5. Reasons for Authority Cited:

The SLU conference provides for a large gathering of senior ranking military officials, conducting the meeting at the Morale Welfare Recreation (MWR)

Center allows for increased security. The Center is located within the Fort Bliss Army installation. The installation has permanent security measures to ensure the safety and security of all military personnel, families and employees in the installation. Organizing the conference outside of Fort Bliss will require additional security and transportation for military officials and attendees, causing a substantial duplication of cost to the Government that may not be recovered.

Moreover, conducting the meeting at the allows ease of access for soldiers and family members to attend. Re-locating this venue to another location will cause over 200 family members, soldiers and civilians to travel a longer distance.

This may result in a loss of attendance and take time away from the workforce’s normal duties.
