The Government will execute this action against FSS contract GS-07F-039DA. Projected award is September 2020 and fiscal year 2020, OMAR funds will be used.

An acquisition plan is not required because this procurement does not meet the threshold at Defense Federal Acquisition Regulation Supplement 207.103(d)(i)(B).

4. Authority Cited: Title III of the Federal Property and Administrative Services Act of 1949 (41U.S.C. 251, et. Seq) and Title 40 U.S.C 501, Services for Executive Agencies, as implemented by FAR 8.405-6 and substantiated by FAR 8.405-6(a)(1)(i)(B) - Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

5. Reason for Authority Cited:

a. IAW FAR 8.405-6(a)(1)(i)(B), Advantor is the only source capable of providing the IDS maintenance and repair services because the supplies or services are unique to Advantor or highly specialized. Advantor Systems Corporation is a small business and was awarded the original requirement to install and maintain the IDS systems at several Army Reserve Installations beginning in 2004. This requirement is for the continued maintenance and monitoring of the existing Advantor Intrusion Detection Systems (IDS) by Advantor Systems Corporation at both FHL and PRFTA locations.

The Advantor IDS is a proprietary system to Advantor Systems Corporation; therefore, Advantor is the only fully qualified company to provide the required maintenance services of the existing products and system as; they do not train or certify other contractors in the maintenance and repair of their systems and products. There are no authorized resellers or distributors.

b. Alternatives. The Army is working to replace proprietary systems and products with a new Integrated Commercial Intrusion Detection Systems (ICIDS), however, at the present time, FHL and PRFTA are not being considered for the new ICIDS Program. It was a joint decision between HQDA, OPMG, IMCOM, and USARC to not include the Army Reserve funded installations, in the Army's ICIDS program primarily because it is more cost-effective for Army and for the USAR to roll the USAR funded installations under our USARC enterprise solution for electronic security systems (ESS) which include IDS. This requirement will be a base with option years. Once FHL and PRFTA are added to the USARC’s EES Program, MICC Fort McCoy will not exercise option years.

Introducing a new operating system at these installations would not be practical or cost effective. It is in the best interest of the Government to maintain the integrity of the current system and prevent any disruption of the Security Forces operations. Therefore, maintenance service for the existing Advantor Intrusion Detection Systems at FHL and PRFTA should be awarded on a sole-source basis to ensure continued compliance with Army Regulation 190-11, paragraphs 3-6.

c. Impact if this limited source request is not approved. The impact if this limited source request is not approved is high. Advantor Systems Corporation is the only fully qualified company to provide the required services. If not awarded on a sole source basis to Advantor Systems Corporation, it would result in a complete failure of Security Forces operations at these locations.

6. Actions to Increase Competition: A Sources Sought (RFQ1415823) was sent out to 98 businesses using GSA E-buy on 19 March 2020 with a response date/time of

11:00 (EST), 23 March 2020. One response was received from the incumbent, Advantor Systems. Ten (10) vendors responded they are unable to meet the needs of the requirement and would not be submitting a quote.

A sources sought was also posted on beta.SAM.gov on 4 March 2020 with a response date/time of 10:00 (CST), 12 March 2020. There were no responses to the sources sought indicating no other contractors are able to meet the needs of the requirement.

7. Market Research: Based on the results from the Sources Sought and GSA E-buy Sources Sought, this requirement will be sole sourced to the incumbent, Advantor Systems, Inc. The incumbent has an existing GSA Contract, GS-07F-039DA; required maintenance services are proprietary to the products and offered under SIN 246-1000.

Therefore, it is recommended to utilize the existing Federal Supply Schedule and issue an order against GS-07F-039DA for required services.
