ANSWERS TO QUESTIONS

The following are questions submitted by industry with government response. Where the response required an amendment, the response is highlighted in yellow.

Summary of changes in the solicitation is provided on the amendment.

GENERAL QUESTIONS:

1. QUESTION: Who is the incumbent?

a. ANSWER: Cherokee Nation Red Wing, LLC

2. QUESTION: What is the current contract number?

a. ANSWER: W58RGZ-14-C-0041

3. What is the current end date of the incumbent contract?

a. ANSWER: 29 Jul 2019

4. QUESTION: What is the current value of the contract?

a. ANSWER: $27M (base plus 4 options)

5. QUESTION: An Amendment was provided on 2 May 19 (to FBO synopsis post) stating that the effort was no longer going to be an SDVOB set aside and that the solicitation will be issued on or about 12 May. This change in acquisition strategy changes a contractor's approach on how to respond to this proposal. Will the USG consider a 7-10 day extension to allow for optimum competition?

a. ANSWER: No extension will be granted.

6. QUESTION: The US Army has two similar contracts that have recently had the workforce unionized because the SCA benefits are not aligned properly to the cost of living. This acquisition strategy puts the Benning Aviation Support Services contract at risk of being unionized like Yuma Aviation Support Services and the Aviation Field Test Directorate at Redstone Arsenal. Has the US Government considered the risk of losing existing personnel and possible unionization of workforce because of the LPTA acquisition strategy?

a. ANSWER: No, this was not considered because the possibility of unionizing a workforce does not determine whether or not to use LPTA in a solicitation. There will be no change to the acquisition strategy.

7. QUESTION: Reference 2.4.1, what is the frequency of the contractor manpower reporting requirement?

a. ANSWER: Yearly requirement. Additional information required for reporting can be found at https://CMRA.ARMY.MIL

8. QUESTION: Is this workforce a union workforce? Can you provide a copy of the CBA?

a. ANSWER: workforce not unionized - no CBA

9. QUESTION: Will the government publish a list of staffing?

Determination 15-4528 (Rev 10) 12/26/18 –

a. ANSWER: the wage determination # is 15-4528 (Rev10). The file name for the wage determination (attachment 3 wage determination WD 15-4527) is incorrect; however, when you open the file, the correct wage determination number – 15-4528 (Rev 10) - is included in the file.

11. QUESTION: Since the RFP places a focus on quality, will the Government please provide their Quality

Assurance Surveillance Plan (QASP)? /Solicitation Pg. 110, 6.0 Performance Requirement Summary (PRS) The Government QASP is referenced several times in this section, however it was not provided as part of the solicitation documents. In order to provide a thorough Quality Control Plan, required as part of the proposal, will the Government please provide the Government QASP.

a. ANSWER: No QASP will be provided. The government develops the QASP based on the QC Plan that is submitted by the contractor after award.

12. QUESTION: Solicitation Pg 20 Total Evaluated Price Since there is a price advantage to the incumbent contractor for the phase in price proposal, and to foster as fair a competitive competition as possible, request the Government not include the proposed phase in cost/price in their evaluation of the Total Evaluated Price calculation.

a. ANSWER: No, all prices must be evaluated

13. QUESTION: Solicitation Pg. 115, 2.2 Closing date In order to be able to fully and adequately evaluate the Government answers to our numerous questions and have a reasonable amount of time to then incorporate into our proposal response and meet hard copy delivery requirements, request the Government extend the proposal submission due date from 3 June to no earlier than 11 June 2019.

a. ANSWER: no extension will be granted. Regarding hard copy delivery, see amendment 1 to Instructions to Offerors, paragraph 1.0 that gives the option of electronic or paper copies or both is the offeror chooses.

a. ANSWER: Over and above is work that is in the general scope of the contract, not covered by any line items for basic work and necessary to complete the contract. See attachment 4 – Over and Above Historical Data for historical data for hours and labor categories.

16. QUESTION: Page 14, General , Information is provided on Over & Above and the contractor is to provide fully burdened labor rates for O&A work. However, there is no information provided regarding potential Overtime. How does the USG intend to contract if Overtime is required?

a. ANSWER: if overtime is required that is not covered in over and above work, a modification to the contract would be executed.

If it applies to existing AUL hazmat, a very time consuming review of each SDS will be required. Will prior written approval be required every time a material is delivered to the site?

a. ANSWER: The current Authorized Usage List has been already screened by AMCOM-G4 Environmental Division; Government will provide a copy of the current list upon award. Only items to be added to the AUL will be screened by both Installation DPW-E (grants authority) and AMCOM G4 (provides oversite) prior to deployment. Government (Installation DPW-E) will provide guidance and training for this requirement.

36. QUESTION: PWS 4.4.3.2 Page 85 Please provide attachment A026.

a. ANSWER: see attachment A026 added by amendment 1

37. QUESTION: PWS 4.4.4.2 Page 86 In relation to item e), Hazardous materials acquisition and reduction, and reporting paper purchases does not correlate to man-hours worked. Please clarify the government's expectation for normalizing the data to man-hours worked? In addition, what is the government's expectation with regard to pursuing, documenting, and reporting incentives for vendors to reduce pollution and identify sustainment requirements?

a. ANSWER: Man-hours worked was chosen to adjust total volumes to account for changes in work flow. Typically more paper and hazardous materials are used when more hours are worked. If volumes increase (or decrease) due an increase in mission, the environmental impact although greater is readily and fairly assessed. The intent is to not penalize the new contractor's waste reduction program if mission increases. The Contractor is advised to compare their purchases to the baseline, indicating a negative or positive trend over the baseline with target reductions as indicated in the PWS. If the trend is increasing, normalization may assist with justification.

Subcontractors/vendors should flow-down all waste minimization requirements in the PWS. The minimum requirement is for the contractor to place the same waste minimization/green procurement requirements on their vendors/subcontractors as part of their contractual terms and conditions. See attachment J: 2018 Baseline Data – CNRW Waste Turn-ins added by amendment 1 . (note: this is the most current information available. Data will be updated after award).

38. QUESTION: PWS 4.4.4.3 Page 86 How does the government calculate a 54% reduction, and how is the government anticipating the contractor to conduct the measurement?

a. ANSWER: The reduction will be based on the total applicable recyclable waste for that time period. For example, if 100-pounds of a material such as used-oil is generated in a month, and all the used-oil is recycled, then that waste stream has a 100% reduction. However, if an additional 100-pounds of used-absorbents is wasted in that same month, then only 50% of the total recyclable waste was reduced (assuming those were the only 2-applicable waste streams for the month). See attachment J: 2018 Baseline Data – CNRW Waste Turn-ins added by amendment 1 .

(note: this is the most current information available. Data will be updated after award).

39. QUESTION: Page 51, paragraph 2.3.3.c PWS states, "The Government’s indemnification of the

Contractor through the Ground and Flight Risk Clause (GFRC) does not automatically apply to subcontractors." Can the USG please clarify this statement? Does the GFRC apply to subcontractors to the same extent as it applies to the contractor in DFARS 252.228-7001? Otherwise, the cost to use subcontractors would be exorbitant based on the insurance required and not provide the best value to the Government.

a. ANSWER: The Prime contractor is always held responsible for both prime and all sub-contractors;

reference AR 95-20; 3.6. – Subcontractors; Please read AR 95-20 requirements; there will be cost associated with the contractual requirements; cost proposal should include these expense.

40. QUESTION: Page 52, paragraph 2.4.4, PWS states, "To encourage the timely submission of travel related expenses the burdened rate shall not exceed 3%.” Can the USG please clarify how capping a burden rate on travel encourages timely submission?

a. ANSWER: PWS is revised to delete the last sentence of paragraph, see amendment 1

22. QUESTION: Attachment F, Daily Status Template, indicates there are three UH60A+ aircraft in the MEDEVAC section. Can the USG please define what configuration the additional UH60A+'s are in?

a. ANSWER: Answer: Government has purged all A+ models from the Benning Fleet; Fleet is currently pure UH60L models. Contractor will be supplied by Government an updated Daily Status Report during the phase in period.

23. QUESTION: Page 54, paragraph 3.1.1.5 Attachment F , Daily Status Template, indicates there are seven

UH60s in the MEDEVAC section. Tail numbers 90-26220 and 98-26813 are listed in the document as “new” and the document is dated 20 April 2019. Section 3.1.1.5 says there should be five UH60s in the

MEDEVAC section. Attachment 7, Pricing Support for Additional Helicopters, says “The current fleet consists of 12 helicopters (CLINS for services and materials). The government anticipates adding 3 additional helicopters to the current fleet and these additional helicopters are considered an increase in mission.” Can the USG please advise if there was a mistake with the PWS Section 3.1.1.5 or are two of the three additional aircraft reflected in Attachment 7 already on site?

a. ANSWER: The current fleet is 12 helicopters consisting of 5 UH60L models to AAD (MEDEVAC) and 7 UH60L models to the Ranger Flight Company. The three additional helicopters are not on site; the Government anticipates adding additional UH60 series ACFT to the AAD fleet; model

TBD.

24. QUESTION: Page 55, paragraph 3.1.1.5.1 Attachment D, PWS states, "The Contractor shall ensure selected aircraft meet MEDEVAC mission requirements. Performance Standard: The Contractor shall operate IAW AR 95-1 and Local Commanders Requirements; Attachment D." Attachment D doesn’t show the MEDEVAC configuration in the nine possible configurations authorized by the commander. Can the USG provide a configuration in order to understand scope impact?

a. ANSWER: See Attachment D, AAD; 1. a. MEDEVAC Duty / AMR: sub-paragraphs i. – x.

The AGSE list was not provided as an attachment. There are three attachments with GFP in them. The second attachment has a lot of AGSE in it. There is no distinction on what is reportable and what is Other Assigned. Can the USG provide a true consolidated AGSE list that is required to track IAW the CDRL and on the Daily Status Report and what is Reportable and what is Other Assigned?’

a. ANSWER: There are currently 3 AGSE items identified in the GFP as reportable to DA; all other assigned AGSE GFP will still be calculated as a percent of items assigned by item currently not operational.

27. QUESTION: Page 93, paragraph 4.6.2.1 PWS states, "The Contractor shall have twelve months from the time of contract award to become AS 9100 (Rev D or higher) certified at the Fort Benning, Georgia Site."

If the USG intends for the contractor to certify the Fort Benning Site to AS9100D, can the USG please advise what CLIN this should be priced under?

a. ANSWER: the logical choice would be CLIN for services but the pricing decision is up to the offeror.

INSTRUCTIONS TO OFFERORS QUESTIONS:

1. QUESTION - BACKGROUND: On page 93 in paragraph 4.6.2.1 it states The Contractor shall comply with at a minimum, a higher-level quality standard for a Quality Management System (QMS) of AS9100 (REV D or higher). The Contractor shall be required to maintain in good standing the certifications required for AS9100 (REV D or higher) throughout the duration of the contract. The Contractor shall have twelve months from the time of contract award to become AS 9100 (Rev D or higher) certified at the Fort Benning, Georgia Site. However, on Page 18, 2.1.4. SUB-FACTOR C, Management Plan. The management plan provides proof of the offeror’s Quality Management System (QMS) certification of either ISO 9001 Quality Management Systems-Requirements (minimum acceptable certification ISO 9001-2008) or SAE-AS 9100 Quality Management Systems-Aerospace Requirements (minimum acceptable certification SAE-AS9100 revision A). This wording would indicate a Vendor is to be certified at time of proposal submission and seems to be in conflict with the statement in 4.6.2.1 where it says “The Contractor shall have twelve months from the time of contract award to become AS 9100 (Rev D or higher) certified at the Fort Benning, Georgia Site.” The government also states on Page 118 Tab F – Technical Acceptability Sub-factor C: Management Plan. Offeror shall provide a management plan that addresses overall management of personnel to include the ability to manage the required performance standards as well as maintenance experience and management of maintenance experience as specified in the PWS. In addition, the plan should address required certifications, reports, and training specific to the performance of work as specified in the PWS sections 1 through 4. Regarding certification specifically, the plan shall provide proof of the offeror’s Quality Management System (QMS) certification of either ISO 9001 Quality Management Systems- Requirements (minimum acceptable certification ISO 9001-2008) or SAE-AS 9100 Quality Management Systems-Aerospace Requirements (minimum acceptable certification SAE-AS9100 revision A). This statement also indicates that the Government wishes a vendor to be certified at time of proposal submission making it contrary to the statement on page 93 in paragraph 4.6.2.1 “The Contractor shall have twelve months from the time of contract award to become AS 9100 (Rev D or higher) certified at the Fort Benning, Georgia Site.”

Will the Government clarify whether proof of the offeror’s Quality Management System (QMS) certification of either ISO 9001 Quality Management Systems-Requirements (minimum acceptable certification ISO 9001-2008) or SAE-AS 9100 Quality Management Systems-Aerospace Requirements (minimum acceptable certification SAE-AS9100 revision A) is required at time of proposal submission or shall have twelve months from the time of contract award to become AS 9100 (Rev D or higher) certified at the Fort Benning, Georgia Site. / Page 93, paragraph 4.6.2.1, Sub-factor C, PWS states, "The Contractor shall comply with at a minimum, a higher-level quality standard for a Quality Management System (QMS) of AS9100 (REV D or higher). The Contractor shall be required to maintain in good standing the certifications required for AS9100 (REV D or higher) throughout the duration of the contract." This appears to be in conflict with Sub-factor C which states, “The management plan provides proof of the offeror’s Quality Management System (QMS) certification of either ISO 9001 Quality Management Systems-Requirements (minimum acceptable certification ISO 9001-2008) or SAE-AS 9100 Quality Management Systems Aerospace Requirements (minimum acceptable certification SAE-AS9100 revision A). Is the minimum requirement at Day 1 to be certified as AS9100D (latest revision) and the contractor will have twelve months to get certified at the Fort Benning Site?

a. ANSWER: The questions appear to confuse the requirements for certification proof with the proposal and the higher certification required once the contract is awarded. Sub-Factor C, Management Plan provides a list of QMS certifications acceptable as proof that shall be submitted with the proposal. No other QMS certification proof is required with this proposal. However, the last sentence of this section states the offeror shall address the ability to achieve and sustain a high certification pursuant to PWS paragraph 4.6.2.1. In summary, proof of minimum certification is required with the proposal and proposal should address ability to achieve higher certification if awarded the contract.

2. QUESTION: Solicitation page 116 of 120 para 2.73 states “… of three (3) references”, however Page 119 of 120 para 3.3 Vol III TAB F states “… the offeror is to select no more than five (5) of those companies”.

Please clarify is it 3 or 5 past performances for this effort. / Instructions 2.7.2 page 116-117 and 3.2.2 page 117-118. Please confirm that the Executive summary is not included in the volume's 30-page limit? Please also confirm that Tabs A-C are not included in the volumes 30 page limit? Therefore, the only sections restricted by the 30-page count are related to the subfactors themselves (Tabs D, E, and F). If this is not the case, please consider increasing page count to 35 pages to allow adequate page count to address the evaluation factors. /Instructions 2.7.3 page 116 This section indicates the contractor is to provide 3 past performance references, however Section 3.3, Tab E indicates a "list of contracts" and tab F indicates 5 past performance questionnaires for a maximum of 5 references. Please clarify the instructions for Volume 3.

a. ANSWER: Page 116, para 2.7.3 refers to 3 references provided in the proposal with other past performance information. Page 119, para 3.3, Tab F refers to the Questionnaires that should be sent to companies that can provide past performance information. The instructions clearly state that the Questionnaires should be mailed directly to the government by the company completing the Questionnaire. It is clear that the Questionnaires are not a part of the proposal submission. The government will only accept five (5) Questionnaires in response to the solicitation. Changed by amendment 1: Tab F deleted and changed to Past Performance Questionnaire with revised language to make it clearer .No increase to page limitation required.

3. QUESTION: Instructions to Offerors Table 1 and 2.1 The Government is requesting (1) redacted Volume II.

There are no instructions provided to the offerors for redacted copy. Could the USG please provide instructions on preparation of the redacted copy? Instructions 2.1, page 115 Please clarify what specific information is to be redacted? We assume this would apply to company name and logo only. Please confirm.

a. ANSWER: see amendment 1, Instruction for Offerors paragraph for redaction instructions

4. QUESTION: Attachment 5 Pricing Support for Staffing Column B includes safety positions. Can the Government please state whether the positions are currently identified as exempt or non-exempt? If non-exempt, can the Government please identify the Wage Determination Category?/ ATTACHMENT_5_Pricing_support_for_staffing Does the template need to include all the components that go into the fully burdened wage rate such as other fringe costs, overhead, G&A and profit?

/ATTACHMENT_5_Pricing_support_for_staffing The spreadsheet columns in green does not equate to a fully burdened rate in that it does not consider OH, G&A, etc. in disclaimer #4. Please advise on the approach the contractors are to use to ensure all contractor costs are considered in the fully burdened / Attachment 5 (pricing) doesn’t list any columns for Overhead, G&A or Fee, and is only for 1 year (Base). Is the offeror to add columns beyond what is given for what’s needed and do we replicate the spreadsheet for each Option year for a total of 5 periods? /We are confused is this per person position or is a line for all if same position. Example Aircraft Mech I – calculation for one FTE or if 10 the amount should reflect all ( i.e. annual hours either 2080 for 1 person or 20800 for 10 people)? Secondly can we assume our G&A, Fee, ODC, etc should be included in “burdened rate”

a. ANSWER: ATTACHMENT 5 IS DELETED IN AMENDMENT 1, there is no requirement to provide this information

5. QUESTION referencing Past performance: If a completed and signed CPAR rating is available, is the completion of Attachment 6 required? Can a CPAR be provided in lieu of Attachment 6?

ANSWER: No, Questionnaires are not required – it is the offeror’s decision as to whether or not to forward the Questionnaires to be submitted. Responses to the Questionnaires are used to support other information submitted in Volume III, Past Performance to determine acceptability of Past Performance factor. Under Instructions to Offerors, Paragraph 2.7.2, states Volume III shall include the three (3) references and other past performance information. Other past performance information can be interpreted as CPARs ratings.

6. QUESTION: Does the table of contents, list of tables and drawing, Cross Reference Matrix, Exceptions and
