QUESTIONS AND ANSWERS

Note to Contractors: Remarks, explanations and answers provided by Government representatives before, during and after the site visit shall not change or qualify any of the terms or conditions of the solicitation. The solicitation can only be changed by a formal written amendment issued by the Fort McCoy Contracting Office.

QUESTION 1: PERFORMANCE WORK STATEMENT SECTION 5.2.1.5:

Unwanted Vegetation: Unwanted vegetation such as bushes growing adjacent to building, between cracks and joints in sidewalks, driveways or other hard surfaces, and all landscaped areas shall be mechanically removed in accordance with (IAW) industry best practice.

Related Discussion and Information: During the site walk, this item was discussed with the facility manager and he indicated that the intention was to keep these areas free of weeds and that the use of herbicide in the place of mechanical removal was acceptable and actually preferable in area with rock landscaping to avoid disturbing the rocks or have workers in an area with tripping hazards.

Question: Can contractors use herbicides to control unwanted vegetation as an alternative to mechanical removal of weeds if desired during the performance of this contract?

ANSWER: Contractors shall remove unwanted vegetation in accordance with the terms and conditions of the solicitation. Please note that remarks, explanations and answers provided by Government representatives before, during and after the site visit shall not change or qualify any of the terms or conditions of the solicitation. The solicitation can only be changed by a formal written amendment issued by the Fort McCoy Contracting Office.

Contractor’s quote shall adhere to the terms and conditions of the solicitation.

QUESTION 2: PERFORMANCE WORK STATEMENT SECTION 5.3.2:

Spring and Fall Clean Up: Remove weeds from cultivated areas and flowerbeds and turn over soil to depth of approximately 6” (inches). Every effort should be made to avoid damaging the roots of shrubs, flowers and bushes in Type One (I) Lawn areas.

Related Discussion and Information: During the site walk, this item was discussed with the facility manager and he indicated that the intention was to keep the landscape beds with a good appearance. He indicated that the beds were not currently cultivated but instead had mulch applied. He indicated that cultivation of the soil would encourage weed growth and not provide as good a finished appearance. He indicated that providing mulch for the existing landscape beds that currently have mulch would be preferable.

Question: Can the Performance Work Statement 5.3.2 be changed to “Remove weeds and provide 2 inches of natural hardwood mulch in all landscaping beds that currently have mulch during the spring cleanup only” OR may contractors provide 2 inches of hardwood mulch during each spring cleanup this as an approved equal to the cultivation of the beds required in the statement of work?

ANSWER: The Performance Work Statement will not be changed at this time. Contractor’s quote shall adhere to the terms and conditions of the solicitation. Please note: Remarks, explanations and answers provided by

QUESTION 3: PERFORMANCE WORK STATEMENT SECTION 5.5:

Fertilizer Application and Broad Leaf Control - Type 1 Lawn Maintenance areas only: Applied one time annually, in the spring after aeration, provide fertilizer application and broad leaf control applied IAW industry standards and the 88th RSC Pest Control Management Plan (PCMP) available from the COR.

Related Discussion and Information: During the site walk, this item was discussed with the facility manager and he indicated that there were no specific requirements for the type of fertilizer or broadleaf control. Industry standards for fertilizer application varies significantly depending on the area and desired results.

Question: For bid continuity, can contractors assume 3/4 pounds of nitrogen per 1,000 square feet as the application rate for the annual fertilizer application?

ANSWER: We cannot tell the contractor what assumptions to make when providing a quote. All fertilizer application and broad leave control must be applied in accordance with industry standards and the 88th RSC Pest Control Management Plan (PCMP). Contractor’s quote shall adhere to the terms and conditions of the solicitation.

QUESTION 4: ITEM 29, PAGE 28 OF 83: EMPLOYEE CLASS: LABORER – GROUNDS

MAINTENANCE WG-3; STEP 2

Related Discussion and Information: Item 29 indicates that the class provided is for information only, however page 44 of 83 in the solicitation includes wage determination 11210 – Laborer, Grounds Maintenance and 11270 Tractor Operator.

Question: 4.a Can all workers on this contract be paid under 11210 or do workers using ride on mowers need to be paid under the 11270 classification?

4.b Page 49 of 83 list Heath and Welfare of $4.27 per hour, please confirm that this shall be added to the rate listed in the code above.

4.c Because this is a seasonal contract and not full time, do paid vacation requirements and paid holiday requirements still apply?

ANSWER: Item 29 in the Supplemental Information of the Solicitation is provided as information only in accordance with FAR 52.222-42; this information IS NOT a Wage Determination. Contractors are required to pay their employees in accordance with the Wage Determination that applies to this solicitation, which can be found on page 42 to 52 of the solicitation. Health & Welfare rates, vacations and holidays apply to this solicitation.

QUESTION 6: Are any of the areas irrigated?

ANSWER: NO

QUESTION 7: There are several gravel and old asphalt cracked MEP and POV lots, is weed control required in these areas and what is the square footage?

ANSWER: YES, PWS: 5.2.1.5 Unwanted Vegetation: Unwanted vegetation such as bushes growing adjacent to building, between cracks and joints in sidewalks, driveways or other hard surfaces, and all landscaped areas shall be mechanically removed in accordance with (IAW) industry best practice. Approximately 287,995 SFT

QUESTION 8: Are we also responsible for weed control in the streets and gravel roads?

ANSWER: YES, PWS: 5.2.1.2 Edging: Vegetation around the edges of curbs, sidewalks, driveways, streets and other hard surfaces within or adjacent to the specified area shall not extend more than 2” (inches) onto the hard surface.

QUESTION 9: Are we responsible for the loose debris in the MEP’s and POV areas? What is the square footage?

ANSWER: Yes, PWS: 5.2.1.7 Trash Removal: Contractor shall ensure the area of lawn maintained is free of all visible trash and debris upon completion of lawn maintenance. Approximately 646,362 SFT

QUESTION 10: Does the removal of loose debris include the extensive bird droppings?

ANSWER: This is Approximately 38,979 SFT. Not specifically called out in PWS, not required.

QUESTION 11: Since it is quite extensive, do you have a square footage for the rock mulch weed control area?

ANSWER: in the PWS: 5.2.1.5 Unwanted Vegetation: Unwanted vegetation such as bushes growing adjacent to building, between cracks and joints in sidewalks, driveways or other hard surfaces, and all landscaped areas shall be mechanically removed in accordance with (IAW) industry best practice. Approximately 70,752 SFT

QUESTION 12: There are several hundred newly planted new trees that have mulch, will we be responsible for refreshing the mulch and redefining the beds?

ANSWER: PWS: 5.3.2 Spring and Fall Clean Up: Remove weeds from cultivated areas and flowerbeds and turn over soil to depth of approximately 6” (inches). Every effort should be made to avoid damaging the roots of shrubs, flowers and bushes in Type One (I) Lawn areas.

QUESTION 13: Will we be responsible for pruning these new trees?

ANSWER: PWS, 5.3.1 Spring and Fall Clean Up: Prune shrubs, bushes and trees according to species requirements in all Lawn Type areas.

QUESTION 14: There are several water retention areas, wetlands and drainage ditches, many have mature cattails. The scope requires these be cut, is this to be done continually or only in the dry periods?

ANSWER: PWS: 5.2.3.1 Mowing: All vegetation (i.e. trees smaller than 3.5 inches in diameter, bushes, cattails, grasses, weeds, vines or other growths) shall be maintained to a height of six (6) to twelve (12) inches in height from the surface soil free of skips, gaps, rutting, or scalping.

QUESTION 15: It was stated in the prebid meeting the current contractor has one or two crews their all week, was that just for the base period or the option period?

ANSWER: Not a valid question for government to answer. Successful bidder needs to determine what labor force they need to accomplish the service

QUESTION 16: Will we have access to restrooms or will we need to provide our own?

ANSWER: Successful bidder will need to provide source for their own employee’s restroom needs. No permanent port-o-lets to be left on site. No contractor equipment left on site.

QUESTION 17: You stated in the prebid the fence line was maintained much more than 5 feet beyond the outside of the fence line. Was that area included in the square footage?

ANSWER: PWS, 5.2.3.4 Trimming Fence Lines: Trimming Fence Lines: Grass, brush, weeds and other vegetation growing within 5’ (feet) of both sides of fence lines shall be maintained to a height no higher than the surrounding mowing type or to grade if over a paved or otherwise non-grassy area.
