About this file
This is a Questions and Answers document for the DPM Local Moves Recompete federal contract opportunity (W911SF_26_Q_A0030003). The document does not address specific required products or services, pricing terms, response dates, or award dates. Rather, it clarifies contract administration details and evaluation criteria through five questions and government responses.
The government confirmed that this is an as-needed contract for local moving services related to military personnel relocations triggered by Permanent Change of Station (PCS), retirement, or separation orders. The government will not provide estimated annual quantities, utilization percentages, or historical inbound versus outbound shipment breakdowns, citing the unpredictable nature of service member movement requirements and the possibility of months with no service demand. For quality control plans, offerors must address all performance aspects from initial acceptance through final delivery, with particular emphasis on customer service. Warehouse utilization and repacking activities may be required under specific damage circumstances including mold, fire, water damage, and pest infestation. Pricing evaluation will be based on total evaluated price, which is estimated from the previous contract; individual CLIN pricing will not be independently evaluated for balance and reasonableness, though CLIN pricing itself was derived from prior contract performance.
