1.1, which is referenced as Table 2.1.1 in the preceding text, states that pricing is not required for line items 0013, 1013, 2013, 3013, and 4014. Is that correct? All other CLIN references are travel CLINs except 4014. Should this table reference 4013? Please clarify.

Answer: Solicitation has been corrected, It is not required for line item 4013, but it is required for 4014,

6. PWS 1.12.4.1 states the Contractors Safety Program shall be submitted in writing at time of contract proposal. Will the government consider accepting the safety program upon contract award? This will save valuable space in the technical volume.

Answer: yes, PWS has been revised.

7. Can the government provide the most recent annual aircraft operations count for Biggs Army

Airfield?

Answer: The average is 100,000 movements a year.

8. On line 1014, the contractor has been asked to price out 7,679 hours of support for ATCT

Training Support. Can you please clarify what those hours are intended to be utilized for?

Are those hours meant for the ATCT and AIC Training Supervisor positions? Are they additional work hours intended to be utilized by ATCT controllers in the performance of training in-uniform military personnel? Please clarify the purpose of these hours and which labor category will be utilizing them.

Answer: The training hours are paid to the ATCT personnel for whenever a person is in training (Civilian or military), the trainer receives an additional 10% an hour for training. This is for the ATCT personnel due to union requirements.

9. PWS 5.14: The PWS indicates that antenna maintenance is required. The contractor is to provide ladders, harnesses, etc. to perform maintenance on antennas. However, PWS 3.4 does not list antennas as a required maintenance item, nor does the government provide ladders, harnesses as GFE. If antenna maintenance is required, can you provide a list of how many antennas and their height?

Answer: Yes antenna maintenance is required however, the government provides all equipment for antenna maintenance. The height of the antennas are approx. 110 feet in the air (roof of the tower) the contractors climb one flight of stairs to do maintenance on those antenna.

10. Please clarify who is responsible for the calibration and cost of government furnished test equipment.

Answer: The government.

11. New contractors must provide offers to existing positions/personnel in accordance with CFR

48 52-222.17. For new contractors attempting to price seniority for this existing staff, we must understand the years of seniority for each staff member so we may program/price the appropriate vacation rate according to the Collective Bargaining Agreement. Can the government provide the seniority dates of the existing staff?

Answer: Current Staff is as follows, Manager Oct 24th 2016 Employee #1 Dec 5th 2007 Employee #2 Oct 29th 2009 Employee #3 Sept 17th 2016 Employee #4 Jan 23rd 2017 Employee #5 June 25th 2017 Employee #6 Aug 22th 2017 Employee #7 June 6th 2018

12. Can the contractor assume the AIC staff are also covered under the existing collective bargaining agreement in the ATC labor category?

Answer: Presently, they are not covered.

13. Are maintenance personnel assigned to this contract covered under the existing Collective

Bargaining Agreement? If not, can the government provide the DoL Wage Determination for maintenance personnel?

Answer: DOL Wage Determination has been included.

14. Approximately how many, if any, military personnel obtain certifications in the ATCT/AIC over the course of one calendar year?

Answer: Based on last year, 12 military personnel were trained but no guarantee is given that the number will increase or decrease in the future.

15. PWS 1.8.2 references military controllers augmenting contractor staff during emergency services. Are certified military controllers regularly working in the ATCT/AIC, maintaining proficiency, throughout the year?

Answer: Yes but they not count towards the daily scheduling of employees.

16. Will we be granted access to the incumbent personnel contact info for potential onboarding?

Answer: Yes.

17. PWS 1.7.1 States the government will evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). It also states the plan is a government only document. In order to develop the most comprehensive Quality Control Plan, it would be helpful if we also had a copy of the QASP. Will we receive copy of QASP so we can determine what criteria we will be evaluated against?

Answer: QASP is a living government performance monitor document that will be discussed during the post-award meeting.

18. PWS 1.8.1 States for the purpose of providing a standardized level of support, contract bidders should submit their proposal using the current level of support (16/7 Level II). Hour of Operation is 0800-1700. Will maintenance technicians be expected to perform maintenance outside of the 0800-1700 window?

Answer: Yes. The government can call in a contract maintenance technician ONLY if the two government maintenance technician are unable the respond to the emergency.

19. This opportunity is covered via NAICS 488111 with a monetary threshold of $32.5M, yet the

RFP indicates the threshold is $38.5M. Would the government please correct the monetary threshold to the limitations imposed by the SBA?

Answer: The NAICS code is 488111 and the size standard is 32.5M

20. The following CLIN’s are listed with “Each” as the Unit, but we believe the Unit should be

Months: X004, X018, X020 and X021. Would the government please review and make any provide clarification?

Answer: Unit of issue has been revised.

21. The proposal evaluation criteria is contradictory and we are unsure of the true criteria.

a. The first paragraph of RFP 2.0 EVALUATION FACTORS AND SUBFACTORS FOR AWARD, states, in part, “…Award will be made to the Offeror with the lowest price technically acceptable proposal where technical evaluation and past performance is significantly less important than cost/price factors”.

b. The first subparagraph below the second paragraph, states, “-Technical Capability combined with Past Performance is significantly more important than cost or price”

c. Please clarify the above two disparities. Is this truly a11n LPTA evaluation criteria? OR Is there a tradeoff of technical and past performance where it is really a best-value award criterion?

Answer: The criteria is LPTA and the evaluation factors and sub factors have been revised.

22. Would the government please consider placing page numbers in the 176-page RFP document?

Answer: This an automated system and does not allow to insert page numbers, numbers in the PDF file could be used for reference.

23. Would the government consider electronic submission on USB drive or via email? Per the submission requirements provided, it states that we must provide hard copy and electronic copy of the proposal and that the electronic copies shall be burned on CD-ROM. Currently it reads:

a. The contracting office will only accept a mail/hardcopy submission.

b. The contracting office also wants electronic submission.

c. Electronic submission shall be on CD-ROM .

Answer: No, the government has this requirement due to STIG policies for USB, and current system size limitations.

24. 52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS--COMMERCIAL ITEMS (OCT

2018) (k) states “Certificates regarding exemptions from the application of the Service Contract Labor Standards. (Certification by the offeror as to its compliance with respect to the contract also constitutes its certification as to compliance by its subcontractor if it subcontracts out the exempt services.) [The contracting officer is to check a box to indicate if paragraph (k)(1) or (k)(2) applies.]”No boxes are checked. (k)(3)(i) states, “If the offeror does not certify to the conditions in paragraph (k)(1) or (k)(2) and the Contracting Officer did not attach a Service Contract Labor Standards wage determination to the solicitation, the offeror shall notify the Contracting Officer as soon as possible; and (ii) The Contracting Officer may not make an award to the offeror if the offeror fails to execute the certification in paragraph (k)(1) or (k)(2) of this clause or to contact the Contracting Officer as required in paragraph (k)(3)(i) of this clause.” Will the government incorporate the appropriate wage determination and CBA into the RFP?

Answer: The wage determination has been incorporated, the CBA was already included with the initial solicitation.
