About this file

This is a Questions and Answers document for solicitation W911SF26RA008 regarding propane delivery services issued on 17 JUN 2026.

The document addresses six key contracting issues. Under CLIN pricing, the contractor's bid price for CLIN 0001 and corresponding option year CLINs must include all costs associated with delivery, contract administration, transportation, subcontractor management, overhead, and profit—excluding only the propane commodity itself. Contractors are prohibited from adding any additional fuel, transportation, or environmental surcharges beyond the delivery CLIN pricing. For OPIS pricing under CLIN 0002, the Government will reimburse actual propane costs based solely on the published monthly OPIS index with no contractor markup permitted on the propane itself. The estimated quantities of 7,500 gallons for Fort Benning and 7,500 gallons for Camp Merrill are not guaranteed minimums but only estimated ordering quantities, with actual quantities dependent upon weather and other variables. The Maintenance CLIN must be structured on an hourly rate basis with pricing schedules provided rather than individually negotiated services under a Not-to-Exceed provision. Finally, prime contractors may subcontract fuel delivery and maintenance services to qualified local propane suppliers while retaining full responsibility for contract administration, invoicing, quality control, and overall contract performance.
