The following items are applicable to this modification:

QUESTIONS AND ANSWERS

Question 1: CLINS identify (8) Service Locations, yet Page 15 & 16 of the RFP only list (7) Service Locations?

Which one is correct – the Vietnam Memorial in Halstead was included in the drawings, but not listed?

Answer 1: There are seven (7) locations. The 7 locations are correctly identified in the solicitation and attachment 5- Price Schedule. The drawings (maps) were corrected on Attachment 3- Drawings.

Question 2: Quantities of cuts/required scheduling. Is this a performance based contract based on the seasonal variations conforming to the TYPE of cuts (I, II, III, & IV), or is this a requirements based, meaning – for instance – during the “8” month period (APR thru OCT for all years – which is actually 7 months vice 8) – where during the primary mowing season a vendor will cut weekly (4 times per month) or Three Times per month, etc. In doing this the GOV clarifies the requirements to vendors and all bids conform to the GOV’s requirements. Historically, if is it a performance based, there is much leeway for unbalanced bids (unusually low) based on the number of cuts required, primarily thru the growing season, where as one vendor estimating (3) cuts per month, and one vendor estimating (2) cuts a month has a significant difference in overall Pricing.

Answer 2: Active Period has been corrected to seven (7) months. This is a Performance based, Firm Fixed Price Contract.

Question 3: Mulchbeds on IL001, who is responsible for replacing the mulch? The SOW does not address this, other than manually removing the weeds?

Answer 3: The Contractor does not take care of the mulch, only the weeds.

Question 4: The Statement of Work addresses TYPE 3 & 4 mowing, however none of the drawings provided by the GOV list any of these. Can we clarify the requirements for TYPE 3 & 4 mowing?

Answer 4: The PWS covers all types of mowing; however, the Contractor is only responsible for what is listed on the maps.

Question 5: Post award, is it possible to get a copy of each Facilities Drill Schedule so the awardee can deconflict services with Drill Schedules?

Answer 5: No, the document is consider a sensitive item and for safety reasons will not be provided. The Contractor should not be cutting grass on a Saturday or a Sunday.

Question 6: Is there are revised date for the site visit, as the RFP on page 16 of 75 para 12 lists the site visit as the 22nd of FEB, a day prior to the RFP release of 23 FEB 16? Page 16 of 75 further states questions are due NLT 29 FEB, is this correct given there has been no site visit that will generate questions?

Answer 6: The site visit was posted to FBO on 8 February 2016 with the pre-solicitation. Yes, it is correct that the written questions must be furnished to the Government no later than 29 February 2016 at 9:00 AM CST, in order to ensure a timely response is provided by the solicitation closing date.

Question 7: Please confirm what days of the week are inclusive to normal duty hours on Page 23 of 75 para 1.6.5

Answer 7: Please refer to the PWS, paragraph 2.1.18 Work Week. Monday through Friday, except for Federal holidays unless specified otherwise.

Question 8: Please confirm that email submission is acceptable to the GOV?

Answer 8: This is found in the supplemental information, paragraph 6), Quotes shall be submitted via email to misty.s.huissen.civ@mail.mil.

Question 9: Could you please define further what the access badges referred to on Page 26 of 75 Para 1.6.18.2 “The Company will ensure that its employees entering Army-controlled installations or facilities have obtained access badges and passes in accordance with facility regulations and that these badges and passes are obtained in advance so as not to delay the accomplishment of contracted services” i.e. is this a local facility access and who is the issuing authority/process?
