West Point Job Order Contract
Questions and Answers
The following are questions and answers for the subject IFB
Number Date Question Answer
1. 22 Aug 2018 Can we bid this project as a Joint Venture? Approval from the SBA will be obtained before the award.
The SBA must approve a joint venture agreement prior to the award of an 8(a) contract on behalf of the joint venture. A company may submit a joint venture agreement to SBA for approval at any time, whether or not in connection with a specific 8(a) procurement. It would be helpful if the 8(a) let their SBA Business Opportunity Specialist know the requirement is a competitive 8(a).
2. 22 Aug 2018 On the bid schedule, option years 2 and 3 are not being added in the total evaluated price. Please clarify.
Attachment 1 – Bid Schedule formulas have been corrected. Formulas should be accurate with Amendment No. 1.
3. 22 Aug 2018 Cell O-15 is highlighted yellow for Offeror to complete. What should be inserted in this cell?
The cost of the RS Means Book + Software has already been accounted for in the total evaluated price. Please clarify.
Cell O-15 has been changed to no color.
Formulas should be accurate with Amendment No. 1.
4. 22 Aug 2018 On the bid schedule, under the RS Means Book + Software + Training – Is this line item only for the contractor personnel training or does it include the

government project managers.
Please clarify.
5. 31 August 2018 Paragraph C.2.2.10 states, “Labor Cost is computed using a thirty city ‘National Average’ of union wage rates. Material costs shall include the cost index allocated for Suffern, N.Y.
(Location factor).” Please confirm that the Material Location Factor for Suffern is to be applied to material costs, while no Location Factor will be applied to labor and equipment costs.
Correct.
6. 31 August 2018 Page 71 states, “No separate economic price adjustment clause will be used under this contract.” However, an economic adjustment clause is included on page 61. Please clarify if the economic adjustment clause on page 61 will apply to this contract. If the economic adjustment does apply, how will the option year coefficients provided on the bid schedule be used?
Clause 5152.237-9000 has been deleted per Amendment No. 1.
Coefficient prices are to include anticipated price increases.
7. 31 August 2018 On the Bid Schedule, the formula for Total Evaluated Price does not appear to include the Ordering Period Evaluated Price for Option Years 2 or 3.
Additionally, it appears to include the product of a blank cell and the Base Year Standard Hours coefficient. Please confirm that this cell should be the total of the Ordering Period Evaluated Prices for the base year and all four option years.
Bid Schedule formulas have been corrected.
Revised Bid Schedule will be posted with Amendment No. 1. See Question 2. Above.
8. 31 August 2018 On the Bid Schedule, Note 1 states the Offeror is required to complete all yellow cells. Cell 015 is yellow but unlabeled.
This has been corrected.
Revised Bid Schedule will be posted with Amendment No. 1.
What information is the Offeror to provide in 015?
9. 31 August 2018 On the Bid Schedule, the Offeror is to provide an annual price for RSMeans books, software, and training.

Book + Software + Training only. All other pricing to be included in the coefficients.
31 August 2018 b. Should this cost be included in the coefficients, or will it be reimbursed separately?

31 August 2018 c. Please clarify the Government’s training requirements. Is the training for the estimating software?
Approximately how many people will attend? Will the training be one-time or annual?
Will the Offeror be responsible for securing a location for the training?
Training is for estimating software. Initially it will be one time with option for annual training.
Training will be in a Government facility.
31 August 2018 d. Note 7 indicates the Offeror is to provide one hardcopy of the RSMeans price book to the Government. How many licenses of estimating software is the offeror to provide to the Government?

Emergency Response has been deleted per Amendment No. 1.
12. 06 September
Please confirm that references to personnel “on-site” refers to the campus where work is being performed and not specifically the location of every individual task order that may be awarded under the program. While it is anticipated, and our experience, under the JOC program that each site will have daily and proper oversight based on each projects needs, this clarification has the potential to significantly increase (or decrease) coefficients and ultimate program costs to the Army if the general conditions must be anticipated for each and every individual project that may be awarded under this program.
On-Site refers to the campus.
