1. Reference solicitation page 88, paragraph c.(2)(c). At the end of this paragraph it says, “Offeror is to identify critical projects to be evaluated separately.” Can you please clarify what is meant by “to be evaluated separately”?
ANSWER: Those projects listed on the Experience Overview Sheet you are to identify critical projects, if any. The offeror’s experience in performing contracts considered to be either critical and/or high-visibility projects within compressed timelines. These projects will be evaluated to see the offerors ability to manage high-visibility and compressed timelines.
2. Reference Attachment_R Seed Project SOW.pdf, page 2 of 21, paragraph 5. This paragraph requires us to submit to the A/E an itemized list of material and labor cost, within 48 hours of the proposal due date/time, for review prior to award of the contract.
Paragraph 2 in the same reference says that the drawing and specs were prepared by the Fort Benning Director of Public Work. Are we required to submit the information to DPW within 48 hours of the proposal date/time?
ANSWER: See Amendment 2
3. Volume III Past Performance Proposal – Evaluation Factor on page 89 of Solicitation list the different evaluation programs that can be used by the government for evaluation purposes. Can we submit the CCASS evaluations we have already received in lieu of the PPQs for those projects?
ANSWER: No, submit PPQs.
4. Reference RFP paragraph 57.1.1., Specific Requirement for Design-Build Task Orders, page 23: The last three sentences in this paragraph appear to be incomplete. Please clarify.
ANSWER: See Amendment 2
5. Reference RFP paragraph G.2., Request for Task Order Proposals and Issuance of Task Orders, page 37: Subparagraph “c” states proposals will either be accepted as-is or negotiated to the mutual agreement of both the Government and the Contractor. This language appears vague and inconsistent with FAR 16.504(a)(4)(iv) which requires such contracts include the procedures and selection criteria the Government will use to provide awardees a fair opportunity to compete for each order. It is not uncommon for contracts of this type to provide for the full range of best value evaluation strategies from LPTA to full trade-off. Please clarify the various evaluation procedures (best value processes) and selection criteria that will be used to evaluate competitors for task order work.
ANSWER: LPTA is the best value process for this requirement the Government reserve the right to negotiate.
6. Reference paragraph H.11(d) , page 41. Paragraph states task order projects shall be non-complex, construction-oriented projects requiring minimal design. Paragraph C.1.1 on page 5 indicates work under the contract may include incidental design services. This implies that the design effort under the MATOC is not a significant aspect of the proposed contract. Request clarification and a “ball-park” estimate of the amount of work the Government anticipates will require design effort.
ANSWER: Each Request for Task Orders will state the Governments requirements.
7. Reference RFP paragraph L.3.c., page 84. The chart indicates “2” original hard copies are required for each of the volumes listed. Ordinarily, only one file is designated as an “original” with any additional copies designated as “copy.” In this instance, does the Government want both copies identified as “original?”
ANSWER: The Government requires two hard copies.
8. Reference RFP paragraph L.3.c., page 84. This is a 2-part RFI: (1) The chart indicates
Volume II, Experience, is to be combined with Volume II, Technical Proposal, and cites the requirement for 4 CDs of each. When combined, the total number of CDs required, per the chart, totals “20” versus “16.” Please clarify this requirement.
ANSWER: 16 CDs, four for each Volume; Technical Proposal & Experience is one Volume.
9. The chart in paragraph L-4.c., on page 85, indicates a 30 page limit on Volume II -
Technical Proposal and a 30 page limit on the Volume II – Experience for a total of 60 pages for the two volumes combined. The asterisk following the chart in paragraph L.3.c., page 84, indicates Volume II –Technical Proposal is to be combined with Volume II – Experience. Please clarify that the allowance is 30 pages for Volume II – Technical Proposal and 30 pages for Volume II – Experience.
ANSWER: Volume II consists of Technical Proposal and Experience. Total page count is 60-pages for this volume exclude attached charts, graphs, diagrams, tables, and drawings.
10. Please clarify that page 44 in the RFP was intentionally left blank.
ANSWER: Page 44 of 94 is NOT intentionally left blank; this is the start of Section I – Contract Clauses.
11. Throughout the RFP there are references to the Government’s intent to award “multiple”
MATOC contracts. To help competitors get a perspective on the potential task order competition after award, please provide the target or ceiling number of contracts the Government anticipates awarding.
ANSWER: The Government intends to award “multiple” awards as a result of this solicitation, successful Offerors will be made public. The site visit sign-in sheet was made public, see amendment 2 for details.
12. Does the government expect to see and references from the Designer of Record to showcase their “past performance” even if it was with another builder?
ANSWER: See page 89, paragraph d.1.i
13. Will the government accept any references on from the designer on the team if the projects were accomplished by another builder
ANSWER: See page 89, paragraph d.1.i
14. On the first page of the Scope of Work, Line Item 4. Bid Documents, line 4.1 and 4.3 list “Statement of Work” and “Specifications”. Is the “SEED Scope of Work” document the “Statement of Work”? Also, I am working on a question set, and I believe many of the questions could be addressed in the specifications if they exist. Will specs be provided in an upcoming amendment? I do not want to bombard you with a long list of questions that the answers may already exist. Please let me know.
ANSWER: See amendment 2, specifications was provided during Pre-Solicitation.
15. Page 90 of the RFP under (3) Past Performance Questionnaires refers to Attachment U.
Attachment U does not seem to be included in the solicitation package or as a separate file. Please verify.
ANSWER: All attachments were provided during the posting of the solicitation.
16. On page 90 of the RFP “(3) Past Performance Questionnaire (PPQ)” – should this section actually be TAB C or should it be included under TAB B: Matrix of Past Performance to Various Projects? Please verify.
ANSWER: As stated on page 90, PPQs are not to be provided with the Offeror’s proposal; TABs are correctly identified.
17. Also – would the Mission & Installation Contracting CMD consider completed CCASS evaluations for representative past performance in lieu of sending PPQs to previous owners?
ANSWER: NO
18. Volume III, Past Performance Evaluation Factor 3 – Section L.5.d(3), Tab C (page 90/94) requires submission of a completed PPQ form Attachment U. Please consider allowing offerors to submit completed CCASS, ACASS evaluations or previously completed PPQ- 0 forms. We continuously receive feedback from client representatives (especially Federal client representatives) that they are not inclined to complete PPQ’s for contracts that have a completed CCASS evaluation as part of the project record. Additionally, repeatedly completing these PPQ forms is an unnecessary burden on their time. USACE has recently moved toward using the standardized PPQ-0 form as a means to eliminating repeated submittal/completion of PPQ forms.
ANSWER: PPQ are required. The Government may use data provided in the offeror’s proposal and data obtained from other sources, such as the Past Performance Information Retrieval System (PPIRS), Construction Contractor Appraisal Support System (CCASS), Federal Award Performance and Integrity Information System (FAPIIS) or similar systems and State Department Watch Lists.
19. On pages 31 and 32 of the solicitation there is a list of (64) specifications/attachments which are followed by this statement on page 32, “Attachments 3-64 can be found at http://www.benning.army.mil/tenant/MICC/CCT.html.” When you click on this link it takes you to the “MICC Ft. Benning” page and under solicitations there is a link for W911SF-12-R-0020. By clicking on this link it takes you to a file that contains 75 specification files. The files do not include all of the files for items 3-64 as was indicated. Several of the missing files are for specifications necessary for use in bidding the Seed project to Convert M6354 to a Fire Station. Files missing that should have been included for item #’s 3 – 64 are as follows: (from pages 31 and 32 of the solicitation) Item #’s 3,5,6,7,8,11,14,16,17,19,20,23,24,25,28,29,31,34,37,38,39,40,42,45,47,49,50,52,53,55,56 ,57,59, and 62. Will these missing specification sections be provided so the Seed project can be accurately bid or will a separate set of specifications be issued soley for use in bidding the Seed project?
ANSWER: All files are provided. Recommend opening each file to see title.
20. Several Davis Bacon Wage Scales (attachments A – Q) were included in the solicitation.
Which Davis Bacon Wage scale is to be used for the purpose of bidding the Seed project to “Construct Fire Station in Existing CTA – M6354”?
ANSWER: SEED project is located on Fort Benning installation, Chattahoochee, County.

21. Is there a preliminary set of specifications that have been developed for bidding purposes for this project? There do not appear to be any files containing any specifications in the RFP documents.
ANSWER: All documents were provided to include location of specification files.
22. L.4 Proposal Format- Page 85 of 94- Section c states that Volume II, Technical Proposal excludes attached charts, graphs, diagrams, tables and drawings. Section f states “Page Limits do not include covers for volumes, tables of contents, glossary of abbreviations and acronyms, indices, title pages, cross reference indices, charts, graphs, diagrams, tables, drawings and section dividers/tables if inserted solely to provide ease to the reader in locating parts/sections of the proposal. They will be counted if they contain any other information, i.e., diagrams, extraneous data, etc.”. If charts, graphs, diagrams, tables and drawings are utilized within Volume II, Technical Proposal to display information to answer the RFP criteria will they be counted against the page count?
ANSWER: As stated in section L.4.f, if inserted solely to provide ease to the reader in locating parts/sections of the proposal, they will be counted if they contain any other information.
23. L.4 Proposal Format- Page 85 of 94, Section g- “Foldouts are permissible; 11 x 17 foldouts are permissible up to 10 pages and are excluded from page count.” Please confirm that any 11 X 17 utilized within the proposal will not count against the page count.
ANSWER: L.4.g: Foldouts are permissible; 11 x 17 foldouts are permissible up to 10 pages and are excluded from page count.
24. In regards to the Seed Scope of Work, page 3, paragraph 6 “Coordination with Other
Contractors”: Please clarify if items B, C, and D are included in the scope of work for the Seed project.
ANSWER: Yes
25. What is the correct location for the Ice Maker? Several plan pages show it in the laundry room and several plan pages show it in the Vehicle bay? Please coordinate Arch, Elect & Plumbing Drawings.
ANSWER: The Ice Maker has been relocated to the laundry room. Provide and install a dedicated 120V, 20A receptacle circuit for the Ice Machine in the laundry room and mount the receptacle 18-inch above finished floor. Delete a dedicated receptacle circuit for the ice machine in the vehicle bay area as indicated on drawing 43105-E3.
26. What is the correct location of the SS sink in the Vehicle bay that is drained through the trench drain? Some plan pages show it on the exterior wall and some show it on the interior wall which may be in conflict with some plan pages Ice maker. Please coordinate Arch, electrical and Plumbing.
ANSWER: See architectural drawing 43105-A.1. The SS sink is located at right-side wall in the vehicle bay 104, next to both women’s 105 and shower 105A.
27. Is there any item(s) within the scope of work that will require design by a design engineer/certified designer other than the Fire Alarm and Fire suppression systems?
ANSWER: The lightning protection system shall be installed in accordance with UL 96A and NFPA 780. Contractor shall provide a letter of certification to government showing compliance with UL Master Label rating requirements.
28. Liquid Propane Tank by Atmos Energy per sheet E0, verify with notes on sheet P2 top right corner. Does that include the gas line?
ANSWER: Atmos Energy will provide 1,000 gallons liquid propane tank and regulator.
Contractor shall run/install a new liquid propane gas line (plastic gas line such as high-density polyethylene plastic gas line) underground between the 60-KW generator and the regulator at the 1,000 gallons tank. The plastic gas line shall be inserted in a PVC sleeve where it passes through the concrete pad or penetrates the ground. The pipe line shall be buried between 16 to 18 inches deep. Use standard weight black steel pipe and/or stainless steel tubing connecting the 1,000 gallons LP tank to underground pipes.
Provide the proper transition fittings and pipe supports.
29. Will Temporary Power and Water be provided by the Owner?
ANSWER: Contractor shall install temporary power pole and panel. Please notify the government when the pole has been set. The government will task Flint Energy to install the temporary service connection. Install the temporary service nearest the power pole with transformers. Temporary water will be supplied at the nearest fire hydrant.
Columbus Water Works will install a metered pipe line from the nearest fire hydrant.
The contractor will have to route a hose from the metered hydrant to the construction site.
Contractor will have to request the government for the temporary services three weeks prior to beginning construction. The government will task the local utilities for the services to be connected and the government will be responsible for the monthly utility costs.
30. Does the government expect a 100% Design submittal, or will Fire Alarm and
Suppression shop drawings finish the design process?
ANSWER: Yes. Government expects to receive 100% total design submittal. 100% Fire Alarm and Mass Notification system design and 100% Fire Suppression System design are required to submit to government for approval.
31. That is, the LP Tank and associated piping, oil water separator, site domestic and fire protection and sanitary lines and all associated submittals and appurtenances are by others.
ANSWER: a. Propane Gas Tank: Atmos Energies will provide and install a 1,000 gallon steel tank, tank supports, regulator, miscellaneous piping from tank to regulator. Atmos will install the tank on the concrete pad installed by the contractor awarded the contract.
The contractor is required to coordinate with Atmos for determining the concrete pad’s dimensions and rebar reinforcement.
b. Oil/water Separator and Connecting Sanitary Pipe from Bay: Separator to be furnished and installed by the contractor awarded the contract and piping from the separator to the building. The contractor is required to install no less than 5 feet of discharge piping from the separator and install a temporary cap. Stub the end of the discharge pipe with a 2-inch PVC pipe and label the pipe. Columbus Water Works will make the final connection to the discharge pipe from the separator.
c. Domestic Water Piping: Domestic water piping will terminate 5 feet outside the building by the contractor awarded the contract. Columbus Water works will connect their water service to the end of piping installed by the contractor awarded the contract.
d. Sanitary Drain from Building: The contractor is specified to terminate the sanitary piping from the building 5 feet outside the building and terminate the pipe with a temporary cap. The contractor shall stub the end of the capped pipe with a 2-inch PVC pipe that is labeled so that Columbus Water Works can locate the sanitary pipe.
32. Fire alarm & HVAC Control: Do you have a manufacturer for these? Does this building need to be tied to a central system and communicate with the central system. If so who is the manufacturer of the central system?
ANSWER: Preferred manufacturers are Fire Lite, FCI, As-Built, and EST Fire Alarm Panels. All fire alarm UDACT transmitters and/or communication devices shall be specified as equal in all aspects (physical and software characteristics) to the Mastermind Automations System (MAS).
Contractors shall be responsible for providing a fire alarm system capable of transmitting the correct output to the 911 center in accordance with the Mastermind Automated System (MAS) format or template. Coordinate the requirement with Tiya’s fire alarm department prior to beginning any work on-site.
33. Note 17 on drawing E3 indicates a stainless steel grill. Is the MATOC contractor providing this?
ANSWER: No. A stainless steel grill is furnished by the government.
34. Reference Seed project scope of work page 2 paragraph 2: is there any other design required in this project other than “fire alarm and fire suppression system drawings, which will be designed by a certified designer”?
ANSWER: The lightning protection system shall be installed in accordance with UL 96A and NFPA 780. Contractor shall provide a letter of certification to government showing compliance with UL Master Label rating requirements.
35. Fire protection drawings reference specifications, will specifications be provided or will we start specifications from scratch?
ANSWER: Specifications for Fire Alarm & Mass Notification Systems are provided:

2) Fort Benning Fire Alarm System SOP
3) UFC 4-010-01
4) UFC 4-021-01
5) UFC 3-600-01
36. Energy efficiency mandates, and EISA Energy Independence and Security Act are in place for federal buildings since 2007. Do we use this for our project?
ANSWER: Yes.
37. Drawing 43105-E4 shows 3-4” conduit stubbed out 5’ beyond the building for telecom and CATV service. Is this the scope?
ANSWER: Yes. Page 16, Telecommunication Systems, paragraph 2. “Provide 3-4” conduits from the telecom backboard extended 5 foot beyond the building foundation for the new underground communication services.”
38. Page 19 Alarm & Mass Notification System, paragraph 22. This requires the lead on-site alarm technician to be NICET Level IV certified & supervise the design of the system.
As the design of the system is done prior to any technician being on-site to install please clarify this requirement.
ANSWER: Yes. Sometime, they do not have to appear on the site if everything is done correctly according to the design.
The service of a certified fire alarm installer (NICET Level III/IV technician trained by the manufacturer of equipment being installed) shall be provided to supervise installation, adjustments, and tests of the system.
1) For Fire Alarm System:
a) Installer At least NICET Level I (Fire Alarm technician)
b) On-site technician to supervise the installation NICET Level III (Fire Alarm technician) (It is not required to stay on the site all the time)
2) For Mass Notification System:
a) Installer
At least NICET Level I (Fire Alarm technician)
b) On-site technician to supervise the installation
NICET Level IV (Fire Alarm technician) (It is not required to stay on the site all the time)
39. Page 19 Alarm & Mass Notification System, paragraph 23. This implies that we must provide the verification of the lead technicians’ qualifications, as stated in paragraph 22, with our proposal for the seed project or risk having the alarm companies quote disallowed. Please clarify this.
Yes. The Government will reject any proposed installer who cannot show evidence of such qualifications.
40. I have a question in regard to the site visit for the above named solicitation. On the first page of the solicitation it states "Seed Project Site Visit for 16 October 2012. Will the site visit be at Fort Benning and will we be required to submit an application for base access?
Answer: Within the Solicitation it gives more detail on the Site visit. You will need a photo ID to access the installation. You will not need a vehicle access pass to gain access to the installation by vehicle.
41. On page 90 of 94, Volume IV - Price Proposal - Evaluation Factor 4, the second paragraph reads as follows: (2) On separate Microsoft compatible documents of the offeror’s choosing, Offerors are to provide a total lump sum price, on a firm fixed prices basis, for the seed project supported by a narrative and detailed computations that explain and depict how their price for the seed project was developed. Provide a price breakdown of all direct and indirect costs to include overhead and profit. The seed projects is “live,” which means it is anticipated to be awarded at the time of IDIQ contract award, and therefore Offerors should submit their very best price. It is virtually impossible to provide this extensive breakdown for direct and indirect costs with the proposal at the time of the bid. Most prices are not received until a few hours before bid time.
Answer: Please follow the instructions in the solicitation to where and how to submit your questions. This process is set up to ensure your questions are answered per the solicitation. Using any other process or delivery method outside the solicitation, may delay or prevent your question(s) from being answered.
42. Solicitation requires that offers submit an electronic copy of the proposal. It requires that the price proposal be submitted as an electronic copy. Since the price proposal is a last minute type document, can the electronic copy of the price proposal be submitted after the proposal due date?
Answer: I highly recommend you read the Solicitation in its entire. The Solicitation does state the method of submitting your proposal to the Government.
43. There is no detail for tank hold down. Hold down straps are normally provided for buried tanks. The size of the hold down slab is normally calculated by the structural engineer. Please advise.
ANSWER: Oil/Water Separator: As per the manufacturer’s recommended installation specifications. Propane Tank: Anchor the tank to the concrete pad with concrete galvanized steel or coated steel bolts/shields if the support legs are galvanized steel. If the supports are concrete, the galvanized steel straps shall be secured to the concrete support system utilizing galvanized steel or coated steel bolts/shields. The smallest size bolt shall be 5/8-inch for either application.
44. The specified model 6954 East Jordan trench grate is a heavy duty 14” wide grate.
Drawing P-1 says the trench grate is 9” wide. Please clarify.
ANSWER: Very possible that we designed based on existing grate sizes at other fire stations and did not pay attention to the sizes provide on the detail drawings. As long as the grates are 9-inches or greater and satisfy the requirement of the contract specifications and capable of supporting the fire vehicles that drive over the grates, the contractor may use other brands than those we show on the drawings.
45. Note on drawing P-1 says Plumbing fixture P-4 drains to the trench drain, and from there to the oil water separator. However, the piping drawings shows P-4 fixture tied into the drain line going directly into the new manhole, bypassing the trench drain. Please clarify.
ANSWER: We originally had P-4 located on the far side of the bay and connected the fixture to the drain pipe to the oil/water separator. We were asked to move the fixture by the fire marshal to its present location. I failed to edit the note. Please disregard the note requesting the drain to be connected to the oil/water separator and connect the drain to the sewer lateral piping as shown.
46. The location of Fixture P-4 is in a different place on drawings P-1 and P-3. Which is correct?
ANSWER: P-1
47. The location of the ice machine is in a different location on drawings P-2 and P-3. Which is correct?
ANSWER: P-2
48. Attachment A, SEED SCOPE OF WORK, Mechanical HVAC System Item 6 on page 6 states, “….Fire suppression system for the range hood as noted on the drawings.” Will the Government please provide technical specs for this equipment to assure accurate scope and price comparison among various offerors?
ANSWER: No specifications are required. Drawings specify a particular brand that is widely installed on Fort Benning that has been very reliable and parts are readily available for repairs. The fire protection system shall conform to the Sentry 21 fire protection system.
49. Attachment A, SEED SCOPE OF WORK, Plumbing System Item 7 on page 7 states, “The ice machine shall be as specified….Contractor to field verify the location of the ice machine….in the bay area.” We have been unable to locate specifications for the ice machine in the documents. We also note that drawings A.1, M2, P1, P2, show the ice machine to be in the laundry room, and detail 5/A.11 indicates the ice machine to be NIC, while drawings P3 and E3 indicate the ice machine is to be in the vehicle bay. Will the Government please clarify the specifications and location of the ice machine?
ANSWER: As shown on P-2.
50. Attachment A, SEED SCOPE OF WORK, Plumbing System Item 8 on page 7 states, “Cathodic protection system is required if contractor installs steel LP piping below grade, if drain piping from trench drain in the bay to the oil/water separator is steel, and the double wall steel oil/water separator installed below grade…..” Will the government please clarify how these items are to be priced, to assure accurate scope and price comparison among various offerors?
ANSWER: PLEASE READ THE TERMS AND CONDITIONS OF THE CONTRACT.
THE FAR REGULATIONS STATE “THE TECHNICAL PROVISION
SPECIFICATIONS OVERRULE THE DRAWINGS”. Generally, when the Government provides specific information in the statement of work, the information conforms to the materials specified in the technical provisions. The Government provided several types of piping in the technical provisions to provide flexibility for the bidders. Some contractors install metal piping with cathodic protection while others install the plastic piping that does not require cathodic protection. Depending on your suppliers, steel piping with cathodic protection may cost less than installation of the specified plastic piping. Read the “TECHNICAL PROVISIONS”.
51. The plumbing drawings do not appear to show water or drain lines for the water cooler.
Will the Government please clarify?
ANSWER: There is no water cooler on the plumbing drawings to be installed.
52. Plumbing drawings P1 and P2 show water and drains for two commercial washers.
Electrical drawing E3 at notes 19 and 20 calls for power for 1 washer, and 1 dryer. Will the Government please clarify the plumbing and electrical requirements for the laundry area?
ANSWER: Provide electrical power for two stackable commercial washer/dryers.
53. Site utility drawings do not show a water line for the sprinkler system. This should be at least a 6” water supply.
ANSWER: Contractor is to design the sprinkler system and notify the government so that a contract with Columbus Water Works can be completed to have the proper size service installed.
54. Where do you want the fire department connection for the sprinkler system?
ANSWER: In the back side of the bay. Provide a protective bollard in front of the riser assembly. Bollard shall be a 6-inch steel pipe filled with concrete and painted yellow with reflective white bands at the top of the bollard. The bollard shall be anchored no less than 4 feet in the ground/pad with a minimum of 6 inches of concrete around the perimeter of the pipe. Round the concrete cap on top of the bollard.
55. Does Columbus Water Works provide the fire service line? Is it metered?
ANSWER: Yes. Not metered. Meters installed by Columbus Water Works on domestic water services only.
56. Does Columbus Water works provide a PIV valve with a tamper switch? Where is it located?
ANSWER: Yes, if this applies to the fire protection service. Columbus Water Works will most likely install the valve in front of the building to allow the fire department to have a good visual of the valve.
57. Since we are enclosing a Pole Barn, we would also have to validate/verify the structure to determine impact of wind loads on the existing columns. There are no structural drawings for us to understand how the wind load is being transferred to the existing pre-engineered structural system and that the existing structure can accept this load. Note 13/A.1 indicates that all studs attach to structural steel, bar joist, carrying channels, unistruts, etc… Will the structural design, verification and drawings be a part of the requirement for this project. Please advise
ANSWER: Contractor is responsible for all sizing, spacing, etc.
58. There is no mention of any Anti-Terrorism and Force Protection (ATFP) Criteria. I think this is an issue although the new ATFP Criteria may have some clauses that need to be reviewed. I would think this has a potentially huge impact on both the existing structure as well as the new window and door assemblies and associated framing/support. The standoff distance from the road is about 33 feet—possibly too close. Please advise
ANSWER: The Building shall comply with Anti-Terrorism and Force Protection.
59. The ceiling insulation noted on the Partition Types indicates sound attenuation batts to 4’ from wall each side. However, Wall Sections on sheets A.3 and A.5 indicate R-30 Insul with Membrane Facing which is in addition to the new R-19 at the roof.
ANSWER: Wall Sections are correct on A.3 and A.5 in regards to the insulation. The partition details A.1 and A.2 on Sheet A.1 are correct in regards to the sound batts in the wall.
60. Issues with the batts/insulation include: what do we provide at typical walls sound batts or batt insulation? What thickness of sound attenuation is required if applicable? At what locations does the Batt Insulation R30 occur? Is it really required given the R19 Roof Insulation? Please advise
ANSWER: Contractor to install Sound Batts in interior walls per detail A.1 and A.2 on sheet A.1.
61. Issue with the vapor barrier given the double layered insulation approach with large air space and what face should the vapor barrier be on? Please advise
ANSWER: Contractor to verify with Manufacturer’s recommendations.
62. Attachment A, SEED SCOPE OF WORK, page 3, item 10) Disposal of Construction Waste states, “….The contractor shall dispose of all debris created by this project in Georgia/Alabama approved Landfill at the contractor’s expense….” Attachment A, SEED SCOPE OF WORK, page 4, Item 3. CIVIL WORK, subparagraph a) states, “The contractor shall be responsible for disposing of all construction debris at the existing inert landfill on post.” Will the Government please clarify the requirements for disposal of construction debris?
ANSWER: The Contractor shall be responsible for removing and disposal of all debris created by this project in accordance with local, state and federal guidelines and laws.
The contractor shall dispose of all debris created by this project in Georgia/Alabama approved Landfill at the contractor’s expense. Contractor shall maintain and provide upon request by the Contracting Officer or the designed representative receipts and haul tickets or bill of laden that construction debris from this contract has been disposed of in accordance with local, state and federal guidelines and laws.
