No. By name idenfication shall not be provided. Offerors are required to demonstrate their proposed staffing's experience as part of their Mission Capability volume as stated in Section 00 21 16.
If resumes are required for proposed key personnel, can they be excluded from the page count for Volume II – Mission Capability?
See responses to Questions #4 and #6.
With regard to the qualifications for the Project Manager, would the Government consider allowing an additional five years of construction management experience with Federal Government construction contracts and/or IDIQ contracts in lieu of an associate degree (for a total of 15 years of construction experience with 10 years of those 15 in construction management).
After consideration it was determined the qualification requirements, as stated in the solicitation, are required.
With regard to the qualifications for Superintendents, please clarify the requirement for seven (7) years of documented journeyman level experience with a minimum of three years of supervisory experience. Would an individual with seven (7) years of relevant Superintendent experience on similar construction contracts meet this requirement?
Acceptability cannot be determined until the evaluation is conducted. The offeror's proposal must demonstrate the required qualifications are being met for the position in order to be deemed acceptable.
The requirements for the Quality Control Manager in Section L of the Solicitation (pages 16-17) state that “The QCM shall have not have other duties than Quality Control.”
However, General Requirements Section 01 35 26, paragraph 1.5.1.1 states that “The contractor Quality Control (CQC) person can be the SSHO on this contract.” Please clarify if the Quality Control Manager can also serve as the SSHO on this contract.
No, CQC personnel can serve as the SSHO. However, this individual would need to possess the required qualifications for both positions. See Amendment 0007
L The requirements for the Quality Control Manager in Section L of the Solicitation (pages
17) state that “There shall be only one QCM under the contract.” In our experience, on a contract of this size covering multiple locations, at least two Quality Control Managers would be required. Please clarify the requirement that there be only one QCM on the contract.
There shall be only one QCM managing the contract. However, additional quality control personnel may be used during performance as long as the QCM and any quality control staff have adequate construction work experience to detect violations in all construction phases, and all disciplines (mechanical, electrical, plumbing, and civil) of construction quality control.
Please clarify the requirement that the Qualify Control Manager must have a “current license/certification in their respective areas of expertise (whether it be mechanical, electrical, plumbing or civil).” In many cases, when performing a dedicated Quality Control role for a number of years, individuals are no longer able to maintain an active license in a respective area of expertise. Please consider removing this requirement.
After consideration, it was determined the requirement for a QCM to have active license(s) in their areas of expertise is required.
L General Requirements Section 01 45 00.00 10, Paragraph 3.4.1 states, “The Safety and Health Manager must report directly to a senior project (or corporate) official independent from the CQC System Manager. The Safety and Health Manager will also serve as a member of the CQC staff.” Is it required that the Site Safety and Health Officer report independently from the CQC System Manager, or, as a member of the CQC staff, that they report to the CQC System Manager?
Must report directly to a senior project (or corporate) official independent from the CQC system Manager.
The qualifications for the Quality Control Manager listed in the Solicitation (pages 16-
17) and inGeneral Requirements Section 01 45 00.00 10, Paragraph 3.4.2. (page 64) do not match. Please clarify the qualifications for this position.
Amendment 0007 addresses this topic and requirements for Quality Control Manager. Offerors are reminded to review the latest amendment for changes.
General Requirements Section 01 45 00.00 10, Paragraph 3.4.2. states that the “CQC System Manager must be on the job site at all times during construction and be employed by the prime contractor.” Please confirm that, in the context of an IDIQ contract such as this JOC, “work site” refers to the JBLM installation and not individual project sites.
"Work site" does in fact refer to the JBLM installation. Amendment 0007 changed this verbiage.
General Requirements Section 01 35 26, paragraph 1.5.1.1 states, “Provide a site SSHO at the work site at all times to perform safety and occupational health management, surveillance, inspections, and safety enforcement for the contractor.” Please confirm that, in the context of an IDIQ contract such as this JOC, “work site” refers to the JBLM installation and not individual project sites.
See response to Question #41.
Please confirm that Superintendents may manage multiple concurrent projects, provided geographic vicinity, size, scope, and complexity of ongoing work support maintenance of appropriate levels of performance.
See response to Question #5.
Past Performance
For a firm proposing as a Joint Venture, please confirm if Past Performance meeting the following scenario is acceptable: If Company A was previously in a joint venture with Company B and Company A performed in JV A/B in the same role as they hold in JV A/C, may the experience of JV A/B be submitted for Company A as part of JV A/C on this contract?
It may be submitted. However, acceptability is not determined until the evaluation is conducted.
In Volume III – Past Performance, paragraph ii, states: “Projects considered relevant may include JOC, Simplified Acquisition Base Engineer Requirements (SABER) contracts, or Construction, Repair, Renovation, Sustainment, Restoration, and Modernization (SRM) contracts of at least $2 Million and a duration of no less than 60 days of performance.” Please clarify if offerors shall submit overall JOC and SABER contracts as relevant past performance or if offerors shall present experience with individual task orders completed under relevant JOC and IDIQ contracts as past performance.
Both overall contracts and/or individual task orders may be submitted.
Please clarify the requirement that projects submitted as past performance have a value of “at least $2 Million” when the majority of projects completed historically under the JOC program at JBLM are $250 thousand or less and that the maximum task order size under the new JOC is $1 Million.
See response to Question #10.
If offerors have completed CPARS available for referenced past performance contracts, shall a copy of the CPARS be included with the proposal response?
No, a copy of the CPARS is not required.
If a completed CPARS report is available for a referenced past performance contract, is it also required that a new Past Performance Questionnaire also be completed?
No, this is not required if there is a CPARS in the system.
Would the Government allow previously completed Past Performance Questionnaires to be submitted for referenced contracts?
No, questionnaires completed for other solicitations will not be accepted.
Pricing Exhibit 39 (Coefficient Schedule Section B Supplement) doesn’t include a line for the
NPP coefficient. Should an NPP coefficient be added to Exhibit 39?
Yes, this will be included on Amendment 0007.
Do offerors need to submit a completed Exhibit 39 in the Price Volume? No. This will be completed at time of award using the awardee's proposed coefficients.
Page 20 of 69 Page 20 of 69, paragraph C.3.d.iii(2) states, “Section 00 10 00 (Solicitation Contract Form): Section 00 10 00 shall be submitted fully completed and error free. It shall contain the offeror’s coefficient rates for the established Contract Line Items (CLINs).”
Section 00 10 00 appears to have one line for each contract year. Please clarify which coefficient(s) should be entered in Section 00 10 00.
Offerors are not required to complete Section 00 10 00, that is the CLIN schedule which the Government will complete at time of award. This information has been clarified in Amendment 0007.
Page 20 of 69 Page 20 of 69, paragraph C.3.d.iii(3) seems to indicate that offerors are to show a breakdown of direct labor as part of the cost elements covered by the coefficient. Our understanding is that direct labor and material costs will be addressed in the “Value of the UPB” and are not a separate Cost Covered by the Coefficient. Please confirm that direct labor and material costs are to be incorporated in the offeror’s value of the UPB.
Direct labor and material costs for individual task order requirements are captured in the UPB. Direct labor and material costs related to the overall management of the contract are meant to be captured in the offeror's coefficient.
Page 20 The Note at the bottom of page 20 of the solicitation states in part, “Utilization of a commercially developed UPB precludes the use of an Economic Price Adjustment clause (AFARS 5117.9004-2(h); therefore, offerors shall propose separate coefficient factors for each option period. No adjustments of accepted coefficients will be made after contract award.” Please confirm that economic price adjustment will be provided via annual updating of the unit price book, and that separate coefficients for each option period are not required.
Offerors may propose the same coefficient for each option period if they choose to do so. The UPB will receive an annual update at the beginning of each option period.
If offerors are to provide separate coefficients for each option period, please clarify how these are to be entered in Attachment 5a.
Please submit a separate Attachment 5a for each coefficient proposed for each option period. In total, the solicitation is requesting 6 coefficients for each ordering period. With 5 separate ordering periods, there should be a total of 30 attachments submitted with the offeror's proposal.
The list of excluded line items provided in the General Requirements, section 01 11 00, paragraph 1.7.1.3 of the General Requirements does not appear to exactly match the list of excluded line items provided in item #30 in the Instructions tab of Attachment 5.
Please clarify which list takes precedence.
General Requirements, section 01 11 00, paragraphs 1.7.1.2 and 1.7.1.3.
Attachment 05 has been updated as part of Amendment 0007 to clarify this veribage.
In Section 01 11 00, paragraph 1.7.3 and paragraph 1.8.2.1.4 provide conflicting limits to the amount of Non-pre-priced work allowed on each task order. Is NPP work limited to 10% or 25% of pre-priced work on a TO?
Exhibit 1 has been updated remove the conflicting verbiage and is included in Amendment 0007.
Genetal Task Order Questions
Please confirm that these are “standard hours” projects being performed. Yes, these are "standard hours" for projects being performed.
When reviewing the provided scope and drawings in more detail it generates more questions on scope that either should be clarified in the RFI process and/or should be identified and noted by the offeror in their price proposal. Please advise how offerors need to proceed when identifying scope gaps that will be a cost change to their price proposal.
For information required to understand the intent of the project, an RFI should have been submitted prior to the due date.
For proposal specifics that are Contractor decisions they can be detailed in the proposal.
It states in the RFP that responses should meet the requirements at Section 08000 of this solicitation. Please advise were Section 0800 can be found in the solicitation.
See response to Question #14.

Offerors may submit the narratives as a PDF. Pricing worksheets shall be submitted as Excel documents.
Section 52.228-1 and the SF 1442 states Offerors are required to submit a bid bond with our proposal. If a bid bond is required with the proposal, is it for the overall JOC, or individual task orders?
It is for the overall JOC. See FAR Provision 52.228-1.
Will the Government please provide the historical information needed in order for Offerors to complete the requirements in accordance with the instructions provided in Section 1.c of Attachment 5?
No historical information is available to be provided. Please note, this is just one of the methods that can be used in the development of a proposed coefficient. Amendment 0007 adjusted the verbiage on ttachment 5.
Page 16 of Section 002100, Paragraph 3.b.ii.(3) states a separate and distinct Superintendent is required for each awarded task order. Please clarify if one superintendent can oversee multiple separate task orders in accordance with task order complexity and magnitude?
See response to Question #5.
Exhibit 01, Section 1.3.2 - C=14 day if the project requires new concrete of masonry construction or new plaster or drywall installation. If no such work is required, then C=0. Is the required cure time of new concrete 14 or 28 days?
Please refer to Exhibit 3 of the solicitation for specific cure times.

Amendment 0007 has extended the proposal due date and time.
Exhibit 01 1.5.1 Personnel Qualifications, Section 1.5.1.1 Site Safety and Health Officer (SSHO) states to Provide and designate an individual as the Site Safety and Health Officer (SSHO). Provide a site SSHO at the work site at all times to perform safety and occupational health management, surveillance, inspections, and safety enforcement for the contractor. The contractor Quality Control (CQC) person can be the SSHO on this contract.
Yes, the contractor quality control (CQC) personnel can be the SSHO
This contradicts the requirement in Section 3.b.ii.(3) for the Quality Control Manager which states, “The QCM shall not have other duties than Quality Control.”
This statement is correct
79 Please confirm that the QCM can also serve as the SSHO. The QCM cannot be the SSHO, CQC personnel can be the SSHO
Will the Government please provide the historical information needed (ie: how many task orders typically are performed concurrently?) in order for Offerors to complete the requirements in accordance with the instructions provided in Section 1.c of Attachment 5?
See response to Question #73.
My company is interested in responding to the subject opportunity, but is concerned about one of the past performance requirements of Section 00 21 16. In subsection (c)- Volume III-(ii) the instruction states, “, or Construction, Repair, Renovation, Sustainment, Restoration, and Modernization (SRM) contracts of at least $2 Million”;
must all project examples be at least $2 Million?
See answer to question #10.
If so, we wondered why because Table 4 of the same subsection shows nearly all projects completed in the past five years were $1,000,000 or less.
Requirement has been changed in Amendment 0007. Offerors are reminded to review the latest amendment for the changes.
Section 00 21

Page 17/69, item 4 Subfactor (c) – Notional Task Order Requirements states that “responses must incorporate all roles and responsibilities, means and methods, and the requirements at Section 00800 of this solicitation and Division 1 General Requirements.” We are unable to locate this section within the RFP. Will the Government provide Section 00800?
See response to Question #14.
SF1442; Page 20/69 iii. Submission Requirements item (1); and 55/69 52.228-1 BID GUARANTEE (SEP 1996). Block 13, item B of the SF1442 is checked stating that an offer guarantee is required and page 55 of 69 of the RFP includes FAR 52.228-1 Bid Guarantee in full text, however, there is not a Seed Project included in this solicitation.
Since there is not a project to bond, will the Government remove the bid guarantee requirement and only accept the Letter of Bondability for inclusion in proposals?
No, FAR 52.228-1 has instructions for the bid guarantee; which will be for the overall contract.
General Block 13 of the SF 1442 indicates that an Offer Guarantee is required; however, the proposal requirements only specify a Bondability Letter (Section 00 21 16, paragraph C.3.d.iii.(1)). Please confirm that a bid bond on SF 24 is not required and that a letter from the surety demonstrating bonding capability is the only bonding requirement to be submitted with the offeror’s proposal.
A bid guarantee is required IAW FAR Provision 52.228-1.
Section 00 21 16, paragraph C.2.a. states, “Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or subfactors (Sections 00 10 00 through 00 72 00).” Section 00 72 00 is not found in the document.
Can the Government provide Section 00 72 00?
This is correct. Section 00 72 00 does not exist and was included erroneously.
Correct Section was added. See Amendment 0007.
Section 00 21 16, paragraph C.2.b. states, “Digital copies shall be provided in Microsoft Word, PowerPoint, and/or Excel. PDF file format is allowable for Volumes I, II, and III only.” Please confirm that PDF is an acceptable format for all files included in Volumes I, II, and III.
Confirmed
Section 00 21 16, paragraph C.2.b. states, “Digital copies shall be provided in Microsoft Word, PowerPoint, and/or Excel. PDF file format is allowable for Volumes I, II, and III only.” Please confirm that PDF is an acceptable format in Volume IV for covers, tabs, the Bondability Letter, Section 00 10 00 (Solicitation Contract Form), any required narratives, and any documents provided by the Government in PDF.
PDF is acceptable for covers, tabs, and Bondability Letter
Regarding Section 00 21 16, paragraph C.3.c.v.(5), Specific Relevant Contracts Format (Attachment 2), please confirm that the questions 1 – 7 on the Specific Relevant Contracts Sheet address all the information requested by this paragraph.
Yes, these questions address what is requested.
Section 00 21 16, paragraph C.3.c.v.(5), Specific Relevant Contracts Format (Attachment 2), “is limited to four (4) pages per reference.” Are offerors able to provide any introductory material in this section or are they limited to only providing completed Specific Relevant Contracts Sheets?
Introductory material is not requested or needed. Please only provide completed Specific Relevant Contract Sheets.
Regarding Volume II – Mission Capability, Subfactor (b) - Proposed Staffing, it states, “The superintendent shall be present on the jobsite at any and all times work is being performed, to include delivery of materials and equipment.” Would the Government consider allowing Superintendents to manage multiple projects upon approval of the Government and in accordance with the location, scope, and complexity of the project?
See response to Question #5.
Will the Government please allow two business days after the release of RFI responses for offerors to submit any additional RFI that may occur as a result of the Government’s responses?
Additional RFIs after release of these response shall not be submitted unless such issue is of grave importance that it could affect the overall acquistion process.
Pricing Section 00 10 00 of the Solicitation states, “Contractor shall provide all labor, material, equipment and sundry items to provide maintenance, repair, design and construction services as described in each task order issued in accordance with the terms of this contract.” Please clarify what level of design services are expected to be provided on this contract.
Design services are limited to what is expected of a Contractor on a firm-fixed price contract where the end goal of a project is prescribed but the exact steps to accomplish are not always specified. The Contractor may need to "design" how to accomplish a project by way of drawings that do not require stamped PE certification
Section 00 10 00 of the Solicitation states, “Contractor shall provide all labor, material, equipment and sundry items to provide maintenance, repair, design and construction services as described in each task order issued in accordance with the terms of this contract.” What percentage of projects are anticipated to require design services?
See response to Question #99.
If stamped drawings are required for a task order, how will the contractor be paid for these design services?
Stamped drawings would only be required in a very unique and limited scenario. If required, this cost should be a NPP item.
Exhibit 01 states that Division 01 54 23 70 – Scaffolding is excluded from the UPB.
Scaffolding is a project-specific cost with widely varying usage and cost across projects.
Would the Government consider allowing contractors to utilize scaffolding line items as appropriate on a project-to-project basis?
No, scaffolding will not be a line item to be allowed. Historically, the vast majority of the projects have not required scaffolding.
Exhibit 01 states that Division 01 56 16 10 – Dust Barriers is excluded from the UPB.
This section includes framed dust partitions and panels as well as negative air machines.
This level of dust control is not frequently needed, and seems more cost-effective to handle as a project-specific cost, rather than including the cost on all projects by including it in the contractor’s coefficients. Would the Government consider allowing contractors to utilize Division 01 56 16 10 on abatement projects as well as when negative air machines are required?
Dust barriers are typically used on most projects inside occupied buildings and therefore are good candidates for coefficient covered costs. Negtive Air Machines are typically one-off purchases that can then be used throughout future projects and therefore the impact to a thoroughly planned coefficient is minimal.
Exhibit 01, Section 01 11 00, paragraph 3.3.1.2, Traffic Control states in part that the Contractor shall “Provide, erect, and maintain, at contractors expense, lights, barriers, signals, passageways, detours, and other items, that may be required by the authority having jurisdiction.” On the few projects where traffic control is required, items such as jersey barriers and traffic control signs are a significant task order expense. Would the Government consider excluding traffic control from the coefficient and allowing the contractor to include these costs on task orders as needed?
Historically, there rarely has been projects where traffic control is required.
Through analysis of past projects, it was determined these line items will be included in the coefficient.
Attachment 05 lists Division 01 54 39 – Construction Equipment as being excluded from the UPB. We are not able to find this section in the UPB. Please clarify what UPB section is being referenced here.
Section 01 54 39 is a typogrphical error. General Requirements, section 01 11 00, paragraphs 1.7.1.2 and 1.7.1.3. Attachment 05 has been updated as part of Amendment 0007 to clarify this veribage.
Attachment 05 lists Division 01 54 39 – Construction Equipment as being excluded from the UPB. Excluding all equipment rental line items would restrict the use of many essential items, such as cranes and aerial lifts. Exhibit 01, however, only excludes Division 01 54 33 40 – Rental of Vacuum Cleaners, Pickup Trucks, Portable Toilets, Ladders. Please confirm that the only excluded equipment rental line items are vacuum cleaners, pickup trucks, portable toilets, and ladders.
The only excluded equipment rental line items are vacuum cleaners, pick up trucks, portable toilets, & ladders. Rental costs for cranes, aerial lifts, etc are allowable under the UPB.
Attachment 05 designates certain items as Costs Covered by Coefficient. However, this list includes several items which might be considered to be included in the Value of the UPB (VUPB). Would it be acceptable for offerors to list these items as being “In VUPB,” similar to the subcontractor’s overhead and profit, provided offerors explain the items’ inclusion in the VUPB in the coefficient narrative?
Yes, this is acceptable. For clarification, anything that is meant to be included in an offeror's coefficient are not allowable in a task order proposal.

There are 3-2" vent pipes and roof curb one 4'x4' box roof curb
No details or counts are provided for item 8 of the Statement of Work for parapet wall work. Please provide.
Amendment 0007 deleted this item from the scope.
We have coefficient calculation sheets already setup that won’t directly transfer into the Attachment 5. Can we submit our own proprietary coefficient sheets that show all of our casts and calculations instead of trying to make the numbers fit in Attachment 5?
No. In order to keep evaluations and analyses consistent, please use Attachment 5a for submission of coefficients.
“The Government has determined that adequate construction work experience is expertise in all four disciplines (mechanical, electrical, plumbing, and civil), and show current license/certification in their respective areas of expertise (whether it be mechanical, electrical, plumbing or civil).”
a. Would a QCM who has completed all OSHA courses, as well as the certification for the USACE Quality Control Program, and has received a college degree in Construction Management from an accredited university, having 10 years of Quality Control Management experience for the USACE, count towards this qualification?
b. If not, what certifications and/or licenses is the government seeking to be included in this proposal?
a. Unknown at this time, but it may be submitted for evaluation against the stated evaluation criteria in the solicitation.
b. Minimum certifications/licenses are stated in the solicitation in Exhibit 01, Section 01 45 00.00 10 para. 3.4
Attachment 4 outlines the submission requirements for each of the five (5) notional task orders. Many of these items (e4Clicks UPB Line Item Estimate, CPM Schedule, Submittals) will require many pages beyond the 50-page limitation for Volume II, Subfactor (c). Would the Government consider eliminating the page limitation on this subfactor?
No, the page limit remains the same. However, line item estimates are excluded from the 50 pg. limit. Changes to this requirement was made in Amendment 0007.
If the page limitation for Volume II, Subfactor (c) remains, would the Government consider excluding the e4Clicks UPB Line Item estimate and the CPM Schedule from the page limitation? The output from e4Clicks for even a relatively small project can be ten (10) pages or more, which would consume all 50 pages allocated for subfactor (c) across all (5) task orders. Additionally, in our experience, the CPM schedule for each task order will require two (2) to three (3) 11x17 pages, which will consume much of the 50 page limitation across all five (5) task orders.
Yes, line items estimates are excluded and the CCI or Coefficient should not be included. Changes to this requirement was made in Amendment 0007.
Item 2.d. on Attachment 4 Notional Task Orders states, “Identify and provide a comprehensive listing of all material submittals, permits, and deliverable reports required throughout the task order process from award of the task order through completion.”
Please confirm that this item only requires a listing of “material submittals, permits, and deliverable reports” and not the actual documents themselves.
Correct, only a listing of required items. Not the items themselves.
We are seeking clarification regarding the following requirement for the Qualify Control Manager: “show current license/certification in a 40-hour OSHA Safety Inspection Certification….” (Solicitation, page 16) We are unable to identify a certification corresponding to the “40-hour OSHA Safety Inspection Certification”. Is this a reference to the EM-381-1-1 "Construction Safety Hazard Awareness Training for Contractors" certification or the OSHA 40-Hour Hazwoper Certification?
40 hour EM 385-1-1 Construction Safety Hazard Awareness for Contractors.
Section 00 21 16, Item 3 Proposal Content, sub item Volume I General
Sub section ii Submission Requirements item 2 states that the offerror shall provide the name and title and telephone number of the company/division point of contact regarding decisionsmade with respect to their proposal and who can obligate it contrctually and to identify individuals authorized to negotiate. Will the Government accept a separate page with the required information or does the Government want this information on the SF1442? If the Government wants this information on the SF1442, where should contractors provide this information?
A separate page with the required information is acceptable.
Sub section ii item 3 management staffing requirements
Sub section ii, item 3 states that the minimum acceptable level of management staffing requirements include a Project Manager, Superintendent, Quality Control Manager, and Estimator. Does the Government want resumes included in offeror proposals for those key personnel?
See response to Question #6.
Section 00 21 16 Volume II Mission Capability
Sub section ii, item 3 states there shall only be one QCM under the contract and that an alternate QCM may be used in short absences. Question: Does the Government want offerors to include an alternate QCM in its proposal?
The contract requirement is for only one QCM. Offerors may identify who will serve as an alternate QCM in times of short absences if they so choose, but again only one QCM is required under this contract.
Section 00 21 16 Volume II Mission Capability
Sub section ii, item 3 requires the QCM to show current license/certification in respective areas of expertise. What license and/or certification is acceptable to the Government?
Acceptable licenses and certifications as stated in the solicitation: "The Government has determined that adequate construction work experience is expertise in all four disciplines (mechanical, electrical, plumbing, and civil), and show current license/certification in their respective areas of expertise (whether it be mechanical, electrical, plumbing or civil)."
Mission Capability 00 22 00
Sub section ii, item 3 states that the minimum acceptable level of management staffing requirements include a Project Manager, Superintendent, Quality Control Manager, and Estimator, however, sub section ii, Subfactor (b) – Proposed Staffing states that the Government will evaluate the proposed staffing matrix and determine if there is a successful mix of key positions and number of personnel per position. How many personnel per position does the Government want included in the offeror’s proposal?
The solicitation already states the minimum acceptable levels of staffing.
Offerors may determine on their own and demonstrate if additional staffing is necessary as part of their proposed approach.
RFP Page 16- 17, Section 3.b(3) Estimator
You provide guidance for requirements for Project Manager, Superintendent, and QCM, but not for Estimator (RFP Page 16) . Bu then on Page 17, they state the paragraph above.
Qualification requirements for the Estimator are located in Section 00 21-16, para C.3.b.ii.3. The solicitation states "The Estimator shall have a minimum of eight (8) years of documented work experience estimating construction work in multiple construction disciplines, with no less than three (3) of the eight (8) years of experience utilizing commercially developed construction pricing guides."
