RESPONSES TO RFI
W911SD-16-B-0002 ELEVATOR REPLACEMENT BUILDING 745 WASHINGTON HALL
Questions and answers (RFI)
Questions Company #1
1. Is the project tax exempt?
No—there are no tax exempt documents available
2. Do you require the new sump pump to be an OIL MINDER SUMP?
No
3. The specifications call for Drilling of the existing pit. Can you clarify that the elevator company has made no provisions for encountering rock when re-drilling? It would be very difficult to provide a fair and accurate price for drilling into rock.
Upon investigation if re-drilling is required we will look into alternate possibilities.
4. Please clarify if a certified welder is required?
Yes welders should have proper certification to work and must follow the proper safety procedures.
5. Do you require full height barricades with a lockable door?
Yes
6. Specifications call for a 4,000Lb elevator, but all information on existing elevator shows 3,000lb's - please clarify.
Please use the existing elevator information 3,000 lbs.
7. Is the existing machine room door code compliant or does it need to be replaced with new code compliant self-closing, self-locking, fire rated door?
The existing machine room door is code compliant.
8. Do you require a new drop ceiling put in the machine room or box out piping and other items not related to the elevator?
No
9. Do you require new HVAC in the machine room to meet the ASME code for microprocessor controllers?
No new HVAC is required for the machine room but the controller components must have integrated AC.
10. Do you require any fire alarm upgrades?
No.
11. Is the existing elevator connected to the generator?
No.
12. Do you require new lighting outside of each hoistway entrance?
Need clarification. If the question concerns building lights the answer is no. We will accept another question to clarify this issue if needed.
13. Please confirm the existing hoistway sills are in good condition and do not warrant replacement.
No.
14. Do you require new mainline disconnects?
Yes.
15. Do you require new 110V emergency cab light disconnects?
Yes.
16. Do you require a new car top railing?
Yes.
17. There is an escape hatch at the top of the hoistway, do you require this to be sealed off, locked and covered up?
No.
18. Do you require new piping from the pumping unit to the hydraulic cylinder? If so, please confirm that all piping is accessible above the ceiling.
Yes. All piping are accessible.
Company # 2 questions
#1- Are original building plans available that indicate an existing steel casing is in place or not in place?
No plan available. There are no known plans available.
2#- To eliminate the expensive re-drilling possibility, can we use either standard or in-ground telescoping or hole-less jack assemblies?
Upon investigation if re-drilling is required we will look into alternate possibilities.
#3- Is the fire panel and other devices up to current code? Is fire alarm system upgrade part of this renovation?
They are up to code. No fire alarm upgrades will be required.
#4- Is parking available. Is on-site storage available?
There is no parking available in central area. Staging area to be determined. Parking issues will be coordinated with the COR, yet do not plan on parking any personal vehicles and or contractor owned vehicles in the immediate vicinity. Parking at West Point is very limited and especially with the Central Area .
#5- Re-drilling the hole, if necessary, will be very expensive and intrusive. The cost of re-drilling is not based on depth in feet, but by the number of days on site. The travel, set up, and tear down are major factors as is hazardous waste disposal, etc. Combined with the actual drilling, the expense could exceed $65k. Has this been factored into the government estimate.
Refer to #2.
#6- When do you want our crew on site?
Contract will state the start and completion dates and working hours. A pre-construction /kickoff meeting will be scheduled after award of the contract and all dates will be reviewed. Due to the delay in the solicitation closing, the completion date will be changed in the contract.
#7- Does the project have any additional work beyond what is listed in the Statement of Work outlined in the elevator section?
We don’t anticipate any additional work being done.
The questions and answers as shown above are replies to questions received. If you feel that we have missed and or omitted your question, Please contact David Ariosto and copy Rick Williams with your issue and we will resolve the issue.
