STATEMENT OF WORK

USMA West Point Shuttle On-Demand Transit APP

PWS

A. Description of Services and Background: This procurement is to engage an APP platform to allow for on-demand shuttle App. and stop-to-stop shuttle bus services provided as Go-Transit Shuttle at USMA WEST POINT, NY. The contract request is initially for a Base plus four option years. Services will be on-going until technology creates obsolescence.

There is currently no way to tell the accurate number of passengers entering or exiting the current shuttle bus service. And we have no way to track and navigate the current shuttle buses on route.

The new App will assist the Shuttle Driver and dispatch to direct routing for a more rider focused experience. This change increases the potential for flexible pick-up/drop-off times, increase ridership, provide fuel savings and decrease emissions for our Shuttle Services. There shall be no additional charge to the user to download the App.

B. Scope: The contractor shall provide an on-site USMA West Point specific ridership/rideshare App platform which mirrors current on-demand vehicle access apps. The App shall provide web-based availability, server/cloud hosting, software licensing, driver, dispatch, and administrative platforms, any necessary hardware, data plan and on-going training to meet the objectives of this Performance Work Statement.

C. General Requirements: The Shuttle On-Demand Transit App requirements are to include Android, iOS capabilities and web-based availability for usage with riders, drivers, dispatch, and administrators. The contractor shall include data and cloud hosting to meet or exceed the size of usage. Current need is to track/engage six (6) shuttle busses.

1. The contractor shall provide and install any necessary proprietary hardware with the most current options that may be required in either Android or Apple iOS system to allow tracking, dispatch and administrative functions.

2. The contractor shall provide appropriate functional platform design and setup to include Single Sign On (SSO) integration.

3. The contractor shall include size and speed appropriate server hosting and licensing support to manage USMA West Point ridership to fully function within vicinity of usage.

a. Contractor shall provide a data plan in the subscription, mobile app (Android and iOS accesses), standard PC web-based access, and administrative platforms.

b. The application shall be downloadable from the Apple App Store, Google Play Store and any alternate comparable download services at no cost to the user.

c. The app shall be WCAG compliant for accessibility.

4. Comprehensive support shall be provided during platform design and setup.

a. There shall be a 90-day period from NTP to FOC.

b. Ongoing training will be provided through the life of the contract.

5. Mobile and GPS availability shall be included in the contracted services.

6. The contractor shall provide a mobile rider application designed to function in specific geography within USMA West Point, compatible with both iOS and Android smart phones and a PC web-based portal to allow for pick-up/drop-off request when a smartphone is not available. The application shall offer point to point shuttle requests, accessibility designation/accommodations request, push notifications for requested pick-up information, status alerts, pre-request estimated drop-off window times, post-request live pickup arrival time estimate, and post-request display of assigned vehicle location after scheduled stops.

a. Rider Notifications: The contractor shall provide an option for the individual rider customer to set up an account through a mobile application with the customer’s name, phone number, and email.

If the customer does not have an account, the customer enters the name and phone number, and is given the option to receive text messages. The customer can enter pickup and drop-off location numbers, and request time for pickup.

b. Driver Notifications: Driver functions/notifications shall include vehicle status management

(start/stop receiving rides), turn by turn navigation and map interface, rider management (pick-up, drop-off, edit rider information), and walk -up rider options. The On Demand application shall offer alerts and voice enunciation and audio alerts tied to service triggers (destination change, cancellation, waiting for new ride assignment, origin and destination of the ride request, pickup time and date, and ride status).

c. Dispatch Notifications: The dispatcher on–site will have access to view rides by category (in progress, needs attention, upcoming, complete), display (toggle) service regions on a map, display active vehicles and rides on a map, manage vehicle pause and status. Dispatch options to include Auto-assign or Scheduler dispatch.

d. Administrative Notifications: Contractor shall provide the App options to create new services which includes service schedule restrictions and regulations, assign/unassign vehicles to a specific service, future ride scheduling, recurring ride scheduling, ability to restrict list of riders and SSO users, and the ability to require dispatch approval for ride requests. Service exceptions notification capabilities shall include alerting the customer when service is unavailable. Administrative functions shall mirror current social media for information dissemination (weather delays, etc).

e. Reporting Options: Contractor App shall provide reporting options that are viewable within the administrative dashboard with chart and graphical depiction. Reports will be able to display/print rides by status, by source, by hour, by duration, wait time, total passengers, vehicle mileage, total mileage, operator metrics with tables depicting information about active time, rides served per driver shift, itemized rides per driver shift, performance metrics, and origins and destinations in graphical depiction.

f. Development: Development assistance shall include service design, program management, application developers for service design, configuration of technology, launch of service, continued monitoring and post-launch modifications and configurations as necessary to ensure service meets on-demand micro-transit objectives of USMA West Point. Development to implementation should not exceed 90 days.

ADDENDUM TO 52.212-2 EVALUATIO

ADDENDUM to FAR 52.212-2 EVALUATION--COMMERCIAL ITEMS

Provisions that are incorporated by reference (by Citation Number, Title, and Date), have the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available.

The following provisions are incorporated into 52.212-2 as an addendum to this solicitation:

Evaluation Factors for Award

(a) Basis for Contract Award. This is a Lowest Price Technically Acceptable source selection conducted in accordance with Federal Acquisition Regulation (FAR) 13.106-2, Evaluation of quotations or offers, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Army Federal Acquisition Regulation Supplement (AFARS). The Government will select the best overall quote, based upon an integrated assessment of Experience, Past Performance, and Price Factors. Contract may be awarded to the contractor who is deemed responsible in accordance with the FAR, as supplemented, whose quote conforms to the solicitation’s requirements (to include all stated terms, conditions, representations, certifications, and all other information required by 52.212-2 of this solicitation and is judged by an overall assessment of the evaluation factors to represent the most advantageous to the Government. As part of making the assessment, an evaluation will be performed determining whether or not quote exceeds the minimum requirements at an associated price provides the Lowest Price Technically Acceptable to the Government.

(b) Award for All of the Work. The Government intends to award one (1) contract as a result of this solicitation. Quotes received for less than the stated number of items listed in the Price Schedule will be considered ineligible for award. As set forth in FAR 52.212-1 (g), the Government intends to evaluate quotes and award a contract without discussions with contractors. Therefore, the contractor’s initial quote should contain the contractor’s best terms from a price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.

(c) Evaluation Criteria. Evaluation criteria consist of factors. The quotes will be evaluated under two

(2) evaluation factors: Technical and Price.

Factor 1 - Technical. The Technical Factor will receive one of the ratings defined below.

In order to receive an acceptable rating, the technical factor submissions must demonstrate the technical specifications in same or similar magnitude and complexity outlined in the solicitation.

Factor 2 – Price. Price will not be scored or rated. Evaluation of price will be performed using one or more of the price analysis techniques in FAR 13.106-3(a). Through these techniques the Government will determine whether prices are reasonable.

Options. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

52.201-1 ACQUISITION 360: VOLUNTARY SURVEY (SEP 2023)

(a) All actual and potential offerors are encouraged to provide feedback on the preaward and debriefing processes, as applicable. Feedback may be provided to agencies up to 45 days after award. The feedback is anonymous, unless the participant self-identifies in the survey. Actual and potential offerors can participate in the survey by selecting the following link: https://www.acquisition.gov/360.

(b) The Contracting Officer will not review the information provided until after contract award and will not consider it in the award decision. The survey is voluntary and does not convey any protections, rights, or grounds for protest.

It creates a way for actual and potential offerors to provide the Government constructive feedback about the preaward and debriefing processes, as applicable, used for a specific acquisition.

52.204-3 TAXPAYER IDENTIFICATION (OCT 1998)

(a) Definitions.

Common parent, as used in this provision, means that corporate entity that owns or controls an affiliated group of corporations that files its Federal income tax returns on a consolidated basis, and of which the offeror is a member.

Taxpayer Identification Number (TIN), as used in this provision, means the number required by the Internal Revenue Service (IRS) to be used by the offeror in reporting income tax and other returns. The TIN may be either a Social Security Number or an Employer Identification Number.

(b) All offerors must submit the information required in paragraphs (d) through (f) of this provision to comply with debt collection requirements of 31 U.S.C. 7701(c) and 3325(d), reporting requirements of 26 U.S.C. 6041, 6041A, and 6050M, and implementing regulations issued by the IRS. If the resulting contract is subject to the payment reporting requirements described in Federal Acquisition Regulation (FAR) 4.904, the failure or refusal by the offeror to furnish the information may result in a 31 percent reduction of payments otherwise due under the contract.

(c) The TIN may be used by the Government to collect and report on any delinquent amounts arising out of the offeror's relationship with the Government (31 U.S.C. 7701(c)(3)). If the resulting contract is subject to the payment reporting requirements described in FAR 4.904, the TIN provided hereunder may be matched with IRS records to verify the accuracy of the offeror's TIN.

52.204-7 SYSTEM FOR AWARD MANAGEMENT (OCT 2018)

(a) Definitions. As used in this provision--

Electronic Funds Transfer (EFT) indicator means a four-character suffix to the unique entity identifier. The suffix is assigned at the discretion of the commercial, nonprofit, or Government entity to establish additional System for Award Management records for identifying alternative EFT accounts (see subpart 32.11) for the same entity.

Registered in the System for Award Management (SAM) means that--

(1) The Offeror has entered all mandatory information, including the unique entity identifier and the EFT indicator, if applicable, the Commercial and Government Entity (CAGE) code, as well as data required by the Federal Funding Accountability and Transparency Act of 2006 (see subpart 4.14) into SAM;

(2) The offeror has completed the Core, Assertions, and Representations and Certifications, and Points of Contact sections of the registration in SAM;

(3) The Government has validated all mandatory data fields, to include validation of the Taxpayer Identification Number (TIN) with the Internal Revenue Service (IRS). The offeror will be required to provide consent for TIN validation to the Government as a part of the SAM registration process; and

(4) The Government has marked the record ``Active''.

Unique entity identifier means a number or other identifier used to identify a specific commercial, nonprofit, or Government entity. See www.sam.gov for the designated entity for establishing unique entity identifiers.

(b)(1) An Offeror is required to be registered in SAM when submitting an offer or quotation, and shall continue to be registered until time of award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.

(2) The Offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation ``Unique Entity Identifier'' followed by the unique entity identifier that identifies the Offeror's name and address exactly as stated in the offer.
