10. THE GOVERNMENT REQUIRES PERFORMACE OF THE WROK DESCRIBED IN THESE DOCUMENTS.
The Contractor shall supply all supervision, labor, equipment, and materials to perform all w ork in strict accordance w ith the contract, this statement of w ork (SOW), and the identifed draw ings. The contractors shall lif t and rotate ARMAG 180 degrees, disconnect the existing 120-volt pow er, communication line, and tw o each ground rods. The contractor shall install w eatherproof j-boxed and extend pow er and communication in rigid conduit above ground, reconnect and reconnecting the tw o ground rods.
Work shall take place at the Regional Correctional Facility on Joint Base Lew is-MCchord (JBLM), WA.
Set Aside Status: This procurement is a 100% Small Business Set-Aside.

ITEM 10 DESCRIPTION
Item 10 Instrutions & Basis for Award 1.) Anywhere in this solicitation where the term “offer” is used, it is hereby changed to read “quote”.

PDF shall be searchable and shall allow the Government to copy and paste as text to another document.
5.) A site visit is scheduled for 13 July 2023 at 09:30 AM PDT. Interested attendees are asked to meet at Fort Lewis Main Gate Visitor Center. This will be the only site visit conducted; requests for additional site visits will be denied.

6.) Any and all questions, concerns, clarifications, or verifications should be submitted to J. Caleb Collins via written format. All inquiries from the site visit will be shared to all, and will need to be submitted on or before 25 July 2023 COB PDT. Include in the subject line of the email the Government’s solicitation number; failure to do so will lessen the Government’s ability to ensure all questions are considered during the solicitation process.

Furthermore, whether your company is current or new registrant in the SAM database, your registration must indicate you are a provider of North American Industry Classification System (NAICS) code 236220, or a NAICS of similar business size, under the Goods-Services section, depending on mission requirements, the government reserves the right to process to award to the next otherwise successful actively registered offeror.
Prospective contractors who have not completed electronic annual representations and certifications at www.sam.gov in conjunction with required registration in the SAM database, shall complete and submit 52.204-8 Annual Representations and Certifications (JAN 2018) and 252.204-7007, Alternate A, Annual Representations and Certifications (JAN 2015) in SAM to be eligible to receive an award for this solicitation.
10.) Noncompliance with the Request for Quote (RFQ) requirements may hamper the Government's ability to properly evaluate the quote and may render the offer non-responsive.
11.) Basis of Award: The Government will award a single firm fixed-price contract, within the time for acceptance specified in the RFQ, to the responsive and responsible offeror whose quote will be most advantageous to the Government, considering only price and the price-related factors. Award will be made to the responsible offferor who offers the lowest reasonable and realistic price. Evaluation of price will be performed using one or more of the price analysis techniques in FAR 15.404-1(b). All prices quoted in response to this solicitation must include all costs associated with work elements, applicable taxes, permits, and licensure. Prices shall also include the overall project management, superintendent oversight and quality control necessary for the planning and execution of work requirements.

SUPPLEMENTARY CONDITIONS
SUPPLEMENTARY CONDITIONS
a. The Contract Progress Schedule, will be used to satisfy the submission requirements of FAR 52.236- 15, “Schedules for Construction Contracts”. The Contractor shall, within ten (10) days after contact award, prepare and submit to the Contracting Officer for approval three copies of a practicable schedule showing the order in which the Contractor proposes to perform the work, and the dates on which the Contractor contemplates starting and completing the several salient features of the work (including acquiring materials, plant, and equipment).
b. Work elements entered in column B of the progress schedule should be limited to those tasks which will indicate the progress of the work under the contract and which can be identified and measured by personnel monitoring the Contractor’s progress.
c. Appropriate revisions will be made to the existing approved progress schedule whenever an approved change to the performance period is authorized by a contract modification. No adjustments or extensions in the performance period will be authorized without a duly executed contract modification.
d. A “Contract Progress Report”, shall be initiated and delivered to the Contracting Officer and the COR with requests for progress payments. Progress reports shall include both the percentage of work completed within the rated period and a cumulative total of work completed under the contract/task order to date.
ENG Form 4025-R
a. ENG Form 4025-R, Transmittal of Shop Drawings, Equipment Data, Material Samples, or Manufacturer’s Certifications, shall be used in satisfying the material approval requirements of FAR 52.236-5.
b. All material submittals shall be delivered to the Contracting Officer (or authorized representative) in electronic format (as much as is practicable). Only those submittal documents and samples not capable of being transported electronically are to be submitted in hard copy.
c. Project schedules shall be submitted the same as all other submittals and shall be accompanied by a transmittal sheet. The contract specialist (CS) will return the signed schedule and transmittal to the contractors and copy the COR.
d. Submittal/transmittal sheets with any incorrect or missing information will be rejected immediately without review. Rejection of incorrectly completed transmittals shall not be a basis for consideration for a contract extension.
Final Inspection
a. When the Contractor considers the work complete, they shall request a final inspection 7 days prior to the desired date. Final inspection shall be performed with the Contractor, Government personnel and representatives of the using activity.
b. During the final inspection, any discrepancies identified by the Government team will be documented in the Government’s punch list and provided to the Contractor for correction and re-inspection within 7 days from the date of the joint inspection.
c. Final acceptance of the work occurs upon the Contracting Officer’s acceptance of the work subsequent tosuccessful final inspection by the COR and receipt of all contract requirements. Final acceptance must occur prior to the established contract completion date or consideration may be requested from the Government.
AMC-Level Protest Program If you have complaints about this procurement, it is preferable that you first attempt to resolve those concerns with the responsible contracting officer. However, you can also protest to Headquarters (HQ), Army Materiel Command (AMC). The HQ AMC-Level Protest Program is intended to encourage interested parties to seek resolution of their concerns within AMC as an Alternative Dispute Resolution forum, rather than filing a protest with the Government Accountability Office (GAO) or other external forum. Contract award or performance is suspended during the protest to the same extent, and within the same time periods, as if filed at the GAO. The AMC protest decision goal is to resolve protests within 20 working days from filing. To be timely, protests must be filed within the periods specified in FAR 33.103. If you want to file a protest under the HQ AMC-Level Protest Program, the protest must request resolution under that program and be sent to the address below. All other agency-level protests should be sent to the contracting officer for resolution.
