The solicitation is amended as follows:
1. Volume III, Past Performance Evaluation Factor 3 – Section L.5.d(3), Tab C (page 90/94) requires submission of a completed PPQ. Can the completed PPQ be submitted via email to CPT Maurice L. Hudson?
ANSWER: PPQ submitted by email will not be accepted nor will the Government acknowledge receipt of PPQ submitted by email.

2. The SEED project is 95% designed—we are to design the Fire Alarms and Fire Protection, will we also need to take the design and drawings to 100% approval prior to beginning work as part of the T. O.? Please advise
ANSWER: No.
3. Since we are enclosing a Pole Barn, we would also have to validate/verify the structure to determine impact of wind loads on the existing columns. There are no structural drawings for us to understand how the wind load is being transferred to the existing pre-engineered structural system and that the existing structure can accept this load. Note 13/A.1 indicates that all studs attach to structural steel, bar joist, carrying channels, unistruts, etc… Will the structural design, verification and drawings be a part of the requirement for this project?
ANSWER: Contractor is responsible for all sizing, spacing, etc.
4. Why is there no mention of any Anti-Terrorism and Force Protection (ATFP) Criteria?
ANSWER: The Building shall comply with Anti-Terrorism and Force Protection.
5. The ceiling insulation noted on the Partition Types indicates sound attenuation batts to 4’ from wall each side. However, Wall Sections on sheets A.3 and A.5 indicate R-30 Insul with Membrane Facing which is in addition to the new R-19 at the roof.
ANSWER: Wall Sections are correct on A.3 and A.5 in regards to the insulation. The partition details A.1 and A.2 on Sheet A.1 are correct in regards to the sound batts in the wall.
6. Issues with the batts/insulation include: what do we provide at typical walls sound batts or batt insulation? What thickness of sound attenuation is required if applicable? At what locations does the Batt Insulation R30 occur? Is it really required given the R19 Roof Insulation? Please advise
ANSWER: Contractor to install Sound Batts in interior walls per detail A.1 and A.2 on sheet A.1.
7. Issue with the vapor barrier given the double layered insulation approach with large air space and what face should the vapor barrier be on?
ANSWER: Contractor to verify with Manufacturer’s recommendations.
8. Does the government expect to see any sample projects (within the stated ten or in addition to the ten projects) from the Designer of Record to showcase their “design experience” even if it was with another builder?
ANSWER: Section L (Solicitation/Proposal Requirements), page 7, paragraph c.1.a.
(Volume II Attachment T) states: “Offeror shall complete an Experience Overview Sheet with a total listing not-to-exceed ten (10) projects, performed within the last six years or currently being performed (at least 50% complete), that best represent the Offeror’s work experience required on this solicitation….”
9. Will the government accept any sample projects from the designer on the team if the projects were accomplished by another builder?
ANSWER: Section L (Solicitation/Proposal Requirements), page 8, paragraph d.1.ii.
(Volume III/Tab A) states: “Offeror shall submit past performance references for up to ten (10) projects; the same projects identified on Attachment T.”
10. Civil drawing C-9 provides the specification for the oil water separator. The drawing does not indicate what options, if any are required. Are there any required options?
ANSWER: Drawing C9 have and arrow beside the model No. on table:
Schedule of standard size oil-water separators.
11. The electric drawings do not show any power lines going to the oil water separator.
Power will be required if a liquid level sensor is needed, or if a oil pump is required.
ANSWER: If a liquid level sensor is needed, contractor shall provide and install power to the liquid level sensor for the oil water separator.
12. There is no detail for tank hold down. Hold down straps are normally provided for buried tanks. The size of the hold down slab is normally calculated by the structural engineer.
ANSWER: Oil/Water Separator: As per the manufacturer’s recommended installation specifications. Propane Tank: Anchor the tank to the concrete pad with concrete galvanized steel or coated steel bolts/shields if the support legs are galvanized steel. If the supports are concrete, the galvanized steel straps shall be secured to the concrete support system utilizing galvanized steel or coated steel bolts/shields. The smallest size bolt shall be 5/8-inch for either application.
13. The specified model 6954 East Jordan trench grate is a heavy duty 14” wide grate.
Drawing P-1 says the trench grate is 9” wide.
ANSWER: Very possible that we designed based on existing grate sizes at other fire stations and did not pay attention to the sizes provide on the detail drawings. As long as the grates are 9-inches or greater and satisfy the requires of the contract specifications and capable of supporting the fire vehicles that drive over the grates, the contractor may use other brands than those we show on the drawings.
14. Note on drawing P-1 says Plumbing fixture P-4 drains to the trench drain, and from there to the oil water separator. However, the piping drawings shows P-4 fixture tied into the drain line going directly into the new manhole, bypassing the trench drain.
ANSWER: The Government originally had P-4 located on the far side of the bay and connected the fixture to the drain pipe to the oil/water separator. We were asked to move the fixture by the fire marshal to its present location. The Government failed to edit the note. Please disregard the note requesting the drain to be connected to the oil/water separator and connect the drain to the sewer lateral piping as shown.
15. The location of Fixture P-4 is in a different place on drawings P-1 and P-3. Which is correct?
ANSWER: P-1
16. The location of the ice machine is in a different location on drawings P-2 and P-3. Which is correct?
ANSWER: P-2
17. Attachment A, SEED SCOPE OF WORK, page 3, item 10) Disposal of Construction Waste states, “….The contractor shall dispose of all debris created by this project in Georgia/Alabama approved Landfill at the contractor’s expense….” Attachment A, SEED SCOPE OF WORK, page 4, Item 3. CIVIL WORK, subparagraph a) states, “The contractor shall be responsible for disposing of all construction debris at the existing inert landfill on post.” Will the Government please clarify the requirements for disposal of construction debris?
ANSWER: The Contractor shall be responsible for removing and disposal of all debris created by this project in accordance with local, state and federal guidelines and laws.
The contractor shall dispose of all debris created by this project in Georgia/Alabama approved Landfill at the contractor’s expense. Contractor shall maintain and provide upon request by the KO or the designed representative receipts and haul tickets or bill of laden that construction debris from this contract has been disposed of IAW with local, state and federal guidelines and laws.
18. Attachment A, SEED SCOPE OF WORK, Item 3. CIVIL WORK, subparagraph b) states, “The contractor shall demolish….existing shelter, including slab, roof and columns, chain link fence and any foundation….” The drawings in Attachment Rb have multiple notes and sections indicating existing metal roof and structure are to remain.
Will the Government please clarify the extent of demolition of existing structures?
ANSWER: The existing shelter shall be demolished and a new concrete slab will be constructed in the location and dimensions shown on the drawings.
19. Attachment A, SEED SCOPE OF WORK, Mechanical HVAC System Item 6 on page 6 states, “….Fire suppression system for the range hood as noted on the drawings.” Will the Government please provide technical specs for this equipment to assure accurate scope and price comparison among various offerors?
ANSWER: No specifications are required. Drawings specify a particular brand that is widely installed on Fort Benning that has been very reliable and parts are readily available for repairs. The fire protection system shall conform to the Sentry 21 fire protection system.
20. Attachment A, SEED SCOPE OF WORK, Plumbing System Item 7 on page 7 states, “The ice machine shall be as specified….Contractor to field verify the location of the ice machine….in the bay area.” We have been unable to locate specifications for the ice machine in the documents. We also note that drawings A.1, M2, P1, P2, show the ice machine to be in the laundry room, and detail 5/A.11 indicates the ice machine to be NIC, while drawings P3 and E3 indicate the ice machine is to be in the vehicle bay. Will the Government please clarify the specifications and location of the ice machine?
ANSWER: As shown on P-2.
21. Attachment A, SEED SCOPE OF WORK, Plumbing System Item 8 on page 7 states, “Cathodic protection system is required if contractor installs steel LP piping below grade, if drain piping from trench drain in the bay to the oil/water separator is steel, and the double wall steel oil/water separator installed below grade…..” Will the government please clarify how these items are to be priced, to assure accurate scope and price comparison among various offerors?
ANSWER: Please read the terms and conditions of the contract. The Federal Acquisition Regulation state “the technical provision specifications overrule the drawings”. Generally, when provided specific information in the statement of work, the information conforms to the materials specified in the technical provisions. The Government provided several types of piping in the technical provisions to provide flexibility for the bidders. Some contractors install metal piping with cathodic protection while others install the plastic piping that does not require cathodic protection.
Depending on your suppliers, steel piping with cathodic protection may cost less than installation of the specified plastic piping.
22. Note 1 on drawing C9 states, “The Contractor can use the oil/water separator shown in this sheet or equal.” Will the Government please better define “or equal,” and or provide technical specs for this equipment to assure accurate scope and price comparison among various offerors? For example, what performance characteristics are required, what material, what optional features, etc?
ANSWER: Drawing C9 has an arrow beside the model No. on table: Schedule of standard size oil-water separators.
23. Reference Attachment A, SEED SCOPE OF WORK, Exterior Electrical System, item A.
Exterior Electrical Power. Will the Government please confirm that all work under this item will be by others, not in this contract?
ANSWER: Yes. Flint Electric (EMC) will provide and install exterior power service.
Contractor will provide and install a new weather head and so forth. See drawing sheet 43105-E9 for details.
24. Attachment A, SEED SCOPE OF WORK, Electrical New Work Item 3) on page 10 states, “New conduits are to be run in the wall (surface-mounted) or above the drop ceiling.” Will the Government please clarify the intent of this item?
ANSWER: New conduits are to be run in the wall or above the drop ceiling. All conduits shall be EMT.
25. Attachment A, SEED SCOPE OF WORK, Electrical New Work Item 18) on page 11 states, “Use an interface module to connect the PA system and the 911 radio system….”
Will the Government please clarify whether the interface module is Government furnished along with the 911 radio system, or is it to be contractor furnished?
ANSWER: Contractor shall provide the interface module to connect the PA system and the 911 radio system.
26. Attachment A, SEED SCOPE OF WORK, Electrical New Work Item 19) on page 11 and the General Note on Drawing E2 states, “The activator button may be come with the alert system or contractor shall provide and install the activator button….” Will the government please clarify how these items are to be priced, to assure accurate scope and price comparison among various offerors?
ANSWER: Contractor shall provide and install the activator button.
27. Reference Attachment A, SEED SCOPE OF WORK, Telecommunications Systems.
Will the Government please confirm that this contract is to furnish only cable trays, conduit, and boxes with pull strings, and that all cable, devices, and covers will be by others?
ANSWER: Yes. Contractor shall provide and install cable trays, 1-inch EMT conduit and boxes with pull strings.
28. Drawings FP1, P3 and E3, E4 and E5 show the workbench and P-4 service sink on the north wall of the vehicle bay, whereas drawings A1, P1, and P2 indicate the P-4 sank and workbench on the south wall of the vehicle bay. Will the Government please clarify the location of these items?
ANSWER: The location of the service sink is correct on sheet A.1, and the location of the ice machine is correct on sheet A.1. Contractor to price per this location.
29. The plumbing drawings do not appear to show water or drain lines for the water cooler.
Will the Government please clarify?
ANSWER: There is no water cooler on the plumbing drawings to be installed.
30. Plumbing drawings P1 and P2 show water and drains for two commercial washers.
Electrical drawing E3 at notes 19 and 20 calls for power for 1 washer, and 1 dryer. Will the Government please clarify the plumbing and electrical requirements for the laundry area?
ANSWER: Provide electrical power for two stackable commercial washer/dryers.
31. Site utility drawings do not show a water line for the sprinkler system. This should be at least a 6” water supply.
ANSWER: Contractor is to design the sprinkler system and notify the government so that a contract with Columbus Water Works can be completed to have the proper size service installed.
32. Where do you want the fire department connection for the sprinkler system?
ANSWER: Front of Building.
33. Does Columbus Water Works provide the fire service line? Is it metered?
ANSWER: In the back side of the bay. Provide a protective bollard in front of the riser assembly. Bollard shall be a 6-inch steel pipe filled with concrete and painted yellow with reflective white bands at the top of the bollard. The bollard shall be anchored no less than 4 feet in the ground/pad with a minimum of 6 inches of concrete around the perimeter of the pipe. Round the concrete cap on top of the bollard.
34. Where in the building should the sprinkler system riser be located? In the mechanical room on the east side?
ANSWER: Rear Center of Vehicle bay near column line 2.
35. We do not see any flow devices or tamper switches indicated on the fire alarm riser diagram. Is this an oversite?
ANSWER: Tamper switch (TS) and Flow switch (FS) are shown on detail 1, sheet drawing 43105-E8.
36. Does Columbus Water works provide a PIV valve with a tamper switch? Where is it located?
ANSWER: Yes if this applies to the fire protection service. CWW will most likely install the valve in front of the building to allow the fire department to have a good visual of the valve.
37. SEED TO Design - Section M.3.a(1), page 91/94, states that there is no design effort required for the SEED TO. Attachment R, page 2, item 2 states that Fire Alarm and Fire Suppression System design is required. Should the SEED TO response include this design or pricing to provide this design?
ANSWER: Yes. Contractor to provide Government with Fire Alarm and Fire Suppression System Design.
38. Please specify a brick type / model #.
ANSWER: Boral Brick, Commercial Brick, Mainstreet Collection – Red/Burgandy Color range. Contractor to submit color selection board to DPW to select color.
39. Are window blinds desired?
ANSWER: User will provide window blinds.
40. The window sills are currently shown as drywall. Is this correct or do you want solid surface or wood?
ANSWER: Drywall Sills.
41. Are shower pans required at the showers?
ANSWER: All plumbing projects by Dennis Bonair have shower pans. Please read the technical provision section 22 00 00, Plumbing, General Purpose. The Government specified a non-metal shower pan system.
42. The finish schedule shows rubber base w/ ceramic tile at the showers. Please confirm this is correct.
ANSWER: No. Please provide Ceramic tile at base. Please follow Footnote #3 on Room Finish Schedule Sheet A.9. for finish material at Shower areas.
43. What kind of toilet & shower stall partitions are desired? Floor mounted or overhead mounted? Plastic laminate, metal, phenolic?
ANSWER: Floor Mounted, solid phenolic.
44. What is expected with respect to final landscaping? Just seed any disturbed areas?
ANSWER: See Soil and Erosion Control Plan Initial, Intermediate and Final Phases Drawing and General Notes on Drawing C6.
45. Can you issue a specification for the overhead doors? Are auto operators desired?
Detector loops? Gauge of metals?
ANSWER: Contractor to provide a Heavy Duty Insulated Sectional Overhead Doors with Vision Panels, provide an interior surface mounted three-button operator, please provide with auto operators.
46. Doors Frames Hardware: What species of wood for the interior doors? Are exterior frames to be welded, galvanized?
ANSWER: Interior Doors to be Natural Birch. Exterior Frames to be welded with Mitered Corners.
47. Doors D, E, F, what size are the louvers? Door #119: what size is the overhead transom?
ANSWER: Review drawing M-1. The doors to receive louvers have the sizes posted at each door location. Door 119 does not have a transom.
48. Do you have any specifications for the hardware? Keying schedule? Manufacturers?
ANSWER: See Specification that was provided.
49. Fire alarm & HVAC Controls: Do you have a manufacturer for these? Does this building need to be tied to a central system and communicate w/ the central system. If so who is the manufacturer of the central system?
ANSWER: As long as the systems conform to the specifications provided and are compatible to the central systems used on Fort Benning, you can install any brand you want. If you are capable of visiting Fort Benning, we will allow you to visit other buildings to determine which brand to bid. There are several HVAC control systems that are compatible with Fort Benning’s central controller system. Johnsons Controls, Trane, and Invensys are the most common HVAC control systems installed. The Government will have the electrical designer supply the common fire alarm control brands.
