DATA ITEM DESCRIPTION
Title: HAZARDOUS MATERIALS MANAGEMENT PROGRAM (HMMP) PLAN
Number: DI-MGMT-81398C Approved Date: 20140619 AMSC Number: F9482 Limitation: N/A DTIC Applicable: No GIDEP Applicable: No Office of Primary Responsibility: 11 (AFLCMC/WNVV) Applicable Forms: N/A Use/Relationship: The Hazardous Materials Management Program (HMMP) Plan is prepared by the contractor, in consultation with the government and others, to influence the reduction of hazardous material (HAZMAT) risks, associated with a system, to acceptable levels to protect human health and the environment during the system planning and design processes. This plan considers current and all future phases of the system’s life cycle.
a. This Data Item Description (DID) contains the format, content, and intended use information for the HMMP Plan resulting from the planning elements described in the current version of the Aerospace Industries Association (AIA)/National Aerospace Standard (NAS) 411.
b. The HMMP Plan establishes a program’s objectives, roles, responsibilities, relationships and procedures needed to accomplish HAZMAT management and tracking. The plan accounts for contractually required tasks and responsibilities, including the integration of HAZMAT management planning and reporting into the systems engineering process. The HMMP describes:
(1) How the contractor will work with the Government to eliminate or reduce the risk associated with the HAZMAT embedded in the system or required by the system for planned operations, maintenance and disposal activities (based on the system design, product support analysis activities, etc.).
(2) How the contractor will obtain Government approval for the use of prohibited materials.
(3) How the contractor will collaborate with the Government on Government funded hazardous material trade studies or similar Government funded risk reduction activities.
(4) The contractor’s proposed process for managing the HAZMAT that cannot be designed out of the system and its operations and support processes to promote development of a safe and efficient product support package.
c. The nature and content of the HMMP Plan is influenced by the planned use and maintenance of a system and the HAZMAT exposure risk to operators, maintainers and others. Materials and processes used in operation and support phase of a system’s life cycle can include the activities and processes associated with routine operations, field maintenance, depot maintenance, unanticipated events such as emergency response to mishaps/crashes, and disposal.
d. This DID is intended for use by system acquisition program offices responsible for acquiring or modifying systems where an HMMP is required.
DISTRIBUTION STATEMENT A. Approved for public release; distribution is unlimited.

e. This DID is related to DI-MISC-81397, Hazardous Materials Management Program (HMMP) Report.
f. This DID supersedes DI-MGMT-81398B.
Requirements:
1. Reference documents. The applicable issue of the documents cited herein, including their approval dates and dates of any applicable amendments, notices and revisions, shall be as specified in the contract.
a. MIL-STD-882, System Safety, Task 108.
(Copies of the DID and this document are available online at http://quicksearch.dla.mil.)
b. NAS411, Hazardous Materials Management Program and NAS411-1, Hazardous Material Target List.
(Copies of these NAS documents are available online at http://www.aia-aerospace.org.)
c. GEIA-STD-0007, Logistics Product Data and GEIA-HB-0007, Logistics Product Data Handbook.
(Copies of these GEIA documents are available online at http://webstore.ansi.org/.)
2. Format. The format for the HMMP Plan shall comply with 7.1, including 7.1.1 through 7.1.3 of NAS411.
3. Content. The HMMP Plan shall address hazardous material risks in contractually-specified systems, system components, associated operations and support materials and facilities during all subsequent life cycle phases and activities. The plan shall address the following elements:
a. HMMP objectives consistent with 4.1 of NAS411.
b. Content consistent with 4.2 of NAS411, including all subparagraphs.
c. When not specified in the contract, the plan will include proposals for the prohibited, restricted and tracked HAZMAT lists consistent with 1.6 of NAS411, and using NAS411-1 as guidance.
d. The relationship of the data produced by the HMMP with the program’s overall hazard tracking system and logistics databases.
e. How the plan integrates HAZMAT management with other technical disciplines (e.g., system safety, logistics) to minimize duplication of effort.
f. The approach for establishing priorities within the HMMP framework to reduce risk consistent with NAS411.
4. End of DI-MGMT-81398C.
