SECTION 00800 - SPECIAL CONTRACT REQUIREMENTS
The following have been added by full text:
QUESTIONS & ANSWERS
Q1: What are the requirements on the existing base material before placement of new rock base? Is it going to be required to screen the existing base material to remove all organic material from it? If not screened then must all root materials be removed from existing base rock prior to new base rock being installed due to fact that roots are already established throughout the depth of existing in place base material?
A1: PER SOW 4.3; the Contractor shall remove and demolish all (Approx. 1,700 linear ft.) existing barbed wire fence along the boundaries of the new MEP area as shown on Drawing C1. The Contractor shall remove and demolish all existing trees, vegetation and debris from the site of the new MEP area (Reference Drawing C1). An approved herbicide should be used to kill all existing grass and weed on site. All tree stumps shall be pulled up, removed and hauled away. The intent is to remove/kill all existing vegetation and its supporting root structure (to include stumps) by whatever means the contractor deems viable, before any new work is begun. Although the SOW calls out an herbicide application, the actual process is left to the contractor’s discretion as long as the result meets the requirement.
PER SOW 4.7.1; Reuse as much of the existing gravel as possible. If gravel is reused it must be thoroughly sifted to remove debris. The intent is that any existing gravel that is removed or disturbed should be reused where possible, and must be sifted to remove debris prior to reuse.
PER SOW 4.6; the contractor shall excavate/backfill/hard compact the areas that had trees and all and any low areas (Approx. 180,000 Sq. Ft) as needed to provide a finished surface elevation that shall follow the slope of the existing terrain to ensure for proper drainage/water runoff and to prevent any standing water. (These areas should be identified and field verified with the AFOS/COR) The intent in the area of tree/stump removal is for the contractor to backfill the area to match the existing gravel surface in depth and elevation, after 95% Proctor Density Compaction, and before application of the new top gravel. The intent is for the contractor to identify and correct any existing low spots in the existing surface that hold water or otherwise do not drain well. The corrected area must, after corrective action, achieve 95% Proctor Density Compaction prior to the application of new top gravel. It may be necessary to verify these areas with the AFOS/COR.
Q2: Is there a geotechnical report available on this site?
A2: No
Q3: Will there be an alternate bid amount if additional undercut and backfill with select material is required?
A4: No
Q4: What are the requirements on the testing of base rock materials?
A4: The intent is for the base course materials to achieve a 95% Proctor Density Compaction rating before any of the new top gravel is applied.
Q5: What are the testing and compaction requirements on sub grade material?
A5: The intent is for the base course materials achieve a 95% Proctor Density Compaction rating before any of the new top gravel is applied.
Q6: The 60 day schedule indicated at pre bid would be an aggressive time frame due to the existing site conditions and we would need to request a mod to reflect 90 day on our portion is that an option?
A6: The period of performance is being revised to 90 days. We do not issue contract awards with the intention of future modifications.
Q7. Are we required to level the lot or just follow the contour of the existing?
A7: PER SOW 4.7; The Contractor shall completely gravel the new expanded MEP area approx. 13.60 acres (593,000 Sq. Ft) to a consistent level. The area that had trees along with some low areas will require more gravel to maintain an equal level with the rest of the site. The entire MEP lot should be graveled uniformly to a level distance of approximately 6 to 8 inches or as needed. The gravel should be an aggregate base course of ¾ to 1 inch stone up to 8 inches deep, installed in 4 inch lifts to ensure proper compaction. The intent is for the contractor to follow the contours of the land, but maintain the new top gravel at a consistent thickness. The intent is for the contractor to apply the new top gravel in even, consecutive lifts, achieving 95% Proctor Density Compaction on each lift, before application of the next lift.
Questions for electrical:
Q8: Catalog numbers for existing pole lights?
A8: PER SOW 1.9; the Contractor shall verify all dimensions, site conditions, and any other items required to install a complete and ready to use product, prior to submitting a bid proposal for construction. To the best of our knowledge, documentation cataloging the existing light poles does not exist.
Q9: Any specs on switch gear or material?
A9: PER SOW 1.9; the Contractor shall verify all dimensions, site conditions, and any other items required to install a complete and ready to use product, prior to submitting a bid proposal for construction. No, however it is recommended that all new switch gear match in like and kind any existing switch gear, and be rated to manage the new lighting requirement.
Q10: How tall do pole lights need to be, and are they square or round poles?
A10: PER SOW 1.9; the Contractor shall verify all dimensions, site conditions, and any other items required to install a complete and ready to use product, prior to submitting a bid proposal for construction. The intent is that all new light pole installations match in like and kind any existing light poles, if possible. If a match in like and kind is not possible, the contractor shall utilize available components that match as closely as possible to the existing light pole installations.
Q11: How many fixture heads per pole?
A11: PER SOW 4.9; The Contractor shall install all new LED Lights/Fixtures (On-Grid) and Poles supported on concrete bases as required by code to the new expanded MEP area. The lights should be installed and located at the necessary wattage and quantity needed to provide sufficient lighting requirements for this area. (See Drawing C3 for approximate location and dimensions) The intent is to maintain .02 ft. candles of lighting throughout the fenced MEP interior. It is recommended that a lighting survey analysis be conducted to determine the components necessary to meet the requirement.
Q12: If only one or two lights per pole, which way will the lights face?
A12: The intent is to maintain .02 ft. candles of lighting throughout the fenced MEP interior. It is recommended that a lighting survey analysis be conducted to determine the components necessary to meet the requirement.
Q13: Any grounding or lightning protection for fencing?
A13: No
Q14. Voltage on existing pole lights?
A14: PER SOW 1.9; the Contractor shall verify all dimensions, site conditions, and any other items required to install a complete and ready to use product, prior to submitting a bid proposal for construction. To the best of our knowledge, the existing voltage is 120/240 VAC single phase.
Additional Questions:
Q15: SOW 4.10. The description needs more information to determine location of source power. The drawings do not show Custer Blvd and the scale does not work. Please provide more information and a scale to use for length of run.
A15: PER SOW 1.9; the Contractor shall verify all dimensions, site conditions, and any other items required to install a complete and ready to use product, prior to submitting a bid proposal for construction. All drawings are for reference purposes only, and are not provided “to scale”. The governments expectation is that by reducing the existing MEP lighting to LED, the present power requirement will be reduced sufficiently to support the addition of the new LED light pole requirement. If the available power is insufficient to support the new LED light pole requirement, after converting the existing light poles to LED, there is an existing power pole located outside the NW corner of the existing MEP fence. However, if the existing power is inadequate, or the route is not feasible, the contractor shall consult with the AFOS/COR on the most feasibly economic route that will meet the requirement.
Q16: Please provide Pole Base detail.
A16: This document includes the standard MEP light pole base requirement.
Q17: The scale does not seem to work, even the two dimensions shown on C3 contradicts each other using one standard scale. How should we measure given the dimensions do not appear correct?
A17: PER SOW 1.9; the Contractor shall verify all dimensions, site conditions, and any other items required to install a complete and ready to use product, prior to submitting a bid proposal for construction. All drawings are for reference purposes only, and are not provided “to scale”.
Q18: Each new LED pole is to have 3 bollards, where is the bollard detail?
A18: This document includes the standard Bollard requirement.
Q19: Are there jobsite photos available?
A19: There will be an attachment with this Amendment with google map shots.
Q20: SOW 4.12 refers to existing fixtures. Poles and bases are to be reused. In order to provide the correct fixtures, we need to know exactly what is there now. Please provide pole manufacture, model and height and current light fixtures on those poles.
A20: PER SOW 1.9; the Contractor shall verify all dimensions, site conditions, and any other items required to install a complete and ready to use product, prior to submitting a bid proposal for construction. To the best of our knowledge, documentation cataloging the existing light poles does not exist. To the best of our knowledge, the existing poles are 35’ tall with 400 watt metal halide fixtures.
Q21: SOW 4.12 also mentions “sufficient light level” for this area. Please provide the minimum foot-candles to meet.
A21: .02 ft. candles throughout the fenced interior of the MEP is the minimum requirement.
