SOLICITATION/CONTRACT FORM
The required response date/time has changed from 20-Mar-2020 10:00 AM to 24-Mar-2020 10:00 AM.
The following have been added by full text:
RESPONSE TO VENDOR QUESTIONS
Q1: Historically what has been the average amount of time contractors spent on site when inspecting tracks at this location?
A1: The historical average time to conduct track inspections at this location is right around 40 hours from the start of inspection to the time all required paperwork is submitted.
Q2: What are the guidelines for using equipment to complete track inspections? E.g. Hy-Railer Truck on track, UAV/ Drone.
Is it allowed?
What approvals are needed?
If the use of drone is approved would it be necessary for the equipment to be built in the USA?
A2: PWS Paragraph 5.2 Inspection Method: All track inspections shall be made on foot and performed by two contractor employees, one of which is a qualified track inspector.
Hi-Railers may be used to navigate the track as long as they have FRA 214.523 Annual Hi-Rail Annual Safety Inspection and the Checklist is onboard the vehicle. Inspections shall be made on foot and not from the vehicle. UAV/Drones are not allowed.
Q3: What is the protocol for switch point adjustment repairs if found during switch inspection?
A3: If it can be easily adjusted when completing the PM (PWS 5.3), if not needs to be reported (PWS 5.9).
Q4: What is the required PPE when on site completing track inspections?
A4: Basic PPE, steel toes, visible safety vest, Eye protection when needed. Found in solicitation documents and references.
Q5: Once awarded for inspection services, is there any additional clearance training or badging that our inspectors will need to go through?
A5: Please see the Solicitation, Performance Work Statement (PWS), Performance Requirements Summary (PRS), Deliverable, and Supplemental Information, Wage Determination, Clauses, and Solicitation Attachments. All required training, certifications, and clearances are contained within these documents.
Q6: Are maintenance repairs placed for up for bid to all interested contractors?
A6: This is not determined at this time. If the Government determines future repairs to be completed via a Contractor, they will complete that requirement through the Contracting Office.
Q7: What is your projected annual volume of cars received each year at this location?
A7: The volume is dictated by the Fort’s current mission status and the missions vary each year. Rail movements are low enough for us to inspect once per quarter per regulation.
Q8: Are there seasonal highs and lows for car volumes and activity? If so what are they?
A8: There are not seasonal highs and lows for car volumes and activities. The volume and activity is dictated by the Fort’s current mission status and the missions vary each year.
Q9: What safety training is required to be on site or on-site training is needed?
W911SA20Q3062
A9: Required safety training is taught in the Army Railroad Track Maintenance & Safety Standards course.
Found in PWS.
