About this file
This is a Questions and Answers document addressing technical specifications and requirements for a Structural Load Frame procurement solicitation (W911SD26QA108) issued by the United States Military Academy at Fort Eustis.
The document clarifies critical fabrication and installation specifications for the steel load frame to be erected in Goethals Hall. Key technical details include: a 1/32-inch dimensional tolerance requirement applying to the entire structure with particular emphasis on connection points (hole sizes and locations) to prevent eccentric loading during testing; anchoring to the existing strong floor via two 1.5-inch diameter threaded rods per column, with mounts already embedded and provided by USMA; alignment of 1-5/8-inch diameter holes in base and floor brace plates with existing floor mounting points; acceptance of ASTM A325 high-strength structural bolts with nuts, washers, and direct tension indicating washers for 7/8-inch connections; and a zinc-based painted finish meeting AISC Class B surface requirements for slip critical connections, with bare steel as an acceptable alternative if cost becomes prohibitive. Contractors must submit a signed and priced solicitation, AISC certification documentation, and a detailed Tolerance Capability Statement explaining their machining and QA/QC processes for achieving the strict dimensional tolerances. All submissions are directed to shawn.m.valastro.civ@army.mil with the solicitation number as the subject line.

1. You call out 1/32 tolerance. Can you specify where this applies at, is it the entire structures, or just certain areas, i.e. maybe some of the holes spacing. Controlling how much parts will shrink/move around during the welding process is where this may be more challenging.
0. Preference for tolerance is that it is for the entire structure, but most importantly it is for any connections – ie hole size and location, but for the welded plates to the beams and columns the tolerance is also important because we want these connections to be as centered as possible. Off centered connections can lead to eccentric loadings, which are not ideal for are testing requirements.
1. How is the load frame intended to anchor to the existing strong floor? Please provide any available details for the strong floor connection, including the type of existing anchorage, bolt or threaded rod size, grade, thread, spacing, and whether the anchorage hardware is Government furnished or Contractor furnished.
1. The load frame will be mounted to the floor using two 1.5-inch diameter threaded rods on each column. These threaded rods will be provided by USMA, and the mounts are already embedded in the floor.
1. Are the 1-5/8" diameter holes shown in the column base plates and floor brace plates intended to align with existing anchorage locations in the strong floor?
2. Yes, the base plates are intended to be aligned with the existing mounting points in the floor.
1. The solicitation calls for 7/8" high-strength structural bolts with nuts, washers, and direct tension indicating washers. Please confirm whether ASTM A325 bolts are acceptable for these connections.
3. ASTM A325 bolts are acceptable.
1. Please confirm the required finish for all fabricated steel members. Are the members to be delivered bare, shop primed, or painted? If painted, please provide the required coating system, surface preparation, color, and field touch-up requirements?
4. a zinc-based painted surfaces on all members. The paint must meet AISC Class B surface requirements for slip critical connections. If cost becomes an issue bare steel will work.
