KTR (Guest or non-CAC user) VIEW OF DOD SAFE HOMEPAGE
If the KTR clicks the “Drop-Off” button they must enter a code in order for them to upload a file for a DOD user:
CAC users must initiate the exchange process in SAFE
This is why the Contract Specialist has to do a “Request a Drop-off” to send a link to the
KTR so they can upload their bid in SAFE to a DoD user
The KTR only has a “Drop‐off” button which requires a code.
Request Code found in KTR email URL (but it’s easier for
KTR to just click the email link which takes them directly to the Drop‐off page anyway)
CONTRACT SPECIALIST VIEW OF DOD SAFE HOMEPAGE
KTR MUST SEND AN EMAIL TO CONTRACT SPECIALIST TO REQUEST A DROP-OFF:
These buttons are only available for CAC users
ONLY CAC USERS HAVE THIS “REQUEST A DROP-OFF” BUTTON:
Clicking “Request a Drop-off” will initiate the process for the KTR to be able to upload bids
CONTRACT SPECIALIST COMPLETES THIS INFO:
Clicking “Send the Request” sends an email to the KTR
CONFIRMATION THAT THE DROP-OFF WAS SENT:
Edit all fields
User Guide states that you would also see a “Request
Code” here to be able to provide the
KTR, but that was not the case here.
KTR WILL RECEIVE THIS EMAIL:
WHEN THE KTR CLICKS THE LINK IN THE EMAIL:
This is where the KTR will upload their bid documents and send to CS

Guide states
8GB maximum
CONFIRMATION FOR KTR – SUCCESSFULLY SUBMITTED BID DOCUMENTS:
NOTIFICATION TO CS THAT KTR UPLOADED/SUBMITTED DOCUMENTS:
Note the
Date/Time stamp
(ZULU time)
ZULU time:
CST = Central Time is 6 hours behind Zulu.
CDT = Central Daylight Savings Time is 5 hours behind Zulu
Therefore, 1832 (6:32p) Zulu EQUALS 1332 (1:32p) CDT
Notice CS email timestamp is same as KTR submitted time
NEED THE CODES FROM THE (from previous screenshot) CS EMAIL:
Email CS received confirming KTR submission
CLICK ON “PICK-UP” AND ENTER CODES FROM EMAIL:
CS will need the “Claim ID,”
“Recipient Code,” and “Claim
Passcode” from email to retrieve KTR docs from SAFE
CS RETRIEVES BID DOCUMENTS:
KTR RECEIVES IMMEDIATE EMAIL NOTIFICATION WHEN YOU “PICK UP” FILES:
Note the Date/Time stamp is the same as the KTR confirmation so it verifies when the
KTR submitted their bid
