About this file

This document contains questions and responses related to a solicitation for fence repair services at Joint Base Lewis-McChord in Washington. The solicitation seeks a contractor to provide all labor, materials, equipment, and supervision necessary to repair approximately 600 feet of chain link security fence as well as remove up to 400 trees impacting the fence line. Work includes replacing damaged fence sections, trimming tree branches, and removing designated trees within 10 feet of the fence and delineated removal areas. The response clarifies that no work should be performed on private property except for branch trimming up to the fence line. It also confirms debris should not be dumped in nearby Clover Creek and wetlands work must comply with standards. The contractor will coordinate fence repairs with the Contracting Officer Representative and is responsible for verifying tree sizes and quantities.

# Reference Question Response

1 SOW 14.6.10:

Logs shall not be cut in lengths shorter than 41 feet simply to facilitate haul by dump truck or flatbed unless authorized by Government.

Will the Government allow the logs to be cut shorter due to the access limitations of this project?

Per SOW paragraph 14.6.10, in specific cases, the contractor can coordinate with the COR to cut logs into managable lengths. They will still need to be transported to the same location in Attachment 6. The government reserves the right to deny a request if it can reasonably be done to the length specified in SOW paragraph 14.6.8. If the contractor is specifically referring to quadrant 2, those trees may be cut shorter than 41 feet.

quantities the trees to be removed in

CLIN 001

Will the Government provide quantities for the trees to be removed in CLIN 0003? The number of trees to be removed total APPROXIMATLY 400. Perhaps more importantly, these trees vary greatly in diameters. Contractor is responsible for verifying size and quantity along the areas shown on Attachment 1.

3 Map 1.1-1.10 Will the Government confirm there are no trees to be removed outside of the red tree removal delineation?

Correct, no trees outside the red lines on Attachment 1. Certain areas were deemed "not worth it" depending on their location.

4 Where there is private property on the other side of fence, what will be the standard for clearing the fence fabric?

Per Attachment 1, the only work being done on the private property side of the fence is tree branch trimming. If there are any areas of work apart from branch trimming called out to be done where it turns out there is private property not listed on the attachment, contractor shall not conduct that work there, and contact the COR to verify.

5 There are several bushes and trees on the concrete fence line, what is to be done with these?

Per Attachment 1, no work is to be done adjacent to the concrete or brick walls.

6 The existing fence next to the replacement fence is fitted with barbed wire and other measures. Does the customer want the 600 ft fence that is being replaced to also be fitted in that way, or is it simply being raised to match the new height?

Per SOW paragraph 1.4.1.a, "Fence Replacement" and "Minor Fence Repair", all repairs and replacements are to be done to FE-7 specifications.

FE-7 specs include Y-configuration, three strand outriggers.

7 There are trees within the 10' clear zone that don't show on the drawings as tree removal.

Are we to follow the drawings or remove trees within the 10' clear zone?

Follow the drawings.

8 There is a large evergreen tree on private property that the drawing only shows branch traimming per Attachment 1.2. The tree is in the 10' clear zone. Shall we remove the tree?

Trees are only to be removed if (1) they are shown as slated for removal per the solid red lines on Attachment 1, and (2) they are within 10 feet of the fence on the side of the fence that red line is on.

9 In areas that limbs cross the boundary fence, but we are not to remove brush or trim branches from private property. Do we trim the branch back to the fence line or not at all?

Trim branches to the fence line, but not past.

Clover Creek is on Attachment 1.5 and 1.9. That creek is protected and DPW typically does want heavy work to take place around the creek. Has any coordination taken place to make sure we will be allowed to work in and around the creek?

DPW environmental is aware that this project is taking place, to include the numerous trees to be removed, as well as the sensitive locations. We'll be looking to see that the contractor is not allowing debris to be dumped into the creek. As for the wetlands area, SOW paragraph 1.4.1.d.ii addresses the use of equipment on it.

11 In area of the drawings that show fence replacement, can we reuse the existing fence post if they are in good condition?

Yes.

Does the government know how many different private property owners we will need to coordinate with?

There are approximatly 34 properties directly adjacent to the fenceline. The contractor should not need to coordinate with any of them given the scope of work along private property lines. All that the government is looking for along these areas are branch trimming up to the fence line, and an extension of the fence in some areas. The aim is for all the work to be done on JBLM property. If a private property owner confronts the contractor about this during project execution, contractor shall address it with the COR for an official Government response.
