1. Can the Government provide a master map showing how all the individual area maps in the bid package fit together to illustrate the overall layout of the full site?
I'm working with GIS to obtain a map of the entire installation, should have that later in the week. (map updated and included as an attachment).
2. It was mentioned that the semi-improved areas are typically mowed three times annually, with one mowing occurring mid-summer during dry conditions. With a contract start date of August 1st, can the Government confirm whether the mid-summer mow will be completed prior to the start of the new contract?
The government will confirm all areas to include Improved and Semi-Improved will be mowed by August 1 by the previous contract.
3. In the event the incumbent contractor begins but does not complete mowing activities prior to contract turnover, will the incoming contractor be compensated for any unfinished work that is required to be completed?

4. Section 5.2.7 references "special services as necessary due to unforeseen circumstances." Can the Government clarify:
a) Whether such services will be handled under a Time & Materials (T&M) arrangement?
b) How frequently these services have been requested in prior years?
c) Whether these services are expected solely during the landscaping season or year-round?
This line item is part of our standardized PWS that we are mandated to use. All this entails would be a modification of the schedule due to an event. Mean we would skip an area due to an event or start earlier or something along those lines.

c) This pertains to just On-Post grass cutting during the growing season
5. The majority of the hand trimming hills/mountain sides were very steep. Do we need repelling gear to safely stay on and work on these areas?
To ensure safety, we will not put personnel in harm's way to trim grass, and no rappelling gear is required. While GIS maps may mark these areas, the locations to be trimmed are steep but walkable.
6. Are the safety harnesses mandatory or discretionary?
No not mandatory.
7. Do you require safety gas cans, the metal fire department approved, on West Point? Or can plastic Either or metal or plastic are approved. Just ensure they don't leak and are secure during travels.

8. Line item 0015 and the corresponding line items for the option years labeled "ADDITIONAL ACRES
AS NEEDED."
Could you please confirm that the quantity indicated for these line items is 3,028 acres?
"Additional Acres as Needed "is there in case we need the contractor to mow an area that is not in the contract. This has never been used in my 10 years of managing this contract.
9. During the site visit, we were informed by the Director of Maintenance that a mowing schedule is issued to the selected contractor, including dates, times, mowing areas, and frequency. For proposal preparation purposes, can you please provide us with a copy of the most recent full-year mowing schedule?
The mowing schedule is informal and not fixed by the Contracting Officer's Representative (COR). The goal is to mow the entire 92-acre contract area within one week. Weather or unforeseen circumstances may require schedule adjustments. Instructions are verbal, with the COR providing guidance such as, "Start at the Visitor Center, prioritize parking areas, then proceed to Thayer Gate, targeting SII," or "An event is scheduled at Ike Hall on Thursday morning, so mow that area first." The COR will not have the contractor bouncing all over the place and will help guide the contractor to be the most efficient as possible. During drought conditions, the Government may suspend mowing and redirect the contractor to focus on semi-improved areas.
10. Do to the fact that the 8-9 employees would be seasonal would they be eligible under the WD 2015- 4159 Revision 29 for their vacation days during the first season?
Contractors are responsible for ensuring compliance with the Service Contract Labor Standards (SCLS) and the applicable wage determination incorporated into the solicitation/award document. Contractors should review the applicable wage determination and consult DOL guidance to determine how vacation benefits apply to seasonal employees under their specific employment structure.
11. Can the Government provide the contract number(s), period(s) of performance, and award amount(s) for previous or current grounds maintenance contracts at West Point?
W911SD-20-P-0115, base plus four (4) option years.
