About this file

This is a Memorandum for Record justifying limited competition for a brand name procurement below the simplified acquisition threshold.

Fort McCoy's Mission and Installation Contracting Command seeks to procure two (2) Rohde & Schwarz CMA180 Radio test sets through a fixed-price contract using Operations & Maintenance, Army (OMA) funds in fiscal year 2026, with delivery required no later than August 14, 2026. The procurement is justified as a brand name buy based on technical necessity and regulatory mandate. The current test sets, Aeroflex 3920B models, are obsolete and out of production. Following coordination with other Army airfields and Federal Aviation Administration (FAA) second-level engineering, the Rohde & Schwarz CMA180 was designated as the required replacement. The CMA180 is the only brand compatible with both current and future radio systems as legacy equipment is phased out, and FAA Joint Order 6580.5C mandates use of this specific brand to comply with established testing procedures for operation within the National Airspace System. Failure to procure this model will increase long-term government costs and prevent the airfield from certifying equipment for national airspace system operations, resulting in mission failure. Market research supporting the justification was conducted in coordination with other Army airfields and FAA engineering, with a quote obtained within the last month. The justification cites RFO 12.102, RFO 6.103-1(d), and RFO 6.104 as authority and will be redacted as necessary and posted with the solicitation in accordance with RFO 5.201(c)(3) and 6.301(b)(2).

Total Estimated Value:

4. Authority: RFO 12.102, RFO 6.103-1(d) and RFO 6.104

5. Reasons for Authority Cited:

a. Radio test sets are required to certify airfield radio transmitters and receivers. The current test sets, the Aeroflex 3920B, are obsolete and out of production. Following consultations with other Army airfields and Federal Aviation Administration (FAA) second-level engineering, the Rohde & Schwarz CMA180 was designated as the required replacement to ensure continued operational support. The Rohde & Schwarz CMA180 is the only brand compatible with both current and future radio systems as legacy equipment is phased out. Failure to procure this specific model will increase long-term government costs. Furthermore, FAA Joint Order 6580.5C mandates the use of this brand to comply with established testing procedures for operation within the National Airspace System.

b. Impact if justification is not approved: The airfield will not be able to certify equipment to operate within the national airspace system resulting in mission failure.

6. Publicizing Contract Actions: Action is a brand name restriction under the simplified acquisition threshold. In accordance with RFO 5.201(c)(3) and 6.301(b)(2), this justification will be redacted as necessary and posted with the solicitation.

7. Market Research: In coordination with other Army airfields and Federal Aviation Administration (FAA) second-level engineering, the Rohde & Schwarz CMA180 was designated as the required replacement to ensure continued operational support.

Accordingly, a quote for this FAA-mandated make and model was obtained within the last month.

8. Other Facts: According to FAA orders this brand must be used to test radios to be in accordance with established testing procedures. Failure to procure the CMA-180 radio test sets will prevent the airfield from following established testing procedures, resulting in mission failure.
