About this file
This document is a Questions and Answers file for Solicitation W911SA25BA007, a concrete and rock crushing Indefinite Delivery/Indefinite Quantity (IDIQ) contract for the Department of the Army at Fort McCoy. The solicitation is a small business set-aside with a project magnitude not to exceed $5 million over five years (July 1, 2025 to June 30, 2030), covering concrete and asphalt crushing services, and potentially rock crushing.
Key details include a proposal due date of July 7, 2025, with task orders typically issued in fall or early winter. Contractors will be expected to crush and process demolition debris from various site projects, with a standard 30-day performance period per task order. The work involves crushing concrete, asphalt, and breaker rock at designated sites, with contractors responsible for handling and breaking large items to fit crushing equipment. Pricing will be required for each line item, and size specifications are flexible, focusing on safe loading and hauling of materials. The contract allows for potential variations in task order quantities based on ongoing demolition activities at Fort McCoy.

Solicitation W911SA25BA007 Questions from Vendors
1. What type of material is at the South Post Rock crushing site? I do not understand what is considered breaker rock.
The term “breaker rock” refers to the material at the South Post crushing site. The term breaker rock refers to the rock sizes that were hauled to the crushing site to serve as a source to be crushed into aggregate by military units.
1. When you ask for weight tickets, are you requesting a ticket that can be generated from the conveyor scale at the end of crushing each day?
The weights may be generated at the end of each day of crushing activity.
1. Does the item contained in one of the attachments detailing fencing and barriers apply to this solicitation?
Fencing and barriers would not be required for these task orders.
1. For this bid, are we to provide pricing for each different line item?
Yes, each line item will have the bidders’ price.
1. Is this applicable to this solicitation? Our local vendor who has provided the crushing service on this solicitation for primes for many years is unaware of a Bid Guarantee being a part of all prior solicitations. Subcontractors do not have to have the same documentations as Prime contractors
1. Assuming the Bid Guarantee is to be included, we do not see any reference to a Payment / Performance Bond in the balance of the solicitation but 52.228-1 (2) references "contractual documents and bonds (including any necessary coinsurance or reinsurance agreements), as required by the bid as accepted" which to us would imply that if awarded, bond documents and perhaps other documents in addition to the award need to be provided to Contracting. If so, what are these documents and where are they referenced in the solicitation. (2) (d) also references executed bonds but again we are not able to find any details on these bonds to be executed.
FAR clause is being added. See clause 52.228-15
1. Could you provide an estimated range, per contract year, the contractor who is awarded this contract would be expected to process in tons?
The bid schedules have estimated quantities based on visual estimates when there is material available to constitute a task order. The task orders may have estimated quantities that differ from what are on the bid schedules. This would depend on how much demolition hauling there may be during the year. There may not be consecutive task orders every option year, which is due to varying activities of demolition going on at Fort McCoy.
1. Is there more than one contract/project ongoing and/or expected to commence (Airfield replacement at Fort McCoy) in the near future that the contractor who is awarded the contact is expect to process the debris material from (ie removing and replacing any runways at Fort McCoy or expected to process concrete and asphalt related materials from the Officer Quarters complex currently under construction)?
There is always the possibility of demolished concrete from other on-going projects. Typically, we try to award the crushing task orders late in fall or early winter to give the crushing contractor the use of the crushing sites with minimal intrusion from other contractors who may be dumping debris.
1. If there is an associated project currently active and/or expected to commence during the duration of this specific solicitation, is there a firm turnaround timeframe in which the material must be processed (crushed to the sizes called out in the specs) and be available to reuse?
Typically, we give a 30 day performance period. If there is a lot of material, we can modify the task order to allow for an extended performance period.
1. If there is an associated project currently active and/or expected to commence during the duration of this specific solicitation, is there a firm size specification in the adjacent project(s) that caps the size (ie prohibits material no larger than x inches in diameter) of material they are allowed to haul off? If so, what is the size of x?
If you are referring to incoming concrete debris from other sites, no, there is not a dimensional limitation other than what can be safely loaded and hauled. Recall this contract requires that the crushing contractor perform additional handling and breaking up large items so they fit into the crushing equipment.
1. Will there be periods greater than 2 weeks (10 consecutive business days) in which work is not expected to occur? If so, is there a prohibition in removing the either the crusher plant and/or any support equipment from the site so that it may be utilized elsewhere?
The performance period would typically be around 30 days for each task order. In the past, once the task order is issued, the contractor would set up and perform the work until completed.
1. Is the estimated “Project Magnitude” of between $1,000,000 and $5,000,000, cumulative (cost not to exceed $5,000,000 in total between July 1, 2025 to June 30, 2030) or is that the Project Magnitude for each line item year? Not to exceed $5 Million over the course of 5 years
1. The preceding solicitation and award contract for this scope of work was previously awarded with HUBzone price preference. It appears the current solicitation does not include any predetermined bidding preference (such as HUBzone, Veteran Owned Business, etc.). Is that a correct understanding of the current solicitation evaluation matrix (to not include predetermined and qualified preference certifications)?
It is a Small Business Set Aside with no further restrictions.
1. What is the total cumulative number of individual companies (not total number of people but number of companies) who have attended the Site Visit and/or have submitted questions as means of demonstrating their interest? Could you provide a list of the company names and any contact information they may have also left? 1 Company attended the site visit but has since then stated they were uninterested due to being outside of their range.
1. How (what specific documents are going to be requested and are those documents going to subject to public review should they properly be requested) and when will a company’s “size” be evaluated to determine it is eligible for the Small Business set aside? Upon Review of offers received after closing date of the Solicitation.
1. Could you provide any other solicitation pertinent information that was discussed during the Site Visit but has yet to be updated to the solicitation? No
1. Is there an idea of when each year the crushing and screening is expected to occur?
Typically, we will issue a task order in the fall of the year for the concrete and asphalt crushing. For the first option year, the seed project will be the rock crushing. When the contract is awarded, there will be a notice to proceed which will be issued for that lump sum.
