About this file
This document contains questions and answers from potential bidders for federal contract number W911SA23B2002 to repair Building 2660 at Fort McCoy, Wisconsin. Key specifications require blast resistant glazing, windows, doors, and frames per UFC 4-010-01 standards. The sewer line exits the back of the building and ties into an existing main located off site. Furnace and HVAC equipment specifications allow flexibility. The enthalpy wheel must be utilized as scheduled. Suspended acoustical ceiling tiles and fiber reinforced plastic panel manufacturers are approved for the base bid. The substantial completion date was not provided to bidders.

Questions from potential bidders for W911SA23B2002 – Repair B2660 to Support MFGI
- Spec section 08 80 00 part 2, 2.01, B 7 states Blast resistant glazing at exterior windows and doors shall be as required by UFC 4-010-01, standard 10. Spec section 08 53 00 vinyl clad double-hung window spec does NOT require UFC blast resistant nor does 08 12 00 steel frames nor 08 13 13 steel doors.
Is blast resistant glazing required in non-blast frames, doors, and windows?
Specification 08 80 00 GLAZING states UFC 4-010-01 (Minimum Anti-terrorism Standards for Buildings) applies.
Specification 08 53 00 VINYL CLAD DOUBLE-HUNG WOOD WINDOWS (contrary to the Bidders comment) states at paragraph 2.01B.1.g. that UFC 4-010-01 applies.
Specification 08 13 13 STANDARD STEEL DOORS is mute on Glazing type, so Specification 08 80 00 dictates Glazing to be used.
The Drawings at Sheet A1.4, Details 4, 5, and 6 only state “Vinyl Double Hung Window” so the Specification 08 53 00 is not contradicted and applies.
Therefore, Glazing per UFC 2-010-01, Standard 10 and Appendix B is required. The same UFC states that Doors shall use Standard 10 if said door incorporates Glazing.
Per UFC 4-010-0 paragraph B-3.1.1 “Window frames constructed from materials other than aluminum or steel should be tested in accordance with paragraph B-3.1.2 or proven by analysis to demonstrate performance equivalent to or better than the hazard rating associated with the applicable level of protection as indicated in Table B-1.”, and any submitted Window Systems will be held to this requirement.
- On Plan Page P1.1, Sheet 15, Note P6 states Replace entire sewer from building through yard to existing sewer main. My question where is the main located, will we need to go into a street? How deep is the sewer we are tying into? Per drawing the sewer is exiting the back of the building.
Answer: Please find attached two maps. One is per request for sewer line, and an additional map for other utilities.
- #1 The furnace calls for a mystery unit with 60 input and 59 output and 3 stages downflow. The specs call for a two stage up flow.
Answer: Two stage furnace shall be acceptable.
- #2 The AC schedule calls for a 16 seer ac with cased N coil and has some remarks listed, but no codes entered in the table? The specs call for an up flow two stage AC with a Cased A coil?
Answer: Cased A coil is for evaporator on indoor unit. ACCU schedule applies to outdoor unit.
- #3 For the ERV, they schedule the Greenheck wheel, but the specs say plate HX.
Answer: Utilize enthalpy wheel as scheduled.
- Section 095110, Suspended Acoustical Ceilings, 2.02 lists the specifications needed for ACT-1 and ACT-2.
USG Radar #2210 and Sheetrock Gypsum Lay-In #3260 match these specifications.
Would these USG ceiling tiles be approved for base bid?
Answer: USG Tiles would be acceptable for bid.
- Section 097813, Fiber Reinforced Plastic, 2.01.A specifies the FRP needed as white and pebbled.
Are you needing the FRP to be Class C (standard) or Class A (fire rated)?
Answer: The FRP does not need to be Fire Rated.
- Would Glasteel and/or Nudo be approved manufacturers to bid?
Answer: Glasteel and/or Nudo would be acceptable for bid.
- Additionally, do you know the substantial completion date?
Response: I am unable to answer this question.

Independent Laboratory Test Results
Before Stain Cleaning Test After Stain Cleaning Test
REASON FOR ANALYSIS: Evaluation of the White Glasteel FRP Panel from the viewpoint of overall stain resistance properties as well as resistance to chemical cleaners and high intensity UV light.
EXECUTIVE SUMMARY: The White Glasteel FRP Panel demonstrates good overall stain resistance properties both before and after surface abrasion tests. In addition the White Glasteel FRP Panel demonstrates good resistance to high intensity UV light and general household cleaning chemicals such as bleach, ammonia, alcohol and acetone with no material degradation noted after exposure tests..
UV Resistance: The White Glasteel FRP Panel exhibits no discoloration or other surface degradation after 60-hours of exposure to high intensity UV light.
Chemical Resistance: The White Glasteel FRP Panel surface showed no evidence of material degradation after exposure to household cleaner, ammonia cleaner, bleach (1% solution), alcohol (70% isopropyl) and acetone.
EVALUATION OF FINDINGS:
Stain Resistance Properties: The White Glasteel FRP Panel demonstrates good overall stain resistance properties on the original surface with all stains being removed after cleaning tests. The abraded surface demonstrates generally good stain resistance with only the ink stain remaining visible after cleaning tests. The stain resistance test consists of applying generous amounts of a variety of stains, including red fruit drink, ketchup, mustard and barbecue sauce as well as some very aggressive stains such as blue ink and permanent marker. These stains were applied to the original as received surface and to a surface which was abraded with sandpaper to remove any surface coatings.
The stains were then allowed to set for a period of 48 hours. The stained areas were then cleaned with a variety of cleaning chemicals to determine overall cleanability. The ketchup, fruit drink and barbecue sauce were all easily removed with a typical household cleaner on both the abraded and original surfaces. The mustard and permanent marker did require use of a stronger chemical such as alcohol and acetone to fully remove the stains. It should be noted the blue ink stain was not completely removed on the abraded test surface when using all the listed cleaning chemicals.

Why is Indoor Air Quality Important?
Whether inside a home, school, business or hospital, people expect their indoor environments to be healthy and safe.
Unfortunately, indoor spaces are often filled with potentially harmful pollutants.
Volatile organic compounds (VOCs) are chemicals that are released into the air from everyday furnishings, building materials and products – items like furniture, flooring and cleaners. Once airborne, VOCs can be easily inhaled by building occupants and trigger a number of health problems.
What is GREENGUARD Certification?
Simply put, GREENGUARD Certification ensures that a product is low-emitting. Products carrying the GREENGUARD mark have been independently tested and re-tested to demonstrate that they meet GREENGUARD’s rigorous third-party chemical emissions standards.
GREENGUARD’s standards are based on established emissions criteria used by the U.S.
Environmental Protection Agency (EPA), the State of California, Germany’s Blue Angel Program and reputable public health agencies.
