Questions & Answers

1. Para. 1.2, Scope of Work, states “Lodging and meals will be coordinated for at the GSA rate,” but also states “food and lodging are not included in the sales order for this course.”

Question (a) Is this meant to require the contractor to contract a service to provide meals that each student will pay for individually?

ANSWER: Yes the intent is that the contractor coordinate all meals that the students will pay for individually.

Question (b) In the event students decide to not purchase the provided meals, who bears the financial responsibility since the cost is not to be included in the contractor’s firm-fixed- price?

ANSWER: Students will only not take meals if they are executing training in town off of the ranch training site. This requires flexibility as students will not pay for meals they do not receive. The Army will not bear responsibility.

Question (c) Is this meant to require the contractor to reserve accommodations for students that each student will pay for individually?

ANSWER: Yes, the training site must have living and team house accommodations for the teams executing the training.

Question (d) In the event the number of students specified in the PWS do not attend training, who bears the financial responsibility for any costs associated with unused accommodations?

ANSWER: Students will only pay for accommodations if they attend the training. The Army will not bear responsibility.

2. The first paragraph of the instructions for Block 2 training states “The advisor teams will require living areas with power to house advisor teams and allow the use of the SFAB communications suite.” This implies the contractor is to provide housing facilities, which conflicts with para. 1.2 in that lodging costs are not to be included in the FFP for the course.

Question (e) Is the Client’s intent for the contractor to provide onsite lodging or offsite hotel rooms?

Recommend a clarification on the Client’s intent for lodging and coverage of associated costs.

ANSWER: The students will pay the per diem rate, but the contractor must coordinate for the on-site living and team house (for conducting planning and other team functions). Any visitors can stay in off-site hotels. However, it is required that the contractor provide on-site living and team house facilities for the teams executing the training. Team breakdown is on the FP-DRE Playcard.

3. Para. 1.5.1 states the contractor must provide a simulated U.S. embassy.

Question (f) Can the Client provide the total number of days the facility is required?

ANSWER: This is required every day of the event as embassy touch points should be GtG secured throughout the training to accomplish the immersive training experience.

4. Para. 1.5.1 states the replicated U.S. embassy should accommodate “64+ personnel.” Can the contractor assume the additional personnel above the 48 students mentioned in para. 1.2

Question (g) will be responsible for all support requirements, including lodging, meals, etc.?

ANSWER: This is due to providing additional housing for VIPs visiting the training, combat camera personnel that are anticipated to support, and for the contractor personnel that will need to be on site providing training and guidance throughout the event.
