The contractor shall cut into the south (uphill) side of the designated project area, pulling the material down slope in order to build up the north (downhill) side. The objective is to add to the downhill side the same amount of material that was cut away from the uphill side to create a POV area with a minimal downhill slope for storm water drainage, not to exceed 5%, as well as to create a point on the west side of the new POV lot where the POV lot is level with the existing sidewalk, to accommodate the central walk area of the new POV lot.
4.2.3 The contractor shall construct a concrete retaining wall across the south side of the new POV lot complete with a guard rail on top. The contractor shall either stop the retaining wall at the SE corner, or continue the wall around the SE corner to maintain 1 foot above finished grade per drawing reference.
4.2.5 The retaining wall on the north side shall extend above the finished POV surface a minimum 36”, have a guardrail on top, incorporate concrete bases for the new light poles, and the storm water collection boxes with removable grates. The collection boxes will collect water from the parking area and convey it under the new retaining wall to the existing underground drainage on the north side. The contractor shall backfill and sod around the exterior perimeter of the new retaining wall/POV lot. The contractor shall continue the wall from the NE corner, to the driveway, and it shall be a minimum 12” above the finished POV surface with a guardrail on top for pedestrian safety.

The finished asphalt surface, after compaction/rolling, shall not have any dips or depressions across the surface that can retain storm water. The finished surface shall be striped.
4.2.11 The contractor shall paint stripes on the new POV lot for each parking stall. The stalls shall be a minimum of 9’x 18’. The drive area between the parking stalls, and the entry/exit points to the new POV lot, shall be a minimum of 24’ wide. The walkway in the middle of the new POV lot, between the two middle rows of stalls, shall be a minimum of 6’ wide.
4.2.12 The contractor shall install parking bumpers on the new POV lot in all the middle stalls, on either side of the central walk way.
4.2.13 The parking bumpers shall locate 12” to center from the edge of the central walk area, and shall be pinned in place utilizing two 24” #6 bars driven through the provided holes in the parking bumper, and into the new POV surface. After pinning the parking bumpers in place, the contractor shall seal the holes around the #6 bar with an elastomeric sealer to prevent water intrusion.

After milling, the contractor shall repair any holes or dips in the existing driveway and POV surfaces. The areas that require repair shall be saw cut, and the material removed to expose the subgrade. The contractor shall test the subgrade to assure it meets 95% proctor density, and shall correct the subgrade if it does not. The contractor shall install a new lift of crushed stone subbase, and shall ensure it is compacted to 95% proctor density. The contractor shall finish the repair with a liquid tack coat and a lift of compacted asphalt, so that the repair makes a smooth transition to the existing milled surface.
The contractor shall then apply a liquid tack coat followed by a minimum 2” hot asphalt mix overlay. The finished asphalt surface, after compaction/rolling, shall make a smooth transition to the existing curbs, and shall not have any dips or depressions that can retain storm water.
4.12.3 The contractor shall paint new striping on the POV lot for regular parking and walk ways utilizing the original layout as a reference.
4.12.4 The contractor shall re-install the parking bumpers that were removed prior to making the POV lot repair. The parking bumpers shall locate 24” to center from the edge of the POV lot, shall be centered from side to side in the stall, and shall be pinned in place utilizing two 24” #6 bars driven through the provided holes in the parking bumper, and into the POV surface. After pinning the parking bumpers in place, the contractor shall seal the holes around the #6 bar with an elastomeric sealer to prevent water intrusion.
4.12.5 On the North upper POV lot, the parking bumpers are on both sides of the POV lot. The contractor shall provide any additional parking bumpers necessary to meet the requirement.
4.13 CAMP ROBINSON ROAD & MG HOPE WAY
4.13.1 The contractor shall mill and overlay Camp Robinson Road from 3rd Street to the closed East Gate, to include MG Hope Way and the connector road. The contractor shall not replace the speed bumps on Camp Robinson Road.
4.13.2 The contractor shall mill the existing asphalt to a depth that allows a new overlay to finish flush with the existing curbs, approximately 2”. After milling, the contractor shall repair any holes or dips in the existing surfaces.
4.13.3 The contractor shall paint new striping, crosswalks, and fire lanes on the new surfaces utilizing the original layout as a reference.
