About this file

This document is an amendment to a solicitation for snow removal services at a National Guard facility in Fargo, North Dakota. The amendment provides answers to vendor questions to clarify requirements. Snow removal is required for all paved areas and sidewalks around two buildings as shown in maps. Vendors must clear snow from all exits and emergency doors and maintain clear paths of access. Snow may be piled onto grass areas and vendors will be responsible for minor grass repair costs. The contract will have a base year and four option years. Pricing is set in the firm fixed price schedule by contract line item numbers for the base year and each option year. The estimated maximum number of plowing events by type is specified but additional plowing may be ordered up to 50% more than estimated.

SUMMARY OF CHANGES

SECTION SF 1449 - CONTINUATION SHEET

The following have been added by full text:

RESPONSE TO VENDOR QUESTIONS

Q1: If it snows and we aren't requested, is the snow getting cleared by another contractor or base personnel?

A1: No

Q2: Will Voodoo Drive be accessible at all times?

A2: That road is maintained by the Air National Guard. They have previously done a good job of keeping it cleared.

3Q: If Voodoo Drive is not accessible but we're summoned, what do we do if we can't physically get our equipment to the site?

3A: Call the Reserve Site Facility Coordinator prior to visit. Ask if they are currently on site and you can gain access.

4Q: There are a number of exits and/or emergency exits around the two buildings that are not indicated on the map -are we required to clear snow from them?

4A: The maps indicate all sidewalk areas, or more succinctly all paved areas to include sidewalks. Yes, all emergency exit doors should be cleared.

5Q: If we are required to clear snow from the exits, must we clear a path to and from them as well?

5A: Again, without specific examples, I can only say yes, there must be a clear path.

6Q: May we also stage snow directly to the West of the Northwest entrance/approach?

6A: Use the staging areas marked on the drawing. The site will accommodate in any way they can, but if there is so much snow and nowhere to put it, you are a professional snow removal company, and it is your responsibility to do what is necessary to include removing off site to a city authorized dumping area or other authorized site of your choosing.

7Q: Is there any minimum fee we are able to charge if it doesn't snow much and/or we never get called? Kind of a retainer sort of thing for us to be on-call.

7A: No, this is a firm fixed price contract. We may get some minor snow fall but may choose not to call because it is less than an inch or so, or the temperature is expected to be above freezing, and therefore melt it. By no means are you allowed to come plow without first being contacted by someone from Army Reserve. You will be given contact information upon contract award.

8Q: If snow is to be piled onto the grass, are we liable to fixing the grass areas at the end of the snow season? It's very likely there will be slight damage caused by plows and/or the simple act of storing snow may wound or destroy grass.

8A: Yes, as you note there may be some slight damage, so your cost to make repairs should be minimal.

9Q: Can you explain the "Snow Type and Frequency" form? We're unsure about what the "type of plow" quantities indicate, and what the "number of plows" indicate. Are those guesses for the upcoming season, historical averages, or minimums we're able to bill for?

9A: The number located by each plowing type is the maximum allowed for the entire active plowing season, or when no longer needed. By no means should exceed the number indicated for each plow type. We have a provision in the contract for more plowings if needed. One of the CLIN lines can be activated for up to 50% additional

W911SA24Q3030

funding. However, as noted previously you may never exceed the original number of plows until you are authorized to use any additional plowings. The COR must request additional funds to cover the cost of the additional plows before the plowing occurs. This is a judgement call based on the how many plows have been used and how much season is left. The COR may request less than the 50% additional funds depending on time of year and a reasonable guess as to what might be needed. Any funds remaining at the end of the season is de-obligated from the contract period and total funds are renewed the next season based on the Price Schedule.

10Q: Can you explain the CLIN price schedule? We're not sure what CLIN 0001, 1001, 2001, 3001, and 4001 are.

Maybe those correspond to winter months?

10A: CLIN 0001 indicates the base year of the contract. CLIN 1001 is for Option Year 1, CLIN 2001 is for Option Year 2, and so on. Please see Delivery Information on page 43 of the Solicitation for corresponding Periods of Performance.
