About this file

This is a Questions and Answers document for solicitation W911SF26RA008 for propane delivery and maintenance services, issued on 8 July 2026.

The solicitation covers propane delivery to Fort Benning (39,370 gallons estimated) and Camp Merrill (31,500 gallons estimated), with the actual quantities dependent on weather and operational needs rather than guaranteed minimums. The pricing structure consists of two components: CLIN 0001 covers all contractor costs for delivery, contract administration, transportation, subcontractor management, overhead, and profit—with contractors prohibited from adding fuel, transportation, or environmental surcharges beyond the bid price; CLIN 0002 is strictly for OPIS (Oil Price Information Service) monthly index pricing with a $2.25 placeholder amount and no contractor markup permitted on the propane itself. Maintenance services are required on an hourly rate basis rather than negotiated individually. The Government owns all tanks at both sites, and contractors are permitted to install tank monitoring devices. Subcontracting to qualified local propane suppliers for delivery and maintenance services is acceptable, provided the prime contractor maintains full responsibility for contract administration, invoicing, quality control, and overall performance. The incumbent contractor under the previous contract W911SF-21-C-0001 is Merrimac Energy.
