Award will be made to a single offeror based on a best value determination using two evaluation factors: sample acceptability and price. Samples receive ratings of Acceptable or Unacceptable based on compliance with detailed specifications including material (100% nylon supplex shell with 100% polyester or nylon mesh liner), design (black boxer style with white liner, five-inch inseam, 6.5-inch pockets), construction quality, and performance standards. The requirement encompasses 1,000 trunks per option period across five sizes (Small through XX-Large). Basic sizing specifications are provided with tolerances, and all products require permanent care labels and Code 3 of 9 format barcode labels. Contact information for submission is Dennis Cook at dennis.j.cook8.civ@army.mil and Leslie Duron at leslie.a.duron.civ@army.mil.
