The required response date/time has changed from 07-Aug-2018 02:30 PM to 14-Aug-2018 02:30 PM.

SECTION 00100 - BIDDING SCHEDULE/INSTRUCTIONS TO BIDDERS

The following have been added by full text:

QUESTIONS AND ANSWERS:

The following questions and answers are hereby made part of this bidding requirement and Scope of Work and shall be taken into account in preparation of all bids and execution of all work. The responses made herein have taken into account all requirements under this scope;

therefore, any ambiguity between this section and any other parts of scope, then this section shall govern. For all other matters, the order of precedence under FAR 52.236-21—Specifications and Drawings for Construction shall apply.

Q1 – Paragraph 4.1 “The contractor shall demo all existing constructed office spaces” During the job walk, we were told the three temporary offices were to be demolished by others prior to the start of construction. Please confirm.

A1: Contractor is responsible for the demo of the three office spaces as per the SOW.

Q2 – Paragraph 4.1 Demolition. Existing corner office on drawings is called out to be demolished. At the job walk we were told the corner office is to remain. Please confirm.

A2: Correct. Only the three roughly constructed offices are to be demolished.

Q3 – Paragraph 4.2 Flooring. The flooring paragraph does not address cove base removal or put back. To install new carpet, old cove base must be removed. Is new cove base wanted? 6” cove base is existing and it is recommended new 6” cove base be installed.

A3: Yes. Please demo existing cove base and replace with new. The SOW will be revised to reflect this change.

Q4 – Paragraph 4.3 Walls – Does new conduit need to be painted along with interior walls, window frames and door frames?

A4: Yes. Paint conduit to match walls.

Q5 – Paragraph 4.5 “Repair all broken windows by replacing the glass only.” There are approximately 15 broken windows around the entire building. Only 1 window is broken within the outlined yellow scoped area on the drawings. Are we replacing all broken windows on the building or in just the scoped area.

A5: Replace all broken windows.

Q6 – Paragraph 4.6 Electrical. Is there an electrical load study on the building?

A6: No

Q7 – Paragraph 4.7 HVAC “The contractor shall provide (6) six 2 -Ton 24,000 BTU Mini-Split Ductless Air Conditioners with Heat Pumps to provide cooling and heating to main workspaces.” “The small interior office space shall have its own 2 Ton – 24,000 BTU Mini Split Ductless Air Conditioner with Heat Pump.” We propose installing 2x 7-Ton VRF HVAC systems. We would set (8) eight 1.5-Ton ductless cassettes in the main room, (2) two 1-Ton ductless cassettes in the side office space, and (1) one ¾-Ton ductless cassette in the small office attached to the main room. We are proposing this due to electrical constraints of the building and overall quality of air distribution within the three spaces. By going to 2 large condensers, we should save 50 amps of electrical overall.

A7: Contractor shall follow the SOW and purchase and install (6) mini split systems. The intent is for the Contractor to find suitable “off the shelf” systems that don’t require a long lead time.

Q8 – Is there a current hazmat study on the building?

A8: There is no lead paint or asbestos anticipated in the areas affected by this contract.

Q9 – Paragraph 4.6 Electrical – “Contractor shall install 26 electrical outlets on the north wall and 26 electrical outlets on the south wall of the main work space.” “Refer to office furniture drawing for exact locations of the outlets” According to the drawings, the furniture is being relocated from Sorrento Valley. Does the current furniture have outlets that require power whips as opposed to new outlets being installed on each wall? If so, how many power whips will be required to power all of the furniture?

A9: No. Outlets will suffice. However we will make the following changes to the SOW:

4.6 Electrical:

The contractor shall install (13) duplex receptacles on the north wall and (13) duplex receptacles on the south wall of the main work space. The contractor will also provide (10) electrical drop downs with duplex receptacles in the center of the main work space for modular office furniture system. Refer to office furniture drawing for exact locations of the outlets.

Q10 – Section 00100 Bidding Schedule/Instructions to Bidders - "Include the following within the sealed bid package: (4) CD-ROM (CD-R) disk with an electronic copy of all submission requirements listed above." Can this be emailed in lieu of being sent on a CD-ROM?

A10: No emailed copies. This item is part of the bid package and according to the instructions under this same section, all bids are to be delivered to, or mailed directly to: Mission & Installation Contracting Command – Fort McCoy, Attn: Steven Bailey, Contracting Officer, 1108 South R Street, Fort McCoy, WI 54656-5153.

Q11 – SF Form 1442 Box 17 - "SEE SCHEDULE OF PRICES" No schedule of prices was given. Please provide.

A11: The Standard Form 1442 is titled Solicitation, Offer, and Award. As the title implies, this form is intended for the entire acquisition process from the solicitation phase up to the award. Since we are in the solicitation phase, we are soliciting for bids at this point; therefore, there are no prices. Block 17 of this form and its wording are a default preset within our system and this block and reference to amount are meant for the Offers submitted.

Q12 – [Member] from our company went to Camp Pendleton to attend the site visit last week but no one could direct him as to where he needed to go. May we arrange another site visit?

A12: No.

Q13 – Can The QC Manager, SSHO and Superintendent be one person?

A13: Yes.

Q14 – Please provide LBP/ACM survey for this project

A14: There is no lead paint or asbestos anticipated in the areas affected by this contract

Q15 – Please provide site visit sign in sheet.

A15: Sign-in sheet will be uploaded in the Federal Business Opportunities (FBO) website under this solicitation and can be accessed by going to https://www.fbo.gov.

Q16 – We are requesting that the period of performance be changed from 60 calendar days to 365 calendar days due to time require for contractor design submittals and Government review and acceptance time, time required for procurement of long lead items, demo and construction phase.

A16: No. This is a simple project with a minimal submittals. Period of Performance will remain 60 days.
