options with a corresponding performance period of 30 March 2017 to 29 January 2018.

(6) It was anticipated that the revised award dates for the follow-on efforts would occur on or about 01 December 2017. The Phase-In periods were scheduled to begin on 29 December 2017, with full performance on 29 January 2018. During May 2017, correspondence between the 63d RD and the USARC Contract Administration Services Office (CASO) indicated that the CASO (requirements approval) packets were still being worked. The CASO packet submitted by the requiring activity to the CASO office consists of a Services Contract Approval (SCA), a performance work statement (PWS), an Independent Government Estimate (IGCE), a completed Anti-Terrorism/Operations Security (AT-OPSEC) worksheet, a Quality Assurance Surveillance Plan (QASP), a Market Research memorandum, and the COR nomination letter and training documents.

(10) Protest B-416419.1 was filed by International Services Contractors, LLC, on 25 May 2018, for solicitation W911SA-17-R-3001, citing they disagreed with the technical rating of “unacceptable” to various technical requirements of their proposal.

(11) Protest B-416419.2 was supplemental protest filed by International Service Contractors, LLC, on 8 June 2018, for solicitation W911SA-17-R-3001, after receiving their debriefing 23 May 2018, again citing they disagreed with the technical rating of “unacceptable” to various requirements of their proposal. Protest B-416419.3 was filed by PD Systems, Inc., on 8 June 2018, for solicitation W911SA-17-R-3001, after receiving their debriefing 23 May 2018, citing they disagreed with the technical rating of “unacceptable” to various technical requirements of their proposal.

(12) As a result of the size and status protests filed with the SBA on 11 May 2018, 25 may 2018, and 4 June 2018, the SBA determined on 22 June 2018 that XOTech was not a small business under NAICS 561210, size standard $38.5 million at the time of proposal.

(13) On 28 June 2018, GAO dismissed the GAO protests (B-416419.1 and B-416419.2) as academic due to the Contracting Officer taking corrective action in accordance with the SBA's size determination.

(19) On 21 March 2019, COFC ruled that XOTech was not an SDVOSB at the time of submitting their proposal and therefore, not eligible for award for these requirements. As was stated in the previous justification and approval to extend this contract, these requirements would be resolicited competitively. The remaining offerors proposals from the solicitation will need to be re-evaluated and a new awardee selected. Award of the follow-on contracts are anticipated by 30 November 2019.
