PERFORMANCE WORK STATEMENT
CATHOLIC CONTRACT CLERGY SERVICES
CATHOLIC WORSHIP SERVICE – WHITE SANDS
MISSILE RANGE NM 88002
Part 1
GENERAL INFORMATION
1. GENERAL: The Installation Chaplain’s Office (ICO) has a requirement for the non-personal services of Catholic Clergy Services to Soldiers and Family members in the Catholic Congregations at White Sands Missile Range, New Mexico (WSMR).
1.1. Description of Services/Introduction: The Contractor shall provide worship and liturgy for services, pastoral ministrations and religious education, sacramental preparation classes, counseling, confessional opportunities, hospital visitation, Bible studies, and other lay participation activities that support worship services. The Contractor shall provide all labor necessary to plan and implement services for Catholic Worship at WSMR chapels in coordination with the WSMR Senior Chaplain. The Contractor shall perform to the standards in this Performance Work Statement (PWS).
1.2. Background:
1.2.1. No Active Duty or Roman Catholic chaplain of any service is available to perform the function.
1.2.2. Worship and liturgy for services, pastoral ministrations and religious education, sacramental preparation classes, counseling, confessional opportunities, hospital visitation, Bible studies, and other lay participation activities that support worship services.
1.3. Objectives:
1.3.1. Weekday Service. A Mass or para-liturgical service held Monday through Friday.
1.3.2. Sunday Holy Day Worship Service. A Celebration of the Eucharist (Mass) utilizing the liturgy of the Missal following the church calendar for a congregation. Mass includes spiritual and sermon preparation on the part of the Contractor.
1.3.3. Sacrament. A formal Catholic rite. The Catholic Church celebrates seven Sacraments: Eucharist, Baptism, Reconciliation, Marriage, Confirmation, Anointing (Sacrament of the Sick), and Ordination.
1.4. Scope:
1.4.1. Contractor shall provide non-personal services for professional Catholic Ministry and Pastoral Care of a nature and scope described in the succeeding paragraphs and in accordance with the Ecclesiastical and tenets of the Roman Catholic Religion established principles and ethics of the Catholic Priest profession, the standards of the Joint Commission (JC), the standards set forth in this performance based work statement (PWS), the terms and conditions of the contract, and the professional standards at White Sands Missile Range (WSMR) NM. Services shall be provided at WSMR Sierra Chapel.
The Contractor shall provide this services to Service members, their families and authorized Department of Defense (DoD) personnel at no expense to the individuals.
1.4.2. The Contractor shall comply with all applicable laws, rules and regulations, including but not limited to those included in the PWS.
1.5. Period of Performance: The period of performance is for one base year of 12 months and four (4) 12-month option years: from 08 September 2016 to 07 September 2021.
1.6. General Information
1.6.1. Quality Assurance: The Government will evaluate the Contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP).
This plan is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).
1.6.2. Recognized Holidays: The Contractor shall perform services on all Federal holiday(s) as required by the provisions of this PWS.

1.6.3. Hours of Operation: The Contractor is responsible for conducting business, between the hours of 0830-1200- and 1300-1630, Monday thru Friday, and Sunday from 0830 – 1200, except when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.
The Contractor shall also conduct special services and confessions during this period if needed. For other than firm fixed price contracts, the Contractor shall not be reimbursed when the Government facility is closed for the above reasons. The Contractor shall at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.
1.6.4. Place of Performance: The work to be performed under this contract shall be performed at WSMR Sierra Chapel NM.
1.6.5. Type of Contract: The Government will award a Firm-Fixed-Price (FFP) contract.
1.6.6. Security Requirements: Contractor shall be able to pass security background checks and training necessary in order to be approved to work with children in accordance with DoD and Army policy. The Contractor shall be responsible for safeguarding all Government equipment, information and property provided for Contractor use. At the close of each work period, Government facilities, equipment, and materials will be secured.
1.6.7. Key Control: The Contractor shall establish and implement methods of making sure all keys/key cards issued to the Contractor by the Government are not lost or misplaced and are not used by unauthorized personnel. No keys issued to the Contractor by the Government will be duplicated. The Contractor shall develop procedures covering key control that will be included in the Quality Control Plan. Such procedures shall include turn-in of any issued keys by personnel who no longer require access to locked areas. The Contractor shall immediately report any occurrences of lost or duplicate keys to the Contracting Officer.
1.6.7.1. In the event keys, other than master keys, are lost or duplicated, the Contractor shall, upon direction of the Contracting Officer, re-key or replace the affected lock or locks;
however, the Government, at its option, may replace the affected lock or locks or perform re-keying. When the replacement of locks or re-keying is performed by the Government, the total cost of re-keying or the replacement of the lock or locks will be deducted from the monthly payment due to the Contractor. In the event a master key is lost or duplicated, all locks and keys for that system will be replaced by the Government and the total cost deducted from the monthly payment due to the Contractor.
1.6.7.2. The Contractor shall prohibit the use of Government issued keys/key cards by any persons other than the Contractor’s employees. The Contractor shall prohibit the opening of locked areas by Contractor employees to permit entrance of persons other than Contractor employees engaged in the performance of assigned work in those areas, or personnel authorized entrance by the Contracting Officer.
1.6.7.3. Lock Combinations. The Contractor shall establish and implement methods of ensuring that all lock combinations are not revealed to unauthorized persons. The Contractor shall ensure that lock combinations are changed when personnel having access to the combinations no longer have a need to know of such combinations. These procedures shall be included in the Contractor’s Quality Control Plan.
1.6.8 Special Qualifications:
1.6.8.1. All Contractor employees, to include subcontractor employees, requiring access to Army installations, facilities and controlled access areas will complete Awareness Training (AT) Level I within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The Contractor shall submit certificates of completion for each affected Contractor employee and subcontractor employee, to the COR or to the Contracting Officer if a COR is not assigned within 30 calendar days after completion of training by all employees and subcontractor personnel. AT level I awareness training is available at the following website: http://jko.jten.mil.
1.6.8.2. Contractor and all associated sub-contractors employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services (DES) or Security Office. Contractor workforce shall comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DoD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in Contractor security matters or processes.
1.6.8.3. Before common access card (CAC) issuance, the Contractor employee requires, at a minimum, a favorably adjudicated National Agency Check with Inquiries (NACI) or an equivalent or higher investigation in accordance with Army Directive 2014-05. The Contractor employee shall be issued a CAC only if duties involve one of the following:
(1) Both physical access to a DoD facility and access, via logon, to DoD networks on-site or remotely; (2) Remote access, via logon, to a DoD network using DoD-approved remote access procedures; or (3) Physical access to multiple DoD facilities or multiple non-DoD federally controlled facilities on behalf of the DoD on a recurring basis for a period of 6 months or more. At the discretion of the sponsoring activity, an initial CAC may be issued based on a favorable review of the FBI fingerprint check and a successfully scheduled NACI at the Office of Personnel Management.
1.6.8.4. The Contractor and all associated sub-contractors shall brief all employees on the local iWATCH program (training standards provided by the requiring activity Awareness Training Officer (ATO)). This locally developed training shall be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the appropriate personnel. This training shall be completed within 30 calendar days of contract award and within 15 calendar days of new employees commencing performance with the results reported to the COR NLT 45 calendar days after contract award.
1.6.8.5. All Contractor employees with access to a Government information system must be registered in the Army Training Certification Tracking System (ATCTS) at commencement of services, and shall successfully complete the DoD Information Assurance (IA) Awareness prior to access to the Information Security (IS) and then annually thereafter.
1.6.8.6. All Contractor employees and associated sub-contractor employees shall complete the DoD IA awareness training before issuance of network access and annually thereafter. All Contractor employees working IA/IT functions shall comply with DoD and Army training requirements in DoD 8570.01, DoD 8570.01-M and AR 25-2 within six months of appointment to IA/IT functions.
1.6.8.7. Per AR 381-12 Threat Awareness and Reporting Program (TARP), Contractor employees shall receive annual TARP training by a Criminal Investigation (CI) agent or other trainer as specified in 2-4b of AR 381-12.
1.6.9. Post Award Conference/Periodic Progress Meetings: The Contractor shall attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5.
The Contracting Officer, Contracting Officers Representative (COR), and other Government personnel, as appropriate, may meet periodically with the Contractor to review the Contractor's performance. At these meetings the Contracting Officer will apprise the Contractor of how the Government views the Contractor's performance and the Contractor will apprise the Government of problems, if any, being experienced.
Appropriate action will be taken to resolve outstanding issues. These meetings will be at no additional cost to the Government.
1.6.10. Contracting Officer Representative (COR): The (COR) will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions:
assure that the Contractor performs the technical requirements of the contract: perform inspections necessary in connection with contract performance: maintain written and oral communications with the Contractor concerning technical aspects of the contract: issue written interpretations of technical requirements, including Government drawings, designs, specifications: monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.
1.6.11. Key Personnel: The follow personnel are considered key personnel by the Government: Contracting Officer or alternate; Contractor including Personnel management/alternate personnel management; Contracting Officer Representative
(COR).
1.6.12. Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, and working in other situations where their Contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by
Contractors are suitably marked as Contractor products or that Contractor participation is appropriately disclosed.
1.6.13. Organizational Conflict of Interest: Contractor and subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5. The Contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and will promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The Contractor’s mitigation plan shall be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may introduce other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.
1.7. Quality Control. Quality Control is the responsibility of the Contractor. The Contractor is responsible for the delivery of quality services to the Government in accordance with (IAW) the terms and conditions contained in Federal Acquisition Regulation (FAR) Subpart 52.246-1 entitled, “Contractor Inspection Requirements” and applicable sub-clauses pertaining to quality control.
1.7.1. The Contractor shall develop, implement and maintain an effective Quality Control System which includes a written Quality Control Plan (QCP). The QCP shall implement standardized procedure/methodology for monitoring and documenting contract performance to ensure all contract requirements are met. The Contractors’ QCP must contain a systematic approach to monitor operations to ensure acceptable services are provided to the Government. The QCP, as a minimum, shall address continuous process improvement; procedures for scheduling, conducting and documentation of inspection;
discrepancy identification and correction; corrective action procedures to include procedures for addressing Government discovered non-conformances; procedures for root cause analysis to identify the root cause and root cause corrective action to prevent re-occurrence of discrepancies; procedures for trend analysis; procedures for collecting and addressing customer feedback/complaints. The Contractor shall provide to the Government their quality control documentation within five (5) calendar days after contract award, one electronic copy of a comprehensive written QCP shall be submitted to the KO and COR, electronic copies shall be in Adobe PDF or MS Office; changes to the QCP after award shall be submitted to the KO and COR in an electronic copy within five (5) calendar days prior to the proposed changes thereafter. After acceptance of the quality control plan the Contractor shall receive the Contracting Officer’s acceptance in writing of any proposed change to their QC System in regard to this contract.
1.8. Safety. The Contractor shall establish and maintain a safety plan of which a draft plan shall be submitted to the KO at the time of proposal. Contractor’s final Safety Plan shall be submitted no later than (NLT) 5-10 calendar days after contract award.
1.8.1. In order to provide safety control for protection to the life and health of employees and other persons; for prevention of damage to property, materials, supplies, and equipment; and for avoidance of work interruptions in the performance of this contract, the Contractor shall comply with the following Safety Accident Prevention Standards: 29 CFR 1910, Occupational Safety and Health Standards; 29 CFR 1926, Safety and Health regulations for Construction; Army Corps of Engineers Manual 385-1-1, Safety and Health Requirements Manual. The Contractor shall comply with the above and all other applicable DoD, Army, Federal, State and Local safety and health requirements.
PART 2
DEFINITIONS & ACRONYMS
2. DEFINITIONS AND ACRONYMS:
2.1. Definitions:
2.1.1. Contractor. A supplier or vendor awarded a contract to provide specific supplies or service to the Government. The term used in this contract refers to the prime.
2.1.2. Contracting Officer. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the Government.
2.1.3. Contracting Officer Representative (COR). An employee of the U.S. Government appointed by the Contracting Officer to administer the contract. Such appointment will be in writing and will state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.
2.1.4. Defective Service. A service output that does not meet the standard of performance associated with the Performance Work Statement.
2.1.5. Deliverable. Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.
2.1.6. Key Personnel. Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.
2.1.7. Physical Security. Actions that prevent the loss or damage of Government property.
2.1.8. Quality Assurance. The Government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.
2.1.9. Quality Assurance Surveillance Plan (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of Contractor performance.
2.1.10. Quality Control. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.
2.1.11. Subcontractor. One that enters into a contract with a prime Contractor.
2.1.12. Work Day. The number of hours per day the Contractor provides services in accordance with the contract.
2.1.12. Work week. Monday through Friday, unless specified otherwise.

GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND
SERVICES
2. GOVERNMENT FURNISHED ITEMS AND SERVICES:
3.1. Utilities: The Government will provide the facilities, and all utilities required to perform the services under this contract. The Government will provide workspace for the Contractor to prepare for services (Sacristy), and a designated space to perform confessions. The Government will not provide an office dedicated to the sole use of the Contractor. The Government will not make any modifications to utility outlets to accommodate Contractor equipment.
3.2. Equipment: Government will provide equipment which includes office, copier, telephone and computer.
3.5 Materials: The Government will provide service-related supplies as requested, including supplies needed to conduct Mass, such as wine and communion wafers.
PART 4
CONTRACTOR FURNISHED ITEMS AND SERVICES
4. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:
4.1. General: The Contractor shall furnish all supplies, equipment, facilities and services required to perform work under this contract that are not listed under Section 3 of this
PWS.
4.2. Secret Facility Clearance: The Contractor shall possess and maintain a SECRET facility clearance from the Defense Security Service. The Contractor’s employees, performing work in support of this contract shall have been granted a SECRET security clearance from the Defense Industrial Security Clearance Office.
4.3. Materials: The Contractor shall furnish all supplies, equipment, and services required to perform work under this contract that are not listed under Section 3 of this
PWS.
4.4. Equipment: The Contractor shall furnish his/her own transportation to and from the work site at no additional cost to the Government. The Government will not furnish the Contractor with Government living quarters.
PART 5
SPECIFIC TASKS
5. Specific Tasks:
5.1. The Contractor shall conduct Weekday (Monday-Friday) Daily Masses as requested by the WSMR Senior Chaplain.
5.2. The Contractor shall conduct one Weekend Mass on Sunday.
5.3. The Contractor shall conduct Holy Days of Obligation Services, including Mass, homily and the liturgy, in coordination with the WSMR Senior Chaplain, his designee, and the COR.
5.4. The Contractor shall provide Special Prayer Vigils as requested by the WSMR Senior Chaplain. The Contractor shall coordinate date and times with the WSMR Senior Chaplain, his designee, or the COR.
5.5. The Contractor shall provide Special Services (outside normal Mass times), including: First Communion, Baptism, and Confirmation as requested by Chaplain’s Office, coordinate date and times with the WSMR Senior Chaplain, his designee, or the
COR.
5.6. The Contractor shall provide Emergency Services (Last Rites/Anointment of the Sick), responding to notification by the WSMR Senior Chaplain, the COR or the On Call Duty Chaplain. Provide pastoral care to any family members present.
5.7. The Contractor shall provide support to Ecumenical Community Programs in accordance with the CMRP, taking part in National Prayer Breakfast, Tree Lighting Ceremony, Advent Workshop, Community Worship Services, or other programs coordinated with the WSMR Senior Chaplain or his designee.
5.8. The Contractor shall provide opportunity for Confession/Reconciliation Sessions (at least one hour in length for unlimited number of parishioners. Reconciliation times and locations are coordinated with the WSMR Senior Chaplain, his designee, or the COR.
5.9. Contractor shall attend the Parish Council Meetings once per month (or as held) in order to provide advice to attendees. The Contractor shall not participate as a voting member of the Parish Council Meeting, nor determine budget policy, guidance, nor strategy. The WSMR congregations are combined into one Parish Council.
5.10. Conduct Children Masses as requested by the WSMR Senior Chaplain.
5.11. The Contractor shall conduct Advent and Lenten Penance Services as requested by the WSMR Senior Chaplain.
5.12. The Contractor shall conduct Pre-Marital Counseling as needed. Counseling conducted at WSMR is coordinated with the WSMR Senior Chaplain, his designee, or the COR.
5.13. The Contractor shall conduct Wedding Rehearsals and Weddings as requested by the Chaplains Office. Wedding Rehearsals conducted at WSMR are coordinated with the WSMR Senior Chaplain, his designee, or the COR.
5.14. The Contractor shall conduct Baptisms and classes as requested. Baptisms and classes conducted at WSMR are coordinated with the WSMR Senior Chaplain, his designee, or the COR.
5.15. The Contractor shall conduct RCIA/Convert Instruction and Services as requested by the Chaplains Office. RCIA/Convert Instruction and Services conducted at WSMR are coordinated with the WSMR Senior Chaplain, his designee, or the COR.
5.16. Conduct other miscellaneous categories as requested by the WSMR Senior Chaplain. Other miscellaneous categories conducted at WSMR as coordinated with the WSMR Senior Chaplain, his designee, or the COR.
5.17. It is the responsibility of the Contractor to articulate and develop promotional campaigns and endeavors, maintain records of supplies, materials, and attendance, to include parish personnel, volunteer hours, organizations and agencies.
5.18. The Contractor shall provide the WSMR Senior Chaplain with technical advice on how to improve the Installation Catholic services. Services rendered by the Contractor shall support specific Catholic Religious Education needs that cannot be provided by the WSMR Ministry Team or volunteers.
5.19. Contractor shall have minimum of four years’ work experience as a Catholic Priest.
The WSMR Senior Chaplain may grant exceptions.
5.20. The Contractor shall either attend the Installation Chaplain's Staff meeting or meet weekly with the Installation Chaplain to brief him/her about upcoming events, problems, suggestions with respect to the religious activities, unless one of the parties is legitimately absent (sickness, leave, TDY, etc.).
5.21. Contractor shall be registered in the System for Award Management (SAM), https://www.sam.gov/.
5.22. The Contractor shall maintain a log of the work performed under this contract, and shall provide a copy of the log to the COR on a monthly basis. The log will include, at a minimum, dates, times and descriptions of services performed, name of Contractor (or subcontractor) performing the service, and number of attendees.
5.23. The Contractor shall meet with either the Senior Chaplain, the COR or his designee at least once per quarter. The Contractor shall contact the WSMR Senior Chaplain’s Office to make appointments for this meeting. The purpose of these meetings will be to discuss the worship needs assessment of the WSMR Chapel Catholic communities, program evaluation, and program/activity scheduling.
5.24. The Contractor shall provide the WSMR Senior Chaplain with proper requests for ordering supplies and equipment to support the Services.
5.25. The Contractor shall document services performed monthly under this contract on an Invoice for Service. The Contractor shall utilize Wide Area Work Flow (WAWF) system for requesting payment IAW Contract Clause 252.232-7003. The COR will not submit the DD Form 250 for certifying receipt of services.
5.26. The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the Contractor shall report ALL contractor manpower (including subcontractor manpower) required for performance of this contract. The Contractor shall completely fill in all the information in the format using the following web address: https://cmra.army.mil/.

5.28. As part of its submission, the Contractor shall also provide the estimated total cost (if any) incurred to comply with this reporting requirement. Reporting period will be the period of performance not to exceed 12 months ending 30 September of each Government fiscal year and must be reported by 31 October of each calendar year.
5.29. Contractors may use a direct XML data transfer to the database server or fill in the fields on the website. The XML direct transfer is a format for transferring files from a Contractor's systems to the secure web site without the need for separate data entries for each required data element at the web site. The specific formats for the XML direct transfer may be downloaded from the website.
5.30. The Contractor shall meet the following qualifications, which are subject to approval by the WSMR Senior Chaplain.
5.30.1. Must be a U.S. citizen or possess Permanent Resident card.
5.30.2. Must be able to read, write, and articulate the English language fluently.
5.30.3. Must have a Masters in Divinity or Masters in Theology from an accredited Seminary.
5.30.4. Must have a certificate of ecclesiastical endorsement and have chapel or parish experience.
5.30.5. Must have approval from the Archbishop for the Military Services, USA.
5.30.6. Must be in good standing with a Diocesan Bishop or Religious Community.
5.30.7. Must demonstrate reliability and good relational and communications skills.
5.30.8. Must have excellent knowledge of doctrines, ideas, liturgy, sacraments, church history, customs, practices, and organization of the Roman Catholic Church.
5.30.9. Must possess managerial, organizational and leadership ability for administration of a complete religious education and sacramental preparation programs.
5.30.10. Must be able to pass security background investigation and/or provide documentation of current background investigation.
5.30.11. Must possess a working knowledge of Microsoft Word, Excel, Power Point, and Outlook or equivalent software and desktop computer hardware.
50.30.12. Must have means of transportation.
5.30.13. All services under this contract are to be performed by a Catholic Clergyman and endorsed by the Archdiocese for Military Services (AMS) (DD Form 2088 – Ecclesiastical Endorsing Agent Certification), for White Sands Missile Range (WSMR), New Mexico.
5.30.14. Ability to conduct Mass, including liturgy, homily, Sacraments, Funerals, and special services for First Communion, Baptism, and Confirmation in accordance with Catholic Catechism documented at http://www.vatican.va/archive/ENG0015/_INDEX.HTM and other instructions documented by the Committee on Divine Worship at http://www.usccb.org/liturgy/documents.shtml.
5.30.15. Ability to respond to requests for emergency services and ministration for Anointment of the Sick (Last Rites) and hospital visitation.
5.30.16. Ability to provide advice and support for the Catholic Community, including advising the Parish Council.
