About this file
This solicitation seeks proposals for temporary soldier billeting, housing, latrines and associated services at West Point, New York from May 5, 2022 through August 30, 2022. The Mission and Installation Contracting Command at West Point will award a contract to provide temporary tents for soldier billeting on the parade field with HVAC systems, shower and latrine trailers with plumbing and servicing, and generators with fuel. The solicitation closes on April 26, 2022 and the selected contractor must have the EST tent installed by that same date. The requirement is fully set aside for small businesses under NAICS code 532490 with a size standard of $32.5 million. Offerors must be registered as a small business in SAM.gov. Attendance at the mandatory site visit is required for consideration unless the offeror attended a site visit within the last year. Questions from potential offerors were answered to clarify requirements for gravel, shower facilities, generator fueling, and waste service responsibilities.

SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
RFI
1. Section 3.3.1 states that “Contractor must restore and repair the ground/field back to its original condition upon removal of tents”. If contractor were to add gravel to improve the Camp Buckner site, can that gravel be left in place after at the end of the contract or would the expectation remain that contractor will remove at end of performance?
Contractor can add gravel to improve the site and the gravel can be left in place at the end of the contract.
2. Can the Government provide an expected showerhead/stall/sink count for the contract or provide the expected ratio of showerhead/stall/sink to soldiers?
Ratio should be 10 to 1
3. Is the contractor expected to fuel the generator at the EST site or will the Government arrange for fueling?
Dialogue at site visit alluded to Government fueling; however, Section 3.3.2 states “Contractor shall provide power to EST Tent through generators, provide (propane and diesel) fuel for generators . . . “.
Contractor should provide the fuel.
4. The solicitation states that the EST tent needs to be in place by APR 26; however, the bid closes that same day. Should the contractor simply provide a timeline for EST placement with their bid and/or should the contractor take a formal exception to the APR 26 date.
Yes contractor should provide a timeline for EST placement with their bid.
5. 3.3.1 mentions that “HVACs should be provided for each tent on the parade field”; however, Section 4.2.1 mentions that fans are to be provided and there is no mention of HVACs. Can Government clarify that only fans are needed for the billeting tents on the parade field.
We need HVACs instead of fans.
6. Section 3.1 indicates that Government will provide propane for hot water for the showers “if on-site utilities are not installed by 01 MAY 2022”. While electrical appears to be in place, there does not appear to be
W911SD22R0098
available propane/gas at site. Will the Government provide propane for the showers or is that to be provided by the contractor?
Propane should be provided by the contractor.
7. Section 3.3.1 stipulates that “latrine waste must be serviced and dumped by contractor regardless of utility installation completion”. Should contractor include the price of this service along with the Sink/Toilet Trailers in CLIN 0003 since it is an essential and not optional service? If contractor includes that rate in CLIN 0006, it will be difficult to distinguish which portion for CLIN unit cost is for fresh, grey, or black water services ? particularly since some water utility services appear to be completed.
Aside of including CLIN 0003 into CLIN 0006 pricing contractor should itemize out the prices based on fresh, grey, or black water services. The government understands that the costs will reflect differently based on fresh, grey, or black water services and based on what's already provided
