Question 1: Are infrastructure drawings or schematics from the "would be" seed project available for contractor reference?
ANSWER: Not at this time, as that job is not being bid at this time.
Question 2: Are any high level existing infrastructure drawings or ESRI Shape Files available for reference and for identification of potential installation conflicts?
ANSWER: Not at this time, as Jobs are Joint Scoped at specific locations, drawings may be available at that time.
Question 3: Pricing: Please clarify whether Contractor shall submit Attachment 4: Bid Schedule as part of pricing deliverable?
ANSWER: Yes, the only pricing to be submitted is on the Bid Schedule.
Question 4: Due to the nature of limiting site visits due to COVID can GVT provide photographs of the following items for proper Contractor coordination?
Manhole Butterfly Schematics Manhole/Handhole Splice Junctions (FOC and Copper) Termination Splice Points (FOC and Copper) Existing Conditions requiring Asphalt & Concrete paving remove and patch (at least a few typical situations) Existing Equipment Cabinet for Reference Existing Equipment Racks for Reference Existing cable management (vertical and horizontal) for reference Containment Areas Possible Acceptable Contractor Lay-down Areas Existing copper pedestal for reference Existing MDF for reference Typical conduit stub-up or riser into bldg ANSWER: THE GOVERNMENT WILL NOT BE PROVIDING ANY PHOTOGRAPHS OF ANY ITEMS LISTED ABOVE, EVERY JOB IS SPECIFIC AND DIFFERENT AND WILL BE JOINT SCOPED ACCORDINGLY AT THAT TIME.
Question 5: Is there a known location for the dumping of spoils from excavation?
ANSWER: Typically, soil should be left on site as to not spread the invasive plants any further. If it is a small amount of soil that may be attached/ holding onto the stumps, that can be dumped/deposited at the stump dump, which is located just south of Cantonment and Hwy. 21 on the west side of Underpass Rd.
Question 6: Item 4 Question - Installation of schedule 40 is per linear foot. Will Item 4 always be a single 4" duct?
ANSWER: Yes, item 4 will always be a single 4” duct bank. There are times when multiple 4” duct banks will be trenched alongside together depending on the quantity of installed cable required.
Question 7: Item 4 question - what is the depth requirement for this duct?
ANSWER: All new duct banks will have a minimum of 60 cm of top cover of 24 inches. At least 18 inches (457 mm) of cover are required under roads or sidewalks (if duct is concrete-encased). For ducts installed in solid rock, the cover shall consist of at least 150 mm (6 inches) of concrete.
Question 8: Item 4 question - can we bore this pipe in using HDPE instead of trenching?
ANSWER: Per the I3A, HDPE can be used for directional drilling or when concrete encased.
Question 9: Will Item 5 be a single duct or a duct bank? The bid schedule indicates 20 feet but with form setting and dependent on the number of ducts and depth of trench there may be shoring required and there may be a significant amount of soil to remove and replace with compaction.
ANSWER: Item 5 is a single section of duct encased paid by linear foot that is installed per the Contract Considerations.
Question 10: Item 6 Questions - The requirement indicates that 4 - 1" innerducts will be pulled into a 4" duct. Will this be pulled into a single 500 foot segment of 4" or more?
ANSWER: No. Item 6, 4-1” innerducts will be installed and paid for by linear foot that is installed as per the Contract Considerations.
Question 11: Will there be a mechanism for compensation if mobilization and/or demobilization is required?
ANSWER: There is not a separate line items for Mobilization, that should be accounted for in other line items as appropriate.
Question 12: As the nature of work and overall pathways are static, will Contractor be allowed to submit 1) APP for the entire contract with individual JHAs per JOC?
ANSWER: Each Task Order is joint scoped at specific locations and will vary for each location. Yes a General APP can be submitted and individual JHA’s per Task Order.

The Government is electing to NOT conduct a Site Visit for this requirement.
In response to the COVID-19 pandemic and the President’s declaration of a National Emergency concerning COVID-19 on 13 March 2020, MICC Ft McCoy is following the recommended safety guidelines imposed by the World Health Organization (WHO) and the Centers for Disease Control and Prevention (CDC) to mitigate the spread of COVID-19, therefore, the procedures for bid submission and public bid openings are hereby changed as detailed in the following paragraphs.
Please note: The time the Bid is due is different from the time of the Public Bid Opening. This will allow time for bids to be downloaded from SAFE in order to be read aloud during the Public Bid Opening teleconference. Late Bids received after the Bid Due date/time will not be considered for award; even if they are received before the Public Bid Opening. Screen Shots of the SAFE submission will be taken to confirm each contractor bid was received by the bid due date/time.

This solicitation is a 100% Small Business set-aside under NAICS code 237130 with a size standard of $39.5 Million.
CONTRACT MAGNITUDE: The magnitude of this contract is between $1,000,000 and $5,000,000; including the base period, two one-year option periods and a possible six month extension (FAR 52.217-8) and a possible one time 30% increase (FAR 52.217-6). There is no additional cost for the FAR 52.217-8 clause.
This will be a single award Indefinite-Delivery Indefinite-Quantity type contract. The Government reserves the right to order the maximum quantities, set forth in the bid schedule and is obligated to order only the minimum project. It is the unilateral right of the Government to exercise the option year(s) of this contract. The seed project is one project, to be joint scoped after award. There is no seed project for option years.
The Government may elect to have outside cable plants installed under a separate contract vehicle once the minimum guarantee applicable to this contract action is met depending on the needs of the Government (Qty, period of performance, mission, etc.).
Any questions concerns, verification or clarification of information of the documents included in the solicitation package shall be submitted in writing and submitted to the Contract Specialist identified herein no later than 11:00 AM, local time CST on 01 December 2020. Include in the subject line of the email the Government’s solicitation number; failure to do so will lessen the Government’s ability to ensure all questions are considered during the bidding process. Provide your company name, POC and contact information in the body of the email.
All questions are to be emailed to the Contract Specialist by the deadline. All questions will be answered via an amendment posted to beta.sam.gov.
Please ensure before your firm submits a bid, that you check beta.sam.gov for all amendments and updated documents. Wage Determinations are updated 10 days before the Bid Opening Date.
In accordance with DPAP changes to reporting requirements under FAR 52.223-2, Affirmative Procurement of Bio-based Products under Service and Construction Contracts, contractors are now required to submit annual bio-based reports to the new reporting module in the System for Award Management (SAM). EVALUATION OF BIDS
BASIS OF AWARD
This requirement shall be awarded utilizing Sealed Bidding Procedures in accordance with Federal Acquisition Regulation (FAR) Part 14, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Army Federal Acquisition Regulation Supplement (AFARS). Award will be made with reasonable promptness to the responsible bidder submitting the lowest responsive bid in accordance with requirements and provisions herein.
EVALUATION CRITERIA
The Government will evaluate bids received in response to this solicitation solely on the basis of price and price related factors.
a. Evaluations will be conducted on the Unit Price and the Total Amount of the base year and each option year/period.
b. RESPONSIVENESS OF BID. For a bid to be determined responsive and considered for award, the bid must comply in all material respects with the invitation for bids. Such compliance enables bidders to stand on an equal footing, and maintain integrity of the sealed bidding system (Subpart 14.301).
In order to be considered responsive the Bidder:
· Properly signed SF 1442, with Signature
· Acknowledgement (if any) of all Material Amendments,
· Shall not qualify the terms and conditions of the solicitation in the submitted bid
· Shall comply with the instructions of the solicitation.
· A Bid Bond/Guarantee is required and shall be provided in the amount of twenty percent (20%) of the bid price or $3 Million whichever is less. (Bidders must use the Standard Form (SF) 24 if providing a bid bond as the bid guarantee)
· Shall submit electronic bid through DoD Secure Access File Exchange (SAFE) (https://safe.apps.mil) will be the only accepted method for submission of bids for this solicitation.
Non-Responsive bids will not be considered for contract award.
INCREASED QUANTITIES
There is a reasonable expectation that the option quantities will be exercised during the 3 year performance period. There will be a limit on quantities of 30% of the value of the full award. The Government would incur undue expenditures if required to solicit for this additional quantity. The contractor will not incur undue risks as it is anticipated that the market prices for the materials and labor will not fluctuate substantially during the five year period. A notice will be given prior to the expiration of the contract exercising this option. The total value exercised IAW FAR 52.217-6 shall not exceed 30% of the value of the total award.
In accordance with FAR 52.217-6, should the need for additional quantities arise the Government may exercise it its right to increase quantities in accordance with 52.217-6 (see 700 section). The schedule being used at the time of exercising of the option will dictate the unit price to be used under the clause, in other words if the option for increased during option period three the unit prices in option period price schedule will be used.
INSTRUCTIONS TO BIDDERS
In response to the COVID-19 pandemic and the President’s declaration of a National Emergency concerning COVID-19 on 13 March 2020, MICC Ft McCoy is following the recommended safety guidelines imposed by the World Health Organization (WHO) and the Centers for Disease Control and Prevention (CDC) to mitigate the spread of COVID-19, therefore, the procedures for bid submission and public bid openings are hereby changed as follows.
Bid Submission: Due to the current COVID-19 public health crisis, electronic bids submitted through DoD Secure Access File Exchange (SAFE) (https://safe.apps.mil) will be the only accepted method for submission of bids for this solicitation. Traditional paper bids will not be accepted. Non-CAC users will not have the capability to upload proposals or documents without a Drop-Off request. Offerors must send an email to the Contract Specialist at michelle.m.harvey3.civ@mail.mil to receive a Drop-Off request; please include the solicitation number in the subject line of the email. Once the Offeror receives the Drop-Off request, the Drop-Off can only be accessed for a period of 14 days to upload files. We request that you submit your request for a Drop-Off no sooner than two to three days prior to the submission due date because all uploaded files will be automatically deleted from DoD SAFE 7 days after upload. Offeror's are reminded to allow sufficient time for their submittals' files to upload, transmit, and timestamp. Therefore, waiting until the last minute to attempt transmission of your proposal could result in your submittal being deemed late should the website encounter performance or technical issues.
Public Bid Openings: Due to the current COVID-19 public health crisis, the Public Bid Opening for this solicitation will be conducted via teleconference. To attend the Public Bid Opening teleconference, any interested party must submit an email request to the Contract Specialist (michelle.m.harvey3.civ@mail.mil) prior to the Bid Due Time in order to access the teleconference. The Contract Specialist will provide you the phone number and attendee passcode for attendance. Once the teleconference has begun, no access information will be distributed, and no information will be repeated for late attendees.
The public bid opening will occur two hours after the due date and time specified for bids in order to facilitate the transfer bid submission via DoD SAFE to the MICC as well as set up the teleconference call.
Please note: The time the Bid is due is different from the time of the Public Bid Opening. This will allow time for bids to be downloaded from DoD SAFE in order to be read aloud during the Public Bid Opening teleconference. The bidder’s failure to include information required by this solicitation may result in the bid submission being found non-responsive and may therefore be ineligible for award.
1. BID PREPARATION INSTRUCTIONS
The bidder’s documentation specified below will constitute the Bidder's acceptance of the terms and conditions of the IFB, proposed contract type, and concurrence with the Specifications and other applicable documents.

2. SUBMISSON OF OFFER CONTENT
The Bid Package shall be submitted containing the following items:
Standard Form 1442, Solicitation Offer and Award. The Contractor shall acknowledge any amendments to the IFB in accordance with the instructions on the SF 1442. The bidder shall provide the name, title and telephone number of the company/division point of contact regarding decisions made with respect to your submission and who can obligate your company contractually. Also, identify those individuals authorized to negotiate with the Government.
Bid Bond/ Guarantee. This tab shall include the bid bond.
Only the Awardee will be required to provide Performance and Payment (P&P) Bonds, as is stated in this solicitation, P&P Bonds are not required to accompany the contractors bid.
SECTION 00700 - CONTRACT CLAUSES

COMBATING RACE AND SEX STEREOTYPING
(DEVIATION 2021-O0001) (NOV 2020)
(a) Definitions. As used in this clause—
“Race or sex scapegoating” means assigning fault, blame, or bias to a race or sex, or to members of a race or sex because of their race or sex.
“Race or sex stereotyping” means ascribing character traits, values, moral and ethical codes, privileges, status, or beliefs to a race or sex, or to an individual because of his or her race or sex.
(b) Exemptions. The exemptions that apply to Executive Order (E.O.) 11246 (see FAR 22.807) also apply to E.O. 13950 and the requirements of this clause.
(c) Compliance with E.O. 13950, Combating Race and Sex Stereotyping. Unless exempted under paragraph (b) of this clause, the Contractor shall not use any workplace training that inculcates in its employees any form of race or sex stereotyping or any form of race or sex scapegoating, including the concepts that—
(1) One race or sex is inherently superior to another race or sex;
(2) An individual, by virtue of his or her race or sex, is inherently racist, sexist, or oppressive, whether consciously or unconsciously;
(3) An individual should be discriminated against or receive adverse treatment solely or partly because of his or her race or sex;
(4) Members of one race or sex cannot and should not attempt to treat others without respect to race or sex;
(5) An individual’s moral character is necessarily determined by his or her race or sex;
(6) An individual, by virtue of his or her race or sex, bears responsibility for actions committed in the past by other members of the same race or sex;
(7) Any individual should feel discomfort, guilt, anguish, or any other form of psychological distress on account of his or her race or sex; or
(8) Meritocracy or traits such as a hard work ethic are racist or sexist, or were created by a particular race to oppress another race.
(d) Notice. The Contractor shall send, to each labor union or representative of workers with which it has a collective bargaining agreement or other contract or understanding, the notice provided below advising the labor union or workers’ representative of the Contractor’s commitments under this clause, and post copies of the notice in conspicuous places available to employees and applicants for employment.

E.O. 13950, Combating Race and Sex Stereotyping Employers Holding Federal Contracts or Subcontracts
Contractors shall not use any workplace training that inculcates in its employees any form of race or sex stereotyping or any form of race or sex scapegoating, including the following concepts that—

(4) Members of one race or sex cannot and should not attempt to treat others without respect to race or sex;
(5) An individual’s moral character is necessarily determined by his or her race or sex;
(6) An individual, by virtue of his or her race or sex, bears responsibility for actions committed in the past by other members of the same race or sex;
(7) Any individual should feel discomfort, guilt, anguish, or any other form of psychological distress on account of his or her race or sex; or
(8) Meritocracy or traits such as a hard work ethic are racist or sexist, or were created by a particular race to oppress another race.
For use in this notice—
“Race or sex scapegoating” means assigning fault, blame, or bias to a race or sex, or to members of a race or sex because of their race or sex; and
“Race or sex stereotyping” means ascribing character traits, values, moral and ethical codes, privileges, status, or beliefs to a race or sex, or to an individual because of his or her race or sex.
Any person who believes a contractor has violated its nondiscrimination or affirmative action obligations under this notice should immediately contact the Office of Federal Contract Compliance Programs (OFCCP) Complaint Hotline to Combat Race and Sex Stereotyping at 202-343-2008 or via email at OFCCPComplaintHotline@dol.gov.

(e) Noncompliance. In the event it is determined that the Contractor is not in compliance with this clause or any rule, regulation, or order of the Secretary of Labor, this contract may be canceled, terminated, or suspended in whole or in part, and the Contractor may be declared ineligible for further Government contracts, under the procedures authorized in E.O. 11246, as amended. In addition, sanctions may be imposed and remedies invoked against the Contractor as provided in E.O. 11246, as amended; in the rules, regulations, and orders of the Secretary of Labor; or as otherwise provided by law.
(f) Subcontracts. (1) The Contractor shall include the substance of this clause, including this paragraph (f), in all subcontracts that exceed $10,000 and are not exempted by the rules, regulations, or orders of the Secretary of Labor issued under E.O. 11246, as amended, so that these terms and conditions will be binding upon each subcontractor.
(2) The Contractor shall take such action with respect to any subcontract as the Director of OFCCP may direct as a means of enforcing these terms and conditions, including sanctions for noncompliance, provided, that if the Contractor becomes involved in, or is threatened with, litigation with a subcontractor as a result of such direction, the Contractor may request the United States to enter into the litigation to protect the interests of the United States.
