ANSWERS TO QUESTIONS

Q1. Can all work be demoed and prepped for concrete at once? And can all concrete pours performed at once?

These sidewalks will have to be closed during this time period.

Answer: It’s up to the Contractor on how they want to perform the work. The Government has no issue to demo and prepped the concrete at once. This is the same for concrete pours, it’s up to the contractor to perform the work as they see fit. Government does require to have all work site to be caution off with barriers.

Q2. Are the spoils, presumably base/rock, being relocated/dropped some place on base?

Answer: Contractor is required to remove off base all base/rock and concrete. SOW will be revise.

Q3. Do we need compaction reports for sub-base and base?

Answer: Yes Q4. How many cylinders need to be tested and how often? One test per day? Test each truck?

Answer: One per day will suffice Q5. There isn’t access from the road to the job site, will the trucks be allowed off-road in the barracks area to pour or should we figure using a pump truck into our bid?

Answer: Plan on using concrete pump for areas with no truck access Q6. It was noted on the walk that a lot of cracking is occurring next to the areas to be replaced and probably will need to be replaced as well. Should we include an additional percentage of concrete to be replaced on site based on site findings after award?

Answer: Yes, include 10% contingency.

Q7. Many of the damage to the sidewalks is from tree roots, are we allowed to cut and paint root ends? See Image.

Answer: Yes.

Q8. Ground squirrels have made homes under many of the sidewalks to be replaced. Is there any consideration to be given to these?

Answer: No

Q9. See photo below. The tree stump below side walk is in the way of a new pour. Should we include stump grinding?

Answer: yes include stump grinding.

Q10. See image below. The man hole is significantly lower than the grade of the sidewalk. Should we include in the proposal to install a new Collar on the man hole?

Answer: Yes include in proposal to install a new collar to man hole.

Q11. Will one field manager be able to triple hat as the Superintendent/SSHO/QCM?

Answer: This is up to the Contractor however, Q12. Will grass seed need to be placed once the new concrete has been completed? If so who is responsible for irrigation?

Answer: No.

Q13. What is the requirement for compaction testing and core sampling? Example: Subgrade compaction testing for all locations or randomly check 1-2 locations per section (A-F).

Answer: Follow SOW for compaction test, and random compaction check

Q14. There are several sections of sidewalk that are cracked that were not marked to get replaced, to ensure that all contractors are bidding apples to apples can the govt. provide a total square footage of concrete to be removed and replaced?

Answer: Follow SOW with attached pictures

Q15. Where will the contractor’s laydown yard be located? We would like to have an area large enough for dump trucks, tractors, and materials to stock pile.

Answer: The Government will provide a laydown area. This will presented after award during per-construction meeting.

Q16. If needed during production can the contractor stockpile the removed concrete in the laydown yard and truck it out later? Yes

Q17. Does a field manager have to be always on-site during work activities?

Answer: Yes, the Government want to ensure that all sites monitor at all time.

Q18. Will the project be completed in phases, or can the contractor start at any location, and work in more than one area at a time?

Answer: This will be up to the contractor how they want to perform the work. There will be no phasing for this project. The Government has no issue with starting in more than one area. However, the contractor will need to provide the COR a schedule with start and completion dates for each location.

Q19. Will delineators and caution tape around the sidewalk sections that are getting demoed and replaced be acceptable as barricades? Or will temp fencing need to be installed? Answer: Yes, delineators and caution tape around the sidewalk section will be acceptable as barricades.

Q20. Will the concrete trucks get expedited through the entrance gate to help eliminate hot loads?

Answer: The Contractor can provide dates on when the trucks will be arriving ahead of time. This way the COR can notified the security guards at the gate a day or two ahead of time. The contractor will need to provide the name of the company amount of trucks and date and time they will be arriving.

Q21. Does the govt. want to extend the sidewalk between Hacienda and the PX parking lot to complete the sidewalk to the parking lot? [Picture C9], Answer: No

Q22. There is a drainage pipe at the end of the sidewalk between Hacienda and the PX parking lot, is that to remain or get replaced with a more permanent solution? [Picture C9], Answer: No

Q23. Picture [C9} Infantry Rd, building 295 shows a manhole that is below grade, does the govt. want a collar installed to raise the manhole to be flush to the new concrete elevation?

Answer: Yes, contractor to adjust manhole ring and cover to proper elevation.

Q24. Picture [A4] shows a storm drain, is this to remain or get replaced with the sidewalk sections? No

Q26. Can the contractor stockpile the aggregate base in the laydown yard if needed?

Answer: yes, however after the completion of the project the contractor is responsible to clean up laydown area before returning the site back to the Government.

Q27. Is 4 days a week / 10-hour days schedule acceptable?

Q28. Is it possible to work later than 5:00 pm to finish a concrete pour if needed?

Q29. Will dig permits be required?

Answer: Yes.

Q30. Will underground utilities / sprinkler lines need to be located? If so will the GOV provide or will we need a 3rd party locating service?

Answer: Contractor to include in scope.

Q31. Where will the contractor get water for compaction activities?

Answer: From fire hydrants within cantonment area or fill station outside main gate. No cost to contractor for water used.

Q32. Are there any hours of operation restrictions for heavy equipment? loaders, excavators, compactors, saw cutting?

Answer: There is a restriction for performing working in the Housing area, IHG Hotel and the Hacienda work can begin around eight (8:00 am). These facility will be notified ahead of time by the COR.

Q33. There were LOTS of SF discrepancies on the site walk. The SOW shows to remove a section that is bordered by other cracked slabs. During the walk we were told to add in the adjacent slabs in some areas and then in others we were told to not add them in. Please advise on what we should bid on.

Answer: Follow SOW with attached pictures

Q34. We observed a minimum of 1000 SF of concrete that needs to be replaced in the areas we did see. Please advise if we shall bid on the additional SF or bid as the SOW/ pictures show.

Q35. If the GOV. decides to have ALL contractors bid on the EXACT quantities provided in the SOW, can the gov.

allow a set % for adjacent R&R? This would greatly help everyone bid the same versus what they see.

Q36. B6 section requires an additional 141 LF of sidewalk, please advise as the SOW calls for 17X5.

Q37. In the past we were allowed to stockpile concrete and dirt across from the pass and ID building. Is this still the location or can you please provide a location so we can calculate trucking costs.

Answer: Contractor is required to remove off base all base/rock and concrete. SOW will be revise.

Q38. Will the GOV. want the stockpiles of concrete and soils?

Answer: No, at this time the Government does not have available location for stockpiles for concrete and soil.

Q39. Is there an anticipated start date or any delays of starting the project once awarded?

Answer: The start date is from the date the Notice to Proceed (NTP) is issue by the Contracting Officer. At this time there is no potential delays.

Q40. Attachment 5 states that any supporting documentation shall be submitted with the proposal. Would you like sub-contractor estimates, material quotes, etc.? Please clarify

Answer: Labor and Material cost need to be broke out in Attachment 5.

Q41. Will a similar estimate breakdown that shows all components similar to attachment 5 be acceptable? Our internal bid sheet has all the same details requested within attachment 5 but a slightly different format. Please advise.

Answer: Yes Q42. We were told that C11 is to be removed from SOW. Please clarify. If it is to be included, can you please provide measurement?

Answer: It is included, measurement is (8’X4’) Q43. Will this project require the use of RMS 3.0 once awarded?

Answer: No Q44. Will the contractor need to have a on site office for weekly QC meetings to be held?

Answer: it’s up to the contractor whether or not an onsite office is needed for QC meetings.

Q45. Block 11 on the SF1442 indicates the contract performance period is 365 Calendar Days after receiving the Notice To Proceed (NTP). The Statement of Work. Page 3, Para. 1.1.1.2 Period of Performance states, “The performance duration shall be one hundred-twenty days (120) days from the notice to proceed”. Please clarify correct period of performance.

Answer: The dates on the NTP will dictate the period of performance, the SOW will be adjusted.

Q46. Can the Site Superintendent act as the Quality Control Manager and Site Safety Health Officer (SSHO); one person wearing all three hats? Or, are the contractors to include a separate Quality Control Manager and Separate Site Safety Health Officer? Please advise.

Answer: The Government has no issue with the contractor having one person for all three roles. However, the contractor shall ensure all certification are valid and current.

Q47. A hand-out “Site Visit” sheet was given to each of the contractors attending the site visit which indicates the proposal due date is July 5, 2022 at 12:00 PM PDT. However, block 13 of the SF1442 indicates the proposal due date is July 12, 2022 at 12:00 PST. Please advice.

Answer: The bid will be due 19 July 2022 at 12:00 PM PDT.

Q48. Page 5 of 37 (RFP Solicitation), indicates the proposal due time as: 2:00 PM PDT (12:00 PM CDT) and Bid Opening Time as: 4:00 PM PDT (2:00 PM CDT). Should this read as: 2:00 PM CDT (12:00 PDT) and Bid Opening Time as 4:00 PM CDT (2:00 PM PDT)? Please clarify.

Answer: Bids are due at 12:00 PM PDT (2:00 PM CDT). Bid opening will be at 2:00 PM PDT (4:00 PM CDT).

Q49. Does the project need to be completed in specific phases? Or, will the contractor be allowed to choose the areas to be completed at one time?

Answer: there is no specific phases for this project. Contractor is allowed to choose the areas to be completed at one time. The Contractor is required a schedule with start and completion date for each area.

Q50. Noted at the site visit was a big problem with ground squirrels burrowing under the existing concrete sidewalks. Will the Government control the rodents during construction? How does the Government intend to address the standard 1-year construction warranty, if problems (to the repaired concrete) are due to rodents?

Answer: Rodent damage not covered by warranty Q51. Noticed at the site visit were many trees and tree roots that need to be removed to accommodate the installation of the new concrete sidewalks. Please advise if complete tree removal is acceptable. Are the contractors to include such costs in their proposal? Or, will the Government remove the trees and tree roots?

Answer: Will be the contractors responsibility Q52. Reference RFP photo D49 GYM. Photo indicates to remove and replace 19’x12’ concrete within the fenced in area. Is it acceptable to remove the existing chain link fence to accommodate the installation of the new concrete, and then re-installing the fence after completing the new concrete?

Answer: if the existing fence is preventing the contractor from performing the concrete installation then yes, the contract can temporarily remove the fence and reinstall once the concrete has been installed.

Q53. Page 9 of 10 (Statement of Work), para.3.3.7 General Requirements, Demolition/Removal references Appendix 1. Is Appendix 1 the same as attachment 3 (Titled Attachment 1)?

Answer: Yes. SOW will be adjusted.

Q54. Attachment 5 – TE-5 Construction (Construction Cost Estimate Breakdown) provided with the RFP indicates that the contractor is provide a breakdown and costs for 45 bid items. On the side of the sheet it indicates that the form is “FOR OFFICIAL USE ONLY”. Are the contractors to provide a cost breakdown in accordance with this attachment? If so, please provide a description of work to be included in each line item. Page 3 of 37, Section 00010 – Solicitation Contract Form indicates that there is only one CLIN item, “0001”. Please clarify.

Answer: Attachment 5 is to break out your labor and materials cost. There will only be one CLIN on the contract that the contractor will bill progress payments to based on percentage of work completed.

Q55. Please confirm if there are any testing requirements i.e. Compaction Testing / Concrete Cylinders. If so, please provide frequency and number of tests required.

Answer: Yes compaction test is required one per day will suffice.

Q56. Please confirm concrete finish requirements.

Answer: Broom Finish Q57. Some areas of work have adjacent hardscape like grass or bushes will most likely be damaged during construction. Is the contractor to repair these areas?

Answer: No contractor will not be responsible.

Q58. In multiple areas the curbs have failed where we are installing new concrete. Please confirm if these areas are to be repaired and painted. Please provide additional pictures and quantities, if possible, for bidding purposes since they are not called out.

Answer: Only curbs that were identified in the pictures and SOW will be repaired.

Q59. In multiple areas concrete connects to AC Pavement that has failed. Is the contractor required to repair these areas? Is so please provide a quantity of AC Pavement Repair for bidding purposes.

Answer: Saw cut asphalt and match to concrete.

PROJECT MAGNITUDE

The magnitude of this project is between $1,000,000 and $5,000,000.

Bid guarantee is required if quote is $150,000 or greater IAW 52.228-1

This requirement has a completion date of 365 days after notice to proceed.

BID SUBMISSION: Bids submitted through DoD Secure Access File Exchange (SAFE) (https://safe.apps.mil) will be the only accepted method for submission of bids for this solicitation. Traditional paper bids will not be accepted.

Non-CAC users will not have the capability to upload proposals or documents without a Drop-Off request. Offerors must send an email to the Contract Specialist at vance.c.bickford.civ@army.mil to receive a Drop-Off request;

please include the solicitation number in the subject line of the email. Once the Offeror receives the Drop-Off request, the Drop-Off can only be accessed for a period of 14 days to upload files. We request that you submit your request for a Drop-Off no sooner than two to three days prior to the submission due date because all uploaded files will be automatically deleted from DoD SAFE 7 days after upload. Offeror's are reminded to allow sufficient time for their submittals' files to upload, transmit, and timestamp.

Therefore, waiting until the last minute to attempt transmission of your proposal could result in your submittal being deemed late should the website encounter performance or technical issues.

Public Bid Openings: The Public Bid Opening for this solicitation will be conducted via teleconference. To attend the Public Bid Opening teleconference, any interested party must submit an email request to the Contract Specialist vance.c.bickford.civ@army.mil prior to the Bid Opening time in order to access the teleconference. The Contract Specialist will provide you the phone number and attendee passcode for attendance. Once the teleconference has begun, no access information will be distributed, and no information will be repeated for late attendees.

The public bid opening will occur two hours after the due date and time specified for bids in order to facilitate the transfer bid submission via DoD SAFE to the MICC as well as set up the teleconference call.

Please note: The time the Bid is due is different from the time of the Public Bid Opening. This will allow time for bids to be downloaded from DoD SAFE in order to be read aloud during the Public Bid Opening teleconference.

Late Bids received after the Bid Due date/time will not be considered for award; even if they are received before the Public Bid Opening. Screen Shots of the DoD SAFE submission will be taken to confirm each contractor bid was received by the bid due date/time.

The bidder’s failure to include information required by this solicitation may result in the bid submission being found non-responsive and may therefore be ineligible for award.

SITE VISIT: A site visit is scheduled at Fort Hunter Liggett, Jolon CA for 14 Jun 2022 at 10:00 AM PDT. The POC for this site visit is Vance C. Bickford, Contracting Contract Specialist and he will only entertain questions regarding site visit access and accommodations. Please provide a list of people that will attend the site visit. This list will be used to grant access to Fort Hunter Liggett. Email is vance.c.bickford.civ@army.mil. All questions regarding this solicitation, scope, terms, etc. shall be submitted after the site visit and per instruction provided below. This will be the only site visit conducted and will begin promptly without considerations for late or lost proposals. Any requests for additional site visits will be denied.

Remarks, explanations and answers provided by Government representatives before, during and after the site visit shall not change or qualify any of the terms or conditions of the solicitation. The solicitation can only be changed by a formal written amendment issued by the MICC Fort McCoy Contracting Office.

QUESTIONS DEADLINE: All questions, concerns, verification or clarification of information regarding this solicitation, scope and any documents included in the solicitation package shall be submitted in writing to vance.c.bickford.civ@army.mil no later than 10:00 AM, PDT on Friday, 21 Jun 2022. Include in the subject line of the email the Government’s solicitation number; failure to do so will lessen the Government’s ability to ensure all questions are considered during the bidding process. In accordance with DPAP changes to reporting requirements under FAR 52.223-2, Affirmative Procurement of Biobased Products under Service and Construction Contracts, contractors are now required to submit annual bio- based reports to the new reporting module in the System for Award Management (SAM). SYSTEM for AWARD MANAGEMENT (SAM) REGISTRATION: An Active SAM Registration is required of all Department of Defense contractors. SAM registration enables electronic funds transfer of contract payments. If your company is not already actively registered, please register in the SAM database at http://www.sam.gov. If your company is currently registered and close to expiring, begin/complete the process for SAM registration renewal.

a. The unique entity identifier used in SAM.gov has changed.

On April 4, 2022, the unique entity identifier used across the federal government changed from the DUNS Number to the Unique Entity ID (generated by SAM.gov).

The Unique Entity ID is a 12-character alphanumeric ID assigned to an entity by SAM.gov.

As part of this transition, the DUNS Number has been removed from SAM.gov.

Entity registration, searching, and data entry in SAM.gov now require use of the new Unique Entity ID.

Existing registered entities can find their Unique Entity ID by following the steps here.

New entities can get their Unique Entity ID at SAM.gov and, if required, complete an entity registration.

b. Whether your company is a current or new registrant in the SAM database, your registration must indicate that you are a provider of NAICS 238210 or a NAICS of similar business size, under the Goods – Services section of the registration to be eligible to receive a contract for this solicitation.

c. If the prospective awardee for this request for quotes is not actively registered in the SAM database by close of solicitation, including NAICS 238110, or a NAICS of similar business size, under the Goods – Services section, depending on mission requirements, the government reserves the right to proceed to award to the next otherwise successful actively registered offeror.

SAM REQUIREMENT: Prospective contractors who have not completed electronic annual representations and certifications at www.sam.gov in conjunction with required registration in the SYSTEM for AWARD MANAGEMENT (SAM) database, shall complete and submit 52.204-8 ANNUAL REPRESENTATIONS AND CERTIFICATIONS (DEC 2019) and 252.204-7007 ALTERNATE A, ANNUAL REPRESENTATIONS AND CERTIFICATIONS (JUN 2019) in SAM to be eligible to receive an award for this solicitation.

EVALUATION FACTORS:

The Government will evaluate bids received in response to this solicitation solely on the basis of price and price related factors. Bidders shall submit a price for each item specified in the solicitation. No bid for a quantity less than that specified in the solicitation will be accepted. Bids shall be evaluated using the quantities set forth in the solicitation. All prices bid in response to this solicitation must include all costs associated with work elements, applicable State sales taxes, permits, and licensure. And the overall project management, superintendence and quality control necessary for the planning and execution of multiple work requirements conducted simultaneously throughout the performance period.

BID GUARANTEE:

A Bid Bond/Guarantee is required for this contract if it exceeds $150,000. The Bid Bond amount shall be twenty percent (20%) of the bid price or $3 Million, whichever is less.

Bidders must use the Standard Form (SF) 24 if providing a bid bond as the bid guarantee.

WAGE DETERMINATIONS as listed in Attachment 1 are applicable to this project.

The contractor will notify the inspector (listed below) 5 working days prior to beginning work at the site.

The contractor shall submit weekly payrolls and 1413’s electronically. If progress payments will be requested, a schedule, progress reports, & invoices shall be submitted to the contract administrator electronically via email. In effort to pay invoices in a timely manner the Government requests invoices, for progress payments or final payments, be submitted on Monday of the first full week of the month. The Contacting Office will review invoices and either give written approval to submit in IRAPT (formerly WAWF) or return to the Contractor for corrections by Friday of that week. Not submitting invoices in accordance with this paragraph may cause a delay in payment.
