SECTION 00800 - SPECIAL CONTRACT REQUIREMENTS
The following have been modified:
QUESTIONS & ANSWERS
Q1: For bidding purposes can the contractor assume that there is sufficient space to connect new subpanels to the existing distribution switchgear and that an extension to the existing distribution switchgear will not be required?
A1: Yes, there is sufficient space to connect new sub panels.
Q2: Please identify the location of the existing distribution switchgear.
A2: The Main Distribution Panel is locate in the Center Hub at the east end.
Q3: The RFP states that all of the doors are to be motorized but there is no mention as to safety devices or function. As the RFP currently indicates, the doors will be quoted constant pressure function to satisfy UL325 code unless safety devices are added. This means the users will have to hold the close buttons to lower the doors in lieu of pressing it and walking away. Please indicate if this is acceptable.
A3: I would agree with this being the best option.
Q4: In the far west bay there are three doors with man doors in them (two in the far west bay and one in the machine shop room in the far west bay). Do the new doors also need to have the man doors included in these locations and, if so, are we to match the existing man door hardware?
A4: Do not replace the man doors.
Q5: What voltage/power is available for the motors? 115V, 230V or 460V? – 1 phase or 3 phase?
A5: They should be 480V 3 phase.
Q6: How many cycles per day are these doors subjected to?
A6: The cycles for every door vary significantly. There is no way to accurately answer this question.
Q7: What is the wind rating for these doors? (20 PSF is typical – 80 MPH) A7: 80 MPH wind rating should be sufficient.
Q8: Are the doors to comply with ATFP requirements?
A8: No they should be similar to the doors being replaced.
Q9: Are the new doors to be insulated?
A9: The new doors should be manufactured/installed similarly to the existing doors.
Q10: Are the new doors to match the color of the existing? If not, please provide required color.
A10: Submit color scheme to the COR prior to purchasing.
Q11: Are the doors to receive any special coatings?
A11: They should have some type of rust proofing.
Q12: For bidding purposes, can the contractor assume that the existing power to the building has sufficient spare capacity to power all 45 roll up doors?
A12: Please refer to section 4.1.1 in the SOW. We cannot accurately answer this question until we know the size of the new door motors.
Q13: The contractor is required to comply with the Contractor HUBZone Certification and have 50% of the labor costs to be HUBZone employees.
A13: This requirement is a HUBZone set aside. Please refer to the solicitation for the HUBZone clause and supplemental information.
Q14: The roll up doors by themselves will constitute over 50% of this project and we are unable to locate a HUBZone certified roll up door installer. Between the GC and the other trades who will be HUBZone certified we will not meet the 50% threshold.
A14: Materials do not have to be supplied by a HUBZone. Performance of work needs to meet the HUBZone set aside rules.
Q15: If the contractor cannot comply with all three contractor HUBZone certification requirements will the contractor be disqualified?
A15: Yes.
Q16: Can the site superintendent also perform the duties of the SSHO?
A16: The contractor can combine Superintendent and SSHO or Superintendent and CQCM but not both. The government would prefer that the Superintendent and CQCM be separate.
Q17: Can the site superintendent also perform the duties of the CQCM?
A17: The contractor can combine Superintendent and SSHO or Superintendent and CQCM but not both. The government would prefer that the Superintendent and CQCM be separate.
Q18: Can SSHO also perform the duties of the CQCM?
A18: The contractor can combine Superintendent and SSHO or Superintendent and CQCM but not both. The government would prefer that the Superintendent and CQCM be separate.
Q19: Will the building be occupied during the renovation/repair?
A19: Yes, we are to assume that the building would be occupied and in use.
Q20: Will the project have to be completed in phases?
A20: No, the project should run continuously from start to finish. Please see section 2.8 in SOW.
Q21: Can the work be completed in all sections of the building concurrently?
A21: Yes, the project should run continuously from start to finish. Please see section 2.8 in SOW.
Q22: Does the building have to be secure at the end of each day?
A22: Yes
Q23: If the building does have to be secure will chain link fencing suffice?
A23: Yes chain link fence, plywood or a combination or both.
Q24: How long does the contracting officer have to review and approve shop drawings?
A24: The Contracting Officer does not approve or review drawings. This will be done by the COR. The COR requires 7 days for review and approval of all submittals and drawings.
Q25: The project duration given is 60 days. This will be insufficient time to issue contracts, obtain and process submittals, order the approved products, wait for delivery and then install the products. Can the duration be extended to 120 days? If the work is to be done in phases the duration will be dependent upon the required phasing and additional time will be required for the phasing.
A25: We will revise the SOW to include 60 days for submittals and procurement and 60 days for Installation.
Q26: Can you please provide hazardous material reports for all of the buildings? Can you please provide better as-built drawings of the buildings?
A26: Not known. Contractor should test for lead. We don’t have as-builts for this building.
Q27: There is a prefab metal shed on the backside of the “far west bay” that has a roll-up door on the back of it. If this door to be replaced?
A27: No
Q28: Is the contractor to replace the 13’ x 12’ door on building 273?
A28: No
Q29: There is a small supply door (6’ wide x 12’ high) on the south west side of the office area on 272 that wasn’t included in the RFQ. Is the contractor to include this in their bid?
A29: Yes
Q30: The RFQ states that all of the doors are to be motorized but there is no mention as to safety devices or function. As-is the doors will be quoted constant pressure function to satisfy UL325 code unless safety devices are added. This means the users will have to hold the close buttons to lower the doors in lieu of pressing it and walking away. Are there safety features required for the doors like photo eyes or sensing edge?
A30: Just meet UL325.
Q31: There are no vision lights (windows) in the current doors. Would you like there to be vision lights? If yes, how many slats and windows? It is common to do one or two slats about 5’-0” above the floor with vision lights full width.
A31: No. Match existing doors.
Q32: In the far west bay there are three doors with man doors in them (two in the far west bay and one in the machine shop room in the far west bay). Do the new doors also need to have the man doors included in these locations?
A32: Do not replace the man doors.
Q33: One of the man doors described in item #6 above has an exit sign and surface mounted panic bar on it for egress? Does the contractor need to include this on the new man door (if one is needed)?. Is the contractor to match the existing type of hardware on the other existing man doors if those are to be included in the new roll-ups?
A33: Do not replace the man doors.
Q34: What are the power requirements for the motors? 115v, 230v, 460v / 1Phase, 3phase? What size operators and voltage are required?
A34: They should be 480V 3 phase.

A35: Not known. Contractor should test for lead.
Q36: For install schedule does the contractor have to secure each opening every day of the project or is it acceptable to demo all of the doors in a single bay and then replace them? Will equipment and tools be present in a building when the contractor is working on them?
A36: The building needs to be secured at the end of each day.
Q37: Is the projected completion date subject to flexibility based on when the contract is awarded? If so is there a required period of time from award that the job must be completed within?
A37: We will revise the SOW to include 60 days for submittals and procurement and 60 days for Installation.
Q38: There is no specification or basis of design to work off of. If the doors are only to operate a few times a day I would recommend specifying the Lawrence Doors model MD door as a basis of design. If the doors are to cycle throughout the day multiple times I would specify the Lawrence model HD. It is helpful to all bidders to have some minimum standard for products to ensure everyone is building like products and going to give the customer a quality product.
A38: Match existing doors as closely as possible.
Q39: What wind load are they looking for? Is 20PSF (approximately 80mph) an acceptable wind rating for these doors? This is the industry standard but higher can be provided if required.

Q43: Can we get as-builds for the buildings?
A43: There are no as-builts for this building.
Q44: Will the doors need to be painted after install or are they to come with a factory finish already?
A44: Submit a color sample to the COR prior to ordering. The government does not have a preference whether they are factory finished or painted by the contractor. We would like them to be rust proof and painted prior to installation.
Q45: What gauge slat are they looking for?
A45: Similar to existing doors and/or current industry standards.
Q46: What color (Gray, Tan, Brown, White) Standard colors or Powder Coat?

A49: This will need be coordinated onsite. The contractor will need to secure the openings at the end of each day.
Q50: Are you wanting separate electric conduit run from the electric panel to each door?
A50: All conduit should be ran most effectively and efficiently as possible per electrical standards. Please refer to section 4.4.3 & 4.4.4 in the SOW for more information.
Q51: The attached copy for the specifications will help to set specification in case USACE want to go with this specs. We work very closely with this manufacturer, however, we represent Lawrence and many others also. But Cookson is widely recognized on government projects and the West Coast. We have previously installed their products on the base, and many other bases. Should be a great match. I also left some options for consideration in the specs. Namely the Powder Coat finish. They should really consider this application for durability. Cookson also uses a GalvaNex finish treatment to help withstand the corrosive environment, being near the coast.
A51: We require the contractor match existing doors as closely as possible.
