About this file
This document is a Questions and Answers (Q&A) file from a Request for Quote (RFQ) regarding the procurement of a Programmeter automated target control system upgrade.
The customer seeks to replace an existing target control system with new PLC and HMI equipment. Key requirements include: Schneider Electric PLC and HMI platforms (mandatory) to support proprietary software across unit target systems; two HMI units plus spares mounted in a new control panel located in the range building; new NEMA 4X, 304 stainless steel enclosure housing two PLC control systems and two HMIs; interface capabilities for eight target actuators using various voltages (120V, 24VDC, and 12VDC); integration with wireless handheld remotes with minimum 300-foot range to be provided and matched by the contractor; and spare HMI and PLC units. The existing power supply is 220V, single-phase, 200-amp service. No existing system documentation (schematics, wiring diagrams, I/O lists, or as-built drawings) is available; no default timing values for the Practical system have been provided; and no separate control philosophy or sequence of operation documentation exists for the Barricade and Practical systems. Contractors are responsible for determining PLC I/O quantity based on functional requirements, selecting appropriate I/O modules and interface components, procuring and integrating wireless communication equipment, and providing all necessary implementation details not specified in the Performance Work Statement.

Q. 1 Are existing electrical/control drawings, wiring diagrams, schematics, panel drawings, or as-built documentation available for the existing target control system? No existing drawings were included with the RFQ package.
A.1.No existing schematics, wiring diagrams or panel drawings were given at the time these old systems were installed.
Q2. Is an existing I/O list or point schedule available for the eight targets? If not, can the required PLC I/O points and signal types be provided by the customer?
A.2.No Current documentation available
Q3.What are the electrical interface requirements for the existing target actuators, including control voltage, signal type, current requirements, and the required signals for FACE/EDGE operation? This information is needed to determine the PLC I/O modules and interface components.
A3.Various Voltages will be used ranging from 120 V, 24 VDC and 12VDC
Q4.Are the existing field enclosures intended to be reused for the new system? If so, are drawings, photographs, dimensions, NEMA ratings, or other details available for these enclosures?
If sufficient information is not available to determine whether the existing enclosures are suitable for the new equipment, may we include new NEMA 4X, 304 stainless steel enclosures in our estimate in lieu of reusing the existing enclosures?
A4.Existing Field enclosures are not to be reused. A new enclosure will be installed and two PLC control Systems, as well as two HMI’s will occupy the one enclosure.
Q5.What power supply is available for the new PLC control panel, including voltage, phase, frequency, and breaker/circuit capacity? This information is needed to properly estimate the panel power supply and protection components.
A5.Existing power available is 220 V, Single Phase, 200 amp Main Power Panel.
Q6. Is a specific PLC manufacturer or platform required by the customer, or are we free to select a suitable PLC platform based on the PWS requirements?
A6.Schneider PLC and HMI’s are required to facilitate a like kind proprietary software across the Unit Target systems.
Q7. Since the RFQ does not provide a detailed I/O list, should we determine the PLC I/O quantity based on the available functional requirements? Also, what quantity and type of spare I/O should be included in the estimate?
A7. All HMI’s and PLC’s will have spares included.
Q8.How many HMIs are required, and where will they be located? Please also confirm the required HMI functionality, particularly whether the HMI is only for adjusting the Practical system timing intervals or whether additional monitoring, status, or diagnostic functions are required.
A8.Two HMI’s plus spares are required and will be mounted in the Control Panel in the range building.
Q9. The PWS requires the Practical system to return to typical/standard timing values after a power cycle. What are the specific default timing values for the eight intervals?
A9.Nonavailable at this time.
Q10. Is a separate control philosophy or sequence of operation available for the Barricade and Practical systems?
A.10. There is none available currently
Q11.The PWS references wireless handheld remotes; however, no manufacturer, model/part number, communication details, or interface information has been provided.
Please confirm that the wireless handheld remotes and associated wireless communication equipment will be provided by others, including the required technical documentation and interface details. Our estimate would include only the PLC-side interface required to integrate with the wireless remote system.
A11.Handheld wireless remotes to be provided by the contractor and to have at least 300-foot range. Vendor responsible for matching remotes to the PLC Controls.
