General Requirements
Project Description:
General Information
The Design, Work/Construction contract requirements are described herein this Statement of Work (SOW) and on the drawings, specifications (as provided, or per the guide specification), and FB-144R prepared by The Directorate of Public Works (DPW) which is conveyed as a 0% to 5% design.
In addition to the SOW, Drawings, Specifications, FB-144R, the contractor will use when asked to provide 100% designs the resources located on the Whole Building Design Guide website and the Fort Benning – Installation Design Guide
The SOW, drawings, and specifications may not identify all procedures (means and methods) or requirements necessary to accomplish the work. The contractor is expected to follow industry standards or manufactures instructions/recommendations.
The contractor will provide all required supervision, labor, materials, and equipment to complete the work.
The superintendent will be an individual with a minimum 5 years of experience with jobs of similar type and size. Provide resume of job site supervisors and key personnel. The superintendent will be on the job site when work is being performed and will be available to the Government representatives.
General Description
The Range Control Tower provides space for personnel conducting training exercises, e.g.
computer operators, training evaluators and safety personnel. It is normally elevated and sited to allow personnel to control the safety and operation of all activities on the range. The Tower also provides space for the installation of the required electronics and communications equipment. This tower will serve small arms ranges. This location must have an unobstructed
FORT BENNING, GEORGIA Projects #44047
Page | 3 view of the firing line and as much of the downrange area as is economically practical. Site selection is critical for the tower on these ranges. Range controllers must be able to see and control activities in and around the baseline to ensure safe operation of the range. The site should maximize views of downrange areas as much as economically possible. This tower is a Control Tower for Small Arms Ranges. The top floor level is enclosed with metal wall panels.
The second level is open for observation with the entire floor area built of welded mesh flooring. The ground level is open. Each level is +/-16 feet (4.88 meters) square. Coordinate building material choices with the user and the installation design guide. Coordinate security requirements with the installation. Required are forced entry resistant windows and doors, with security fencing around tower. The HVAC system for the control tower must provide sufficient cooling for personnel comfort and equipment cooling. Provide 120/240V, single-phase, 3-wire secondary power with a Surge Protective Device (SPD) on the incoming service to the facility. Night operations lighting required. Grounding and lightning protection systems are required for safety.
General Execution Requirements:
The Work will be performed in accordance with the approved A/E firm’s drawings and specifications, approved construction submittals, and based on the Directorate of Public Works (DPW) drawings, specification, and SOW.
All work will be performed per industry standards or to meet federal, state, or local codes and regulation. Work will not be sloppy or carelessly performed.

10. All bonds between elements of the lightning protection subsystems shall be made by welding or brazing or UL approved high compression clamping devices.
11. A minimum of two (2) conductive paths shall exist between any two (2) air terminals and between any air terminal and the earth electrode subsystem (except for dead ends less than 16 feet).
12. Down conductors connecting cables to the earth electrode subsystem shall be protected against mechanical damage. Connecting cables passing through foundations or footings shall be installed in plastic or non-metallic conduit.
13. All exterior hand rails, ladders, stairways, antenna pedestals, and antenna elements operating at ground potential shall be bonded to the lightning protection subsystem with a No. 6 AWG copper wire or larger.
14. Exposed and underground power lines shall be provided with UL approved lightning arrestors at the point of entrance into the building. The arrestors shall be installed in accordance with Article 280 of the National Electrical Code.
15. All security of perimeter fences shall be grounded in accordance with procedures outlined in MIL-HDBK-419.
16. Ground rods shall be installed at all corners of the CTA and around the CTA with maximum spacing 50 feet between ground rods. The minimum separation between any two rods shall be equal to the sum of the rod’s length.
17. A ground rod shall be installed at each location and installed at a depth of 10 inches below grade.
18. Each conductor shall be clearly labeled and identified.
19. Bond all metallic underground services entering the building, and other underground and above ground metallic objects within 6 feet of the building.
20. Do not use the building steel framework as a main conductor in lieu of a copper down conductor(s).
21. For externally routed down conductors, protect each conductor from possible damage with an 8 foot-long PVC pipe protector above grade level. Where conductors are run through metal pipe, or otherwise protected by metal strips, the conductor shall be bonded to each end of the metal pipe.
22. Bond ladders at top and bottom and bond handrails at each end but not more than 50 feet apart. Protect handrails, ladders, etc., with air terminals and main conductors when metal thickness is less than 3/16-inch.
23. Position splices flat with roof surface. Install all LPS components to reduce tripping hazard.

31 Earth Work
1. GENERAL:
a. Construction to be per Ft. Benning Environmental Protection Requirements, Section
01560.
b. Construction to be per Ft. Benning Material Requirements, Construction Products.
c. Construction to be per DOD criteria, Army criteria, Ft. Benning criteria, Uniform Building
Code, NFPA, Life Safety Code, and local requirements, codes, and restrictions.
d. Access to the site shall be coordinated with the DPW Engineering office.
2. CIVIL WORK:
a. The contractor shall prepare and submit permitting and a soil, erosion and pollution control plan following the GASWCC, if the limits of disturbance exceeds the 1 acre requirement for each project work item. Erosion control measures are to be
Page | 21 accomplished prior to any construction on the site and maintained until permanent ground cover is established.
b. Contractor shall provide adequate dust control measures & shall maintain safe passageway for workers & non-workers as required adjacent to the project site.
c. The contractor shall verify existing conditions and elevations prior to beginning new work, which may require earth work, drainage work, etc.
d. All materials will meet government specifications / submittals.
e. The exact site location for the work item mentioned in this SOW shall be coordinated with the Government Representative and User to determine the appropriate means and methods for site placement, proximity to other facilities, suitable soils, minimal land disturbance, etc.
f. The Contractor is required to request the services of a professional Civil Engineer which shall verify all locations of facilities and site conditions being constructed prior to any work commences, if applicable to the type of scope being performed requires any site related work.
32 Exterior Improvement
i. Vegetative Maintenance Note: Any vegetation (i.e. 1” to 2” caliber trees, tree limbs, vines, brush, etc.) overtaking any of the aforementioned structures shall be pruned, cut-back, or removed 20’-0” minimum from outermost edge of structure. This general note does not include land disturbance, but only vegetation debris clean-up. However, is best if the vegetative debris is completely removed and deposed by means of equipment, if necessary, by minimal ground disturbance which should only be done in an appropriate manner by following all Fort Benning environmental requirements and Best Management Practices (BMP’s) for land disturbing/clean-up activities as outline by the GASWCC. This is typical for any and all existing structures outlined in this scope of work or as noted per the drawings.
33 Utilities
i. All scheduling, submittals and installation of utilities connections involved with this project are to be coordinated with DPW, Utility Chief and all appropriate utility providers.
ii. Incorporate utility design information into project plans and furnish documentation to DPW and utility providers.
iii. Repair/replace any site conditions disturbed within the limits of construction as practicable to pre-existing conditions.
