SUMMARY OF CHANGES

The following have been added by full text:

CONTINUATION OF MODICICATION

Questions and answers for RFI’s

1. We have a question on proposal tab numbering and labeling: Section 5. Proposal Content (beginning on page 93 of the solicitation) under b. Volume II - Technical Capability-Evaluation Factor 1 tabs are referenced as such: Tab A Subfactor 1, Tab B Subfactor 2, Tab C Subfactor 3, Tab D Subfactor 4. As the instructions continue, on page 96, it begins with Tab F Evaluation factor 2. Is information on Tab E missing or deleted?

A: No, everything is there, typo (should be E instead of F)

2. Access to the solicitation has been disabled. This is causing logistic problems in preparing our proposal preparation and pricing. When will access to the solicitation be restored?

A: The Solicitation has been reposted to Fed Business Opportunity- under the original Solicitation Number.

3. Due to the restricted access and inconsistency in the proposal preparation we respectfully request an extension of time be granted. Is an adequate extension of time being given, by amendment, for proposal preparation and submission?

A: Solicitation has been extended until November 27, 2012.

4. There is still a question of which bid schedule to use for the seed project as the bid schedule listed on pages four through six of the solicitation do not correlate with the Barry Road Bridge repair seed project.

Are we just to use Clins 0001 through 0004 of the supplemental Bidding Schedule as these are the only Clins applicable to the Barry Road Bridge Repair seed project?

A: Lump sum price for Seed Project shall be annotated on CLIN 0001 of section B on the SF 1449.

5. Volume III: we have a 20 page limit, Do Attachments 3& 4 count as part of the page limit? There is a lot of information that is asked within this volume and there is not enough room with the page limits can you please extend to 30?

A: No/No.

6. We are interested to bid the above mention solicitation for the West Point Military academy, NY. We wanted to visit the site. Is there any special permission or appointment required?

A: There were three site visits. These are the only site visits the Government will be performing.

7. Will CCASS evaluations count instead of PPQ's?

A: NO

8. The past performance that we need to send in: Attachment #5 is there an e-mail address or fax that they can send these to? We supplied a mailing address, in we have done previous Government work and they like to be able to e-mail these.

A: Please submit by mail only (See Section L under Documentation Format: Part (3) Past Performance Questionnaire (PPQ) Regular Mail or Carrier)

9. In Volume II Volume II starts they have (1) TAB A, (2) TAB B, (3) TAB C, (4) TAB D, and (6) TAB F we are wondering if there is a (5) TAB E?

This start on page 93-96

A: There is not a TAB E. This was mislabeled and will remain as TAB F.

10. Due to the amount of technical work and having to turn in PPQ's for up to 10 jobs. Is it possible for the government to give more time for bid submission?

A: No, Solicitation has been extended until November 27, 2012.

11. The specifications relate to a 17 bridge renovation project. Can the Government please provide an updated Bidding Schedule, the construction duration and Liquidated Damages associated with the Seed project (Bridge 2)?

A: Seed project work to be completed no later than 180 days. See Spec section 01-15-00, Special Conditions, regarding liquidated damages.

12. Volume I requests a Bid Bond for the notional project, and Volume II requests a Letter of Bondability in Subfactor 4. Does the Government want the Offeror to submit both a Bid Bond and Letter of Bondability?

A. Yes

13. Due to an overwhelming amount of released solicitations, many of our Clients are hesitant to continue to complete PPQs over and over again. Would it be acceptable to have our clients provide PPQs they filled-out for previous RFPs?

A: NO, please submit on the form provided.

14. This statement of work just doesn't match up with the Notional Project (Attachments 6 & 7) Repair, Rehabilitation of 17 bridges. The drawings are also from 2007. I think maybe the wrong attachments were included for the Notional Project. Can you please clarify? All attachments are correct.

A: Not all 17 Bridges are part of the notional project only Barry Road Bridge 2.

C.1.3. The TOs shall vary in size ranging from $2,000.00 to approximately $5,000,000.00 with most anticipated to be between $750,000.00 to $5,000,000.00. Majority of the work shall be performed on historical buildings administrative, classroom, dining, sports, recreational, billeting, workshops, and maintenance and training facilities. Projects may include tasks in a variety of trades such as carpentry, road repair, roofing, excavation, interior work (to include remodeling and interior modifications), electrical work, steam fittings, plumbing, sheet metal, painting, demolition, concrete masonry, welding, mechanical, landscaping, and other general construction work.

A: This is a statement not a question

14. Stream Diversion Plan / Sheet 7 of 43 – Please confirm that testing / monitoring of stream water is not required?

A: Any water quality testing/monitoring requirements will be specified in environmental permits.

15. As per Bid Schedule there are total 44 CLINS are given where as on the drawing given note only bridge # 2, Barry Road Bridge is included in this contract (MATOC seed project) other sheets have been deleted. Do we need to price all the clins or only the seed project Clin # 1, please clarify?

A: Please see question 1, again prices are not required on the BID Schedule. Amendment 1 addresses this question (Offerors shall provide a total lump sum price for the seed project in CLIN 0001. It is not necessary to enter pricing data for CLINs 1001, 2001, 3001 and 4001 in section B of the 1442.)

16. In addition to a completed Section B – what is the basis for writing down a price on section B – Is it based on the price for the Notional Project and then a % for the next years, or is there something else which we do not comprehend.

A: See answer in Question 1 and 15.

17. As per the documents in our hands for the above project, we are under the understanding that we are to estimate our unit prices for the items listed as CLIN-0001 to CLIN-0044 for the 17-Bridges as described in their break down in the attached pages. A: No, only CLIN 0002- 0004 pertains to Barry Road Bridge 2. See question 1 and 15 how price shall be annotated.

18. Then we are to transfer the total of the BID to the summary sheets of the bid were it represents the FIRST base year and 4-additional years after.

A: Amendment 1 stated, it is not necessary to enter pricing data for CLINs 1001, 2001, 3001 and 4001 in section B of the 1442.

19. We will be using the drawings of (BARRY Road Bridge) as guidance to price the items above.

A: Correct

20. Our unit prices should be loaded with our O.Hd. & profit.

A. The Government cannot instruct you on how to do your proposal.

21. The project requirements are silent as to the experience requirements for both the Quality Control Supervisor and the Site Safety Health Officer. Can you please confirm that it is acceptable for the Qc Supervisor to have a degree in engineering and a minimum of 3 years experience?

A. Please refer to the solicitation.

22. For the SSHO, can you please confirm that it is acceptable for the SSHO to have certified Em385 1-1 training, 40-Hour OSHA and at least 5 years of related experience?

A. Please refer to the solicitation.

23. Section 01 15 00 page 19 of 23, Section F calls for work to be completed no later than 365 calendar days. Is this duration also applicable to Notional Seed Project? If, not what is the required duration for the Seed Project?

A: Seed project work to be completed no later than 180 days.

24. Section 01 15 00 page 21 of 23 Section I call for the contractor shall perform at least 35% of the total amount of work. Is this also applicable to Notional Seed Project? If so, would project management and site supervision and QC be part of this percentage? Also, how could this requirement be met if the Task Order SOW is for one specialty subcontractor work, only HVAC or Fire Alarm repairs or replacement?

A: Seed project work to be completed no later than 180 days.

25. Volume II, Technical Capability, Tab A, Notional Project Execution: Please advise if there is an anticipated start and end date for the Seed Project so we can address it accordingly in our narrative.

A. The seed project will be awarded in conjunction with the award of the contract.

26. Can the Past Performance Questionnaires be emailed to you or do they have to be mailed?

A: Seed project work to be completed no later than 180 days.

Please submit by mail (See Section L under Documentation Format: Part (3) Past Performance Questionnaire (PPQ) Regular Mail or Carrier)

27. In Volume III, past performance references are requested, aren’t those references going to be the same individuals as those receiving the Past Performance Questionnaires?

A. Some may be the same.

28. Everything included in Volume III seems almost identical to Evaluation Factor 2 in Volume II (attachments 3 and 4). Can you explain the difference between the two Volumes so that I can better understand what exactly Volume III is asking.

A: Volume II is asking for you to provide your experience working on projects whereas Volume II is asking for you to provide information on how you performed on projects.

29. Proposal Content, Volume II Technical Capability, TAB A Notional Project Execution, item b) on page 94 of 116: Please advise if the required narrative is only for the Seed Project, or for two projects with similar value and scope being performed simultaneously at West Point.

A: On page 94 please read TAB A: Subfactor 1- Notional Project Execution: it states at a minimum” (b) Brief narrative describing project schedule and any recommendations/ideas considered in order to complete the project. Offeror should assume that they have one (1) on-going design-build project (65% designed) of similar value and scope for West Point as the seed project.

30. Proposal Content, Volume II Technical Capability, TAB A Notional Project Execution: Is the Seed Project to be considered as design-build, or construction, as it is 65% designed, and Evaluation Approach for the Notional Project Execution mentions that “this subfactor does not include a design component as the design phase is 65% complete.”

A. The seed project is at 100% design (not 65%).

31. Attachment 4, Experience Information Sheet, Item 6 lists only 4 categories of work. Where do we show other categories of work, i.e. design, new construction (all trades)? Similar question applies to Attachment 3 as well.

A. If you need to add other categories to attachment 4 you can add them to #6 however, this document cannot exceed two pages. I am unclear of the question for attachment 3.

32. What is the extent and scope of the steel guard rails shown on page 43? No steel guard rails are show in the plan views of the bridge.

A: Guide railing is not required for the seed project, Barry Road Bridge. The guide railing details on sheet 43 can be ignored.

33. Is the intent of the concrete spall/crack repair for only the structural east headwall that will be exposed after removal of the stone masonry? Are there any other areas of concrete repair required? The document does not specify the exact scope and quantity.

A. The work to be performed consists of:

1. Reconstruct the deteriorated portions of the stone masonry East Headwall.

2. Increase the height of the East Headwall and install capstones along its length.

3. Fill all undermined areas of the arch footings with grout.

The project does not include concrete repair work.

34. What is the reinforcing detail for the existing east headwall? Bar size, locations, etc...

A. Unknown (Original plans no longer available)

35. What are the requirements for determining "unsound concrete"? Who makes the determination? Is this work paid by unit price by SF or CF?

A: This question is unclear. What reference is for “unsound concrete”?

36. Bid Schedule - all CLINS are shown on the bid schedule. Please confirm that only the CLIN's for Bridge #2 are required as part of the seed project. No other plans have been provided for the other bridges.

A: Correct, only Barry Road Bridge is part of the notional.

37. Bid Schedule - please clarify the scope of CLIN 002 and 003. Is CLIN 003 only the REMOVAL of stones? (i.e. demo only without any concrete repairs, replacement of masonry, or installation)? Is CLIN 002 everything else? Installation of stone masonry, bituminous paving, back fill, topsoil, seed. CLIN 003 is paid by unit item, while CLIN 002 is lump sum.... however, the amount of masonry removal will directly affect the cost of replacing and repairing the same amount of masonry. How can one be paid by unit item and the other be lump sum?

A: CLIN 0003 is for the removal of stonework at bridge No 2 and CLIN 0002 is the rehabilitation of bridge No 2. CLIN 0003 will be billed as cubic feet and CLIN 0002 will be billed lump sum.

38. Bid Schedule - where is the contractor to place the cost of temporary stream diversion? CLIN 004 specifically excludes the cost of stream diversion?

A: It is the Contractor to determine how they will submit their proposal.

39. Section 004100 Bid Schedule – Please revise the bid schedule to reflect that we are only proposing on the repairs at Bridge #2.

A. This is stated on left side of the drawing (ONLY BRIDGE 2, BARRY ROAD BRIDGE, IS INCLUDED IN THIS CONTRACT (MATOC SEED PROJECT). Other sheets have been deleted.

40. One major question that is not clear to us is regarding the projects (project experience sheets and the project matrix). How do you want us to show the projects for the ID/IQ? As a single project under a MATOC? Or multiple Task Orders under each ID/IQ contract?

A: The format is at the discretion of each contractor.

41. Questions for Subfactor 2 & Subfactor 3 Do we include full resumes for the personnel and which personnel do you want resumes included for since there is only a 30 page count. Are resumes excluded from the page count?

A: The page count is 30 so include the resumes you feel are pertinent to the project.

42. RFP jumps from (4) Tab D to (6) Tab F - Is there a section missing?

A: No

43. The “Bidding Schedule” provided indicates work at Bridge No.1, Bridge No.2 & US Mint Bridges ---is the intent for us to ONLY PRICE the work at Clin’s 0002, 0003 & 0004? If so, please ignore questions #2 & #5 below.

A: As stated in question 1, 15, and 38, 41. Only Bridge 2 and associated CLINs.

44. CLIN 0001 on the “Bidding Schedule” indicates installation of Guide Railing at Bridge No. 1. Please provide a quantity for this railing or a drawing indicating the locations this is to be provided. Sheet 6 which is of Bridge 1 is not provided in the bid document set.

A: Guide railing is not required for the seed project, Barry Road Bridge. The guide railing details on sheet 43 can be ignored. Is not required, was not part of the Notional Project.

45. Regarding Rehabilitation of Bridge No.2, please confirm that the intent is to remove the stone at the east headwall, construct a concrete wall as required, and reinstall salvaged stone (or provide new as required).

A: The work to be performed consists of:

1. Reconstruct the deteriorated portions of the stone masonry East Headwall.

2. Increase the height of the East Headwall and install capstones along its length.

3. Fill all undermined areas of the arch footings with grout.

For information regarding reusing the existing stone and furnishing additional stone, see the General Notes on sheet 7 of the project plans.

46. CLIN 0003 on the “Bidding Schedule” relates to removal of stonework at Bridge No. 2. Please clarify if this is the removal of loose/missing stone per sheet 8 of 43.

A: Yes. CLIN 0003 on pages 8 and 43 are the same.

47. CLIN 0005 on the “Bidding Schedule” relates to work at bridges of the US Mint. Please clarify the scope for this work.

A. Is not required, was not part of the Notional Project.

48. Are we required to price the units/quantities provided for Clin’s 0006 thru 0010?

A. Is not required, was not part of the Notional Project.

49. I was going over the solicitation Proposal and I can really find the requirement from the A/E design team, is the design team required to submit past performance and 10 projects as the contractor?

A. The contractor is required to submit the 10 projects.

50. Proposal Volume II that contains five tabs (Tab A, Tab B, Tab C, Tab D and Tab F) has a page limitation of 30.

A: Correct, page limit is 30.

51. Since the required information, plans and as well as key personnel information would exceed this limitation, please advise if the page count could be increased to provide required information. Please note that Tab F is alone minimum 11 pages, including Attachments 3 & 4 (individual page for 10 projects), may even be more if Attachment 4 consists 2 pages for each 10 project.

A: Submit data according to the Solicitation, page limit is 30.

52. On page 6 of 116 CLIN delivery/Task Order minimum/maximum quantity and CLIN order value:

CLIN 0001, 1001,2001,3001,4001 what are the minimum quantity and minimum amount and maximum quantity and maximum amount values?

A: Those CLINs are NO BID.

53. Is the government going to provide these values?

A: NO
