About this file
This is a Statement of Work and Specifications document for the procurement and installation of a Structural Load Frame at the United States Military Academy in Goethals Hall, High Bay GH-102. The contractor must fabricate, deliver, rig, and erect one customizable steel structural load frame consisting of two W14x132 steel columns (20 ft long each), one W27x178 beam (6 ft-7.75 in long), six steel HSS4x4x1/4 braces of varying lengths, five connection plate designs (3/8 inch thick), four welded stiffeners, and high-strength structural bolts with 15% additional fasteners. All steel members must be fabricated offsite according to provided design drawings with a strict tolerance of 1/32 inch and delivered through an 11-ft wide overhead door. The contractor is responsible for all aspects of installation including delivery, rigging using available on-site 10-ton cranes (with government-provided operator), labor for erection, and debris removal. The frame will be a two-column moment frame with welded and bolted connections, using slip-critical fastening methods. All work must be completed between July 1, 2026 and August 31, 2027. Responses should be submitted to shawn.m.valastro.civ@army.mil with the subject line W911SD26QA108, and must include a signed and priced solicitation, AISC certification for the prime contractor or subcontractor, and a detailed Tolerance Capability Statement describing machining and QA/QC processes to achieve the required dimensional tolerances.
