SUMMARY OF CHANGES

SECTION SF 1449 - CONTINUATION SHEET

SOLICITATION/CONTRACT FORM

The required response date/time has changed from 15-Feb-2023 10:00 AM to 28-Feb-2023 10:00 AM.

The following have been added by full text:

RESPONSE TO VENDOR QUESTIONS

Q1: It is stated in paragraph 5.7 that no herbicide is to be used on any hard surface area or landscape beds in order to remove any unwanted vegetation. If a herbicide is not used to eliminate the vegetation, the root system is left behind and foliage will grow back promptly. It is common practice within the lawncare industry to utilize a herbicide such as glysophate in areas such as rock beds and/or hard surface cracks to properly eliminate the vegetation and minimize the spread of seedlings to other areas where vegetation is unwanted.

With prior approval from COR, is it acceptable to use a herbicide such as glysophate, to eliminate unwanted vegetation?

A1: Per the PWS 5.7 “…only mechanical removal shall be used for the weeds from rocked areas (aka: “xeriscape”).”

According to DODI 4150.07 and AR 200‐1, we are required to reduce our reliance on pesticides, see documentation below and/or the attached references.

DODI 4150.7

SECTION 4: DOD Pest Management Measures of Merit:

Section 4, Table 1: IPM Goals:

Pesticide Use: The DoD will maintain or reduce total pesticide use on DoD installations to a level no greater than 425,000 pounds (average usage of the fiscal years 2007 and 2009 usage) of active ingredient per year.

AR 200‐1

Chapter 4 Environmental Asset Management 4‐3d.(10)(e) Use the most effective and environmentally sound approach for controlling invasive species, to include the use (or reduction in use) of pesticides. (PD: DODI 4150.7)

Chapter 5 Pest Management 5–1. Policy

b. Reduce the use of chemical pesticides.

5–3. Major program goals

c. Minimize the use of pesticides through appropriate surveillance methods and programs.

Q2: It is stated in paragraph 5.3.1 that branches up to 8 inches in diameter shall be pruned to a height of not less than 7 feet above grade. In viewing the property there are many trees that will meet the required statement in 5.3.1.

W911SA23Q3056

Removal of an 8‐inch limb/lead is most likely detrimental to the tree health, please clarify why ANSI arborist standards/regulations are not being enforced or followed in this solicitation?

A2: This work can be performed during the fall clean‐up when there is a reduced chance of disease (i.e., oak wilt, if applicable). Use professional discretion in determining the proper time to trim trees of various species, and which limbs need to be removed to improve tree health.

Q3: It is stated in paragraph 5.2.1.4 that any grass, brush, weeds and other vegetation growing within 5’ of both sides of fence lines is to be maintained. Upon inspection of the grounds, it is found that there are numerous volunteer trees growing with the perimeter fence line of the property that would require removal in order to meet the standards of the PWS.

Is it desired that separate pricing be submitted to ensure these trees are removed from fence lines or for this work to be submitted within the spring/fall clean up pricing?

A3: The removal of trees in the perimeter fence line is not included as a clean‐up requirement for this contract.

However, the fence line must be maintained as stated in the PWS regarding grass/weeds and maintained for new woody vegetation growth once the fence line is cleared.
