About this file
This is a Questions and Answers document for an Architect and Engineering (A-E) Services Indefinite Delivery Indefinite Quantity (IDIQ) contract issued by the Mission and Installation Contracting Command – West Point under the Directorate of Public Works (DPW).
The document addresses five key clarifications regarding proposal submission and evaluation requirements. Firms may team with other organizations on this solicitation, though only the Prime Offeror submitting the SF 330 must qualify as a Small Business concern under the applicable NAICS code and size standard; subconsultants are not required to be small businesses. Task orders issued under the contract may vary in scope, size, and complexity, and firms should submit project examples demonstrating relevant A-E services experience similar to the project types described in the synopsis, without a specific dollar range provided. Project experience submitted in Section F must clearly identify whether the firm performed as Prime contractor or subcontractor, with the Government evaluating all submitted experience according to the synopsis evaluation criteria. For the volume of prior Department of War work, firms should provide information relevant to projects and work performed within the past five years. The incumbent contracts for this West Point A-E IDIQ are identified as contracts W911SD21D0003-0008.

1. We’re reaching out to inquire if it is acceptable to team with other firms on this solicitation and that they do not also have to be an SBE to be a subconsultant to the Prime (who has the SBE).
It is acceptable for Firms to team with other Firms under this requirement. The Firm submitting the SF 330 as the Prime Offeror must qualify as a Small Business concern under the applicable NAICS code and size standard.
2. The request states “Projects submitted should be similar in scope, size, and complexity…” Is there an estimated range for dollar amount / size / complexity for task order awards under this contract?
Task orders issued under this contract may vary in scope, size, and complexity.
Firms should submit project examples that demonstrate relevant experience performing Architect-Engineer services similar to the types of projects described in the synopsis.
3. Can a subcontractor’s project (where the subcontractor performed as prime) be included in Section F and, if so, will it be given equal evaluation weighting to a prime project?
Project experience submitted in Section F should clearly identify the role of the Firm, including whether the work was performed as the Prime contractor or as a subcontractor. The Government will evaluate submitted experience in accordance with the evaluation criteria identified in the synopsis.
