ANSWERS TO QUESTIONS
Q1: The specifications call for "5.3.4 Aeration - Type 1 Lawn Maintenance areas only: aerate once a year in the spring prior to applying fertilizer and broad leaf control." This will be largely in heavily graveled areas based on the drawing and site visit. Is this an unnecessary expense and wont this be extremely damaging to aerating equipment?
A1: Aeration is only expected in the lawn type areas onsite. Fence lines and other rock type areas do not require aeration.
Q2: Glysophate is allowed at the xeriscape areas. Only mechanical methods are allowed in all other instances for weed control:
a. The solar array rocked area are not shown on the drawing and/or mentioned during the site walk. Are we to assume no weed control or solar array "xeriscape" areas?
b. Please confirm that only mechanical means of control and maintenance are allowed at the areas of Type 1 and 3 shown on the drawing.
A2: There are no solar array areas at the facility, as such glysophate or other herbicides are prohibited. Rock areas (xeriscape) will have only mechanical removal.
Q3: What are typical trends for the water levels in the swale? While the 6" inches maximum is clearly defined in the specifications there has been no indication as to control when water is present. Is some "shoreline" grass allowed over this amount allowed in conditions of water levels rising and lowering? Has this been an issue in the past?
A3: Typically water in the ponds drain out within 48 hours depending on frequency of storm events. If water is present it would be acceptable to wait until ponds have drained before mowing to specification. There is no exception to the type 3 mow when water is not present and mowing is technically feasible. In the past if water is present they wait until conditions allow for mowing.
Q4: During the walk it was noticed that there was a fair amount of equipment placed next to the fence line with weeds growing up into it. I do not see this defined in the specifications. How are we to deal with weeds in areas not feasible to get to and/or areas that we would be at risk of damaging equipment?
A4: Coordination with the military units will need to be made to move any equipment that hinders service.
Q5: The water levels were near flooding and it was observed that the site had large puddles. Did the incumbent maintenance contractor have issues with over saturated grass areas causing riding mowers and/or equipment to sink?
A5: I am unware of any equipment sinking due to saturated grass areas. Any concern with this would need to be brought to the COR’s attention prior to having equipment sink, and would be reviewed case by case.
Q6: Do you have the current/previous contractor's name, price information, and length of contract that you could provide us?
A6: The current contract in place is held by VetsUSA, LLC and the contract name is W911SA-15-P-0080. The total awarded value including all options and the six month extension was $192,020.00
