About this file
This Standard Form 30 amendment addresses a solicitation for Black Wool Melton Fabric (Solicitation Number W911SD-25-R-A018) issued by the Department of the Army. The amendment provides responses to industry questions and clarifies key procurement details. The fabric requirements include Type II Melton wool, composed of 90% reprocessed wool and 10% nylon, weighing 18-20.5 ounces per square yard, with a width of 58-60 inches excluding selvage.
Critical details include strict Berry Amendment compliance mandating 100% domestic manufacturing, with no flexibility on production origins. The procurement involves a one-time order of 1-5 units of 4,000 yards each, with a delivery date of 31 August 2025 for the base period. Vendors must submit fabric samples meeting precise specifications, and the previous contract for similar fabric was awarded to Hyman Brickle & Son, Inc. (W911SD-19-P-0104). The government emphasizes that any submission not fully complying with specifications will be deemed non-responsive, and the quantities for each performance period must be delivered by the corresponding delivery date.

Questions:
1. Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.
The previous contract for Black Wool Melton Fabric was W911SD-19-P-0104, awarded to Hyman Brickle & Son, Inc. Please note that this information is provided for reference only and does not impact the current solicitation or its evaluation criteria.
2. Since the delivery date for all four options is listed as 31 August 2025, I just want to confirm that this will be a one-time order of somewhere between 1-5 units of4,000 yards each, rather than somewhere between 1-5 separate orders of 4,000yards each spaced out sometime in the future? If so, do you know around what date the final quantity will be determined?
As stated in the solicitation, the delivery date for the base period is 31 August 2025, with each subsequent option year also listing a delivery date of 31 August for the respective year. The quantities identified within each period of performance are expected to be delivered in full by the corresponding delivery date.
3. The specification references Type I, which is 100% wool with a weight of 10.9-11.6OPSY, and Type II, a wool/nylon blend with a weight of 18-20.5 OPSY.
Could youplease clarify which cloth type is being requested in the attached Sources Sought notice, or which type you anticipate soliciting in the future?
Basic Material , Melton, Wool, Type II, weighing 18-20.5 OPSY ( ounces per square yard) Composed of 90% reprocessed wool and 10% nylon (+/-3.0%,58-60" wide excluding selvage.

4. Berry Amendment Compliance and Domestic Manufacturing
Our vendor has informed us that, as of now, there is no mill in the U.S. currently able to manufacture 100% of this fabric domestically to spec and within the solicitation's timeline. They are asking if there is any flexibility or leniency on full Berry compliance--particularly if some components or stages of production (e.g., weaving or finishing) occur outside the U.S., though the distribution and vendor are U.S.
-based.
Please be advised that there is no flexibility regarding full Berry Amendment compliance for this procurement. In accordance with 252.225-7012, the acquisition of textile and clothing materials, including wool fabric, must be wholly of domestic origin and manufactured in the United States.
Offerors must ensure that all materials and processing, from fiber through finished product, meet full Berry Compliance. Any submission that does not fully comply will be deemed non-responsive.
5. Sample Submission - Fabric Composition
The vendor currently has available an 85%wool / 15% nylon swatch that can be submitted immediately for evaluation. They've noted that a fully compliant 90% wool / 10% nylon sample would take approximately 8 weeks to manufacture and deliver. We would like to confirm if the 85/15 sample may be submitted with the proposal, while the 90/10 sample is produced if needed.
All Offerors shall submit their sample in accordance with the instructions outlined in the solicitation and The Government will evaluate the submitted sample against the the associated Purchase Description.
characteristics specified therein to determine compliance. Failure to submit a sample that meets the solicitation requirements will be rated as unacceptable
6. Production Timeline
To fulfill the full 4,000-yard requirement, the vendor has estimated a 12-month production timeline from the date of award. This is primarily due to raw material lead times and mill capacity.
Would the government be open to a staggered or extended delivery schedule to accommodate this production lead time?
The quantities identified within each period of performance are expected to be delivered in full by the corresponding delivery date.
