1. The Fabric Substitute provided for the production samples could be sent before February 23rd?

A: Product samples will be shipped out as soon as potential vendor provides a PDF shipping label.

Usually within 24hrs- vendor has until the 23 of Feb to request said sample packet. The earlier vendor request the sooner you get sample.

2. If the Fabric Substitute cannot be sent before February 23rd, could there be an extension of the due date of March 16th to deliver the production samples?

A: See questions 1 response- no extension needed if vendor requests correctly in a timely fashion

3. Could we make the payment of the fabric substitute package via Electronic Funds Transfer (EFT)?

A: Check made out to US treasury as stated in 52.212-1 solicitation

4. The actual fabric to produce the shirts for this solicitation, will be available by the awarded date?

A: Vendor must procure actual fabric from Burlington as stated in 52.212-1 solicitation

5. If the actual fabric to produce the shirts will be provided by the government agency, could you confirm the price per yard of fabric and the availability of the fabric for the first task order?

A: See question 4 response and 52.212-1 of solicitation.

6. Is there any change in quantity for the first task order, and if so is it above or below the previously estimated amount of 9,612 units?

A: Estimated qty is 9612

7. Is there any change on due dates for the first task order?

A: Delivery date for 1st task order 08/30/21 – 1st task order will be cut shortly after award Correction: Delivery date for 1st task order will be negotiate once contract has been awarded.

8. In case that there is some limitation to acquire the fabric to produce the shirts, could we get extended the due date for the short and long sleeves shirts of the first task order?

A: Burlington has a contract for West Point’s fabric style number 0946 075 US 02506 02A- winning vendor will not have an issue with fabric. delivery date for 1st task order 08/30/21 – 1st task order will be cut shortly after award .

Correction: West Point does NOT have a contract with Burlington for the fabric- Burlington is the only known source for fabric. Delivery date for 1st task order will be negotiate once contract has been awarded.

1. PD11-06A and PD11-06C – both styles have R and L sizes. Presumably this is Regular and Long. However, the body length of both versions is the same. No grade. Is this correct and which one to be used for the PDM.

A: Size scale for this PD is true, and there no actual length grade. However it does grow in length with each size growth. We are using the PD11-06C.

1. The Sample shirt that was received, do not have a Fusible interlining. The PD document list Fusible interlining MIL-C-44296. Should we use the PD information for the material or follow the sample?

A: Follow the PD.

1. the Womens’ ID/Care label in GL-PD 11-07? In the specification the ID/Care label is Class 15 (3.6.2) which is accompanied by a Class 2 Size label (3.6.1). By MIL-DTL-32075 definition, a Class 15 does not have an NSN, and having an NSN significantly adds to the cost of the labels and the cost of the labor because each ID/Care label has to be matched up with the corresponding Size label. Can you check and see if they want the NSN on the Class 15 as well as on the Class 2 (where it is already required per MIL-DTL-32075)?”

A: Please refer to Deviation for Label.
