About this file
This is a Request for Quote (RFQ) for cadet swim trunks issued by the U.S. Military Academy at West Point. The solicitation number is W911SD26QA020, with an offer due date of February 11, 2026, by 12:00 PM Eastern Time. The government intends to award one firm fixed-price contract to supply 1,000 men's swim trunks per option period across a base year and four option years (January 26, 2026 through January 25, 2031). Required delivery dates range from January 25, 2027 through April 15, 2030, with all deliveries to the U.S. Military Academy SSA Warehouse at Building 917 in West Point, New York. The contractor must pay transportation costs under FOB Destination terms.
The swim trunks must be manufactured in the United States and meet specific requirements: 100% nylon supplex shell with 100% polyester or nylon mesh liner, all-black shell with white liner, boxer style with internal drawstring, 5-inch inseam, covered elastic waistband, and side pockets positioned 2.75 inches from the waistband with 6.5-inch openings. Sizing requirements span from Small to XX-Large, with quantities of 250 Small, 400 Medium, 200 Large, 100 X-Large, and 50 XX-Large per period. All samples must include barcode labels in Three of Nine format affixed to individual packages. The evaluation criteria consist of two factors: technical acceptability of the sample submission (which must not exceed one major defect or two minor defects) and price, with award made to the lowest-priced technically acceptable offer. Offerors must submit one sample swim trunk by the solicitation closing date with their proposal. The government has designated this a Women-Owned Small Business (WOSB) set-aside under the Economically Disadvantaged Women-Owned Small Business (EDWOSB) program.

a. Basis for Contract Award. This is a best value source selection conducted in accordance with Federal Acquisition Regulation (FAR) 13, Simplified Acquisition Procedures, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Army Federal Acquisition Regulation Supplement (AFARS). The test program authorized under FAR Subpart

Therefore, the offeror's initial quote should contain the offeror's best terms from a price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.
c. Evaluation Criteria. Product samples. ONE (1) MEN'S SWIM TRUNKS is required at or prior to the time specified for receipt of offers (see 52.212-1 Addendum).
