SUBJECT: WATER SYSTEM FACILITIES PLAN AND SPECIFICATION APPROVAL

Dear Mr. Miller:

The Wisconsin Department of Natural Resources, Division of Environmental Management, Bureau of Drinking Water and Groundwater, is conditionally approving plans and specifications for the following project. An engineering report or information of sufficient detail to meet the requirements of s. NR 811.09(3), Wis. Adm.

Code, was submitted along with the plans and specifications.

Water system name: Fort McCoy North Post Date received: 01/03/2022 Engineering firm: Short Elliott Hendrickson Professional Engineer: Jeffrey S. Nussbaum, P.E.

Regional DNR Contact: Alex Avalos, 3550 Mormon Coulee Road, La Crosse, WI 54601, (608) 790-5907, alejandro.avalos@wisconsin.gov DNR Plan Reviewer: Benjamin Mand, 101 South Webster Street, Madison, WI 53703, (608) 576-4778, benjamin.mand@wisconsin.gov

Project Description: On behalf of Fort McCoy North Post, Short Elliott Hendrickson has submitted plans and specifications for the rehabilitation of Well Nos. 24 and 29. Additionally, it is proposed to replace the existing motor and well pump in like-kind at Well Nos. 24 and 29. The department hereby approves the well rehabilitation and pump replacements, subject to the conditions below.

The well rehabilitation work at both Well Nos. 24 and 29 will be performed to restore lost capacity. The rehabilitation at Well No. 24 will be performed to remove iron bacteria. The rehabilitation at Well No. 29 will be performed to decrease sand production.

Well No. 24 (WUWN: YG656) was constructed in 2011 by Sam’s Well Drilling, Inc., obtains water from a sandstone formation, and has a total depth of 202 feet. A 16-inch diameter casing is set and grouted in place with neat cement to a depth of 103 feet. A 15-inch diameter open borehole extends from 103 feet to 202 feet.

Well No. 29 (WUWN: YO929) was constructed in 2015 by Municipal Well & Pump, obtains water from a sandstone formation, and has a total depth of 202 feet. A 16-inch diameter casing is set and grouted in place with neat cement to a depth of 83 feet. A 15-inch diameter open borehole extends from 83 feet to 202 feet.

Project Number: W-2022-0002 Page 2

Based on the submittal, the department understands the approach to the well rehabilitation work to be as follows:

Well No. 24:

1. Remove the permanent pumping equipment from the well.

2. Televise the well.

3. Brush the well casing with a wire brush. Bail fill as necessary.

4. Mix above grade a chemical solution containing 85 gallons of inhibited 75% active phosphoric acid, 5.5 gallons of NW-310 Bio Dispersant, and 500 gallons of water. Inject the solution into the well via tremie pipe. Surge the solution between the well and the above grade mixing tank with a temporary pump for 4 hours.

a. Monitor the pH during mixing. If the pH rises above 3.0 SU, add additional 75% active phosphoric acid and water at a rate of 2 gallons of acid per 1 gallon of water as needed.

5. Pump spent solution to a neutralization tank. Neutralize with sodium bisulfate prior to discharging to the sanitary sewer.

6. Mix above grade a chemical solution containing 6 gallons of 12.5% sodium hypochlorite, 3.5 gallons of NW-410 chlorine enhancer, and 2,850 gallons of water. Inject the solution into the well via tremie pipe.

Surge the solution between the well and the above grade mixing tank with a temporary pump for 3 hours.

7. Pump spent solution to a neutralization tank. Neutralize with sodium bisulfite prior to discharging to the sanitary sewer.

8. Install new permanent pumping equipment after disinfecting it with a 200 mg/L chlorine solution.

9. Treat the water in the well with a 12.5% sodium hypochlorite solution to achieve a minimum chlorine residual of 100 mg/L.

10. Surge the well at least three times.

11. Let solution stand in well for a minimum of 12 hours.

12. Pump spent solution to a neutralization tank. Neutralize with sodium bisulfite prior to discharging to the sanitary sewer.

13. Perform a short pumping test and document the new well hydraulic parameters. After there is no detectable chlorine residual measured, the well will continue to be pumped to waste for at least 15 minutes. Collect two bacteriologically safe samples a minimum of 8 hours apart before placing the well back in service.

Well No. 29:

1. Remove the permanent pumping equipment from the well.

2. Televise the well.

3. Brush the well casing with a wire brush. Bail fill as necessary.

4. Set a round of 10-pound charges at a depth of 182 feet, 187 feet, 192 feet, and 197 feet and detonate.

5. Remove dislodged material from the well.

6. Install new permanent pumping equipment after disinfecting it with a 200 mg/L chlorine solution.

7. Treat the water in the well with a 12.5% sodium hypochlorite solution to achieve a minimum chlorine residual of 100 mg/L.

Project Number: W-2022-0002 Page 3

8. Surge the well at least three times.

9. Let solution stand in well for a minimum of 12 hours.

10. Pump spent solution to a neutralization tank. Neutralize with sodium bisulfite prior to discharging to the sanitary sewer.

11. Perform a short pumping test and document the new well hydraulic parameters. After there is no detectable chlorine residual measured, the well will continue to be pumped to waste for at least 15 minutes. Collect two bacteriologically safe samples a minimum of 8 hours apart before placing the well back in service.

All chemical products will be ANSI/NSF 60 certified.

Well No. 29 Reconstruction: If the proposed rehabilitation at Well No. 29 is unsuccessful, it is indicated that the installation of a liner screen will be considered. The installation of the liner screen is not being approved by the department at this time. Plans and specifications must be submitted to the department for review and approval prior to the well reconstruction.

Liability: It is the responsibility of the owner and consultant to ensure that the well rehabilitation is completed in accordance with the requirements of ss. NR 811.12(11)-(13) & NR 811.12(19)-(20), Wis. Adm. Code, the conditions specified in this approval, and the applicable industry standards. It is also the responsibility of the owner and consultant to prevent the degradation of water quality in the well and to prevent any structural damage to well casings, grout, and screens. If the department discovers the well rehabilitation was not performed in accordance with the aforementioned requirements and conditions specified in this approval, it will be the owner’s responsibility to contact the department to determine the requirements for correcting any deficiencies prior to placing the well back in service.

Recommendations: The following recommendations are based on staff review of the project. The owner is not required to implement the recommendations to comply with the approval.

1. It is recommended that a post rehabilitation raw water arsenic sample be collected and analyzed prior to placing the well back into service.
