About this file

This is a Performance Work Statement (PWS) for portable toilets and hand-washing stations support at the United States Military Academy (USMA) in West Point, NY. The contract is structured as an indefinite-delivery, indefinite-quantity Blanket Purchase Agreement (BPA) running from January 26, 2026, through January 25, 2031. The Contractor must furnish, install, service, relocate, and remove portable toilets, ADA-compliant portable toilets, and hand-washing stations per task orders, with peak demand potentially reaching 100 units during Cadet Summer Training. Services are ordered via task orders or Government Purchase Card (GPC) orders for various locations at West Point, associated cadet events, and within a 15-mile radius.

The Contractor is responsible for delivery and setup within COR-supplied schedules, routine and emergency servicing, relocation upon request, and unit removal within one week of task order completion. Routine servicing includes cleaning, waste tank emptying, sanitizing, and restocking consumables (water, chemicals, toilet paper, soap, sanitizer, paper towels), with all consumables provided at the Contractor's expense. Emergency service requests must be acknowledged and addressed within 24 hours, including weekends and Federal holidays. Units must be replaced within 24 hours if unsanitary, unsafe, or damaged. The Contractor may maintain up to 25 clean portable/ADA toilets, 10 hand-washing stations, and 10 portable hand-washing stations on USMA property; all additional units must be stored off-site. Performance standards require 100 percent on-time delivery and removal, 95 percent compliance for service logs and unique unit identification, 95 percent defect-free timely servicing, and emergency response on-site within 4–8 hours. Non-compliance with removal requirements results in Contractor Discrepancy Reports, potential invoice deductions, and negative CPAR ratings. The Contractor must provide a Quality Control Plan within 10 days of award, submit monthly reports by the 10th of each month, designate a Program Manager and Alternate, and comply with USMA security requirements including background checks, CAC/AIE badges, and Force Protection Conditions directives. Normal work hours are 7:30 AM–4:30 PM Monday–Friday with weekend and holiday support at the same hours.
