SOURCES SOUGHT SYNOPSIS

for

PAVING SERVICES

The Mission and Installation Contracting Command (MICC) at Joint Base Lewis- McChord (JBLM), WA is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for a Paving Services IDIQ Contract. The intention is to procure these services on a competitive 8(a) basis. This is a Sources Sought Notice ONLY.

The Contractor shall provide all plant, labor, tools, equipment, and materials (except as indicated otherwise in the specifications) and perform all work in strict accordance with the specifications and plans required for the Indefinite Delivery Contract (IDC). The IDC is for a broad range of maintenance, repair and minor construction work on vehicle roadways and airfield paving projects at JBLM. For this contract, JBLM, WA includes Lewis-Main, Lewis-North, and McChord Field areas of JBLM.

PROGRAM BACKGROUND:

Paving Services work is required in support of Directorate of Public Works (DPW) activities headquartered at JBLM. DPW has historically maintained a contract that allows for roadway and runway repairs on JBLM. Having this type of contract vehicle in place gives DPW the resources needed to successfully execute their annual work plans and mission.

REQUIRED CAPABILITIES:

The Contractor shall be required to furnish all materials, equipment and personnel necessary to manage and accomplish the Task Orders (TOs) as ordered from the IDC. The TOs may include construction, removal, replacement, and repairs associated with roadway and airfield projects. Removal, replacement and repair of existing subgrade, utilities, shoulders, curbs, gutters, sidewalks and other real property common to roadway and airfield pavements shall also be included – depending on unique requirements of individual task orders. Further detail is provided in the draft Performance Based Work Statement (PBWS) / Statement of Work (SOW) attached to this announcement (Attachment 1).

The Government will evaluate market information to ascertain potential market capacity to: 1) provide services consistent, in scope and scale, with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes:

compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract.

ELIGIBILITY:

The applicable NAICS Code for this requirement is 237310 Highway, Street, and Bridge Construction. The size standard is $45.0 Million. The Product Service Code is Z2LB – Repair or Alteration of Highways/Roads/Streets/Bridges/Railways

Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to provide Paving Services for roadway and runway repairs at JBLM.

A determination by the Government to not compete this requirement based on the responses to this notice is solely within the discretion of the Government.

The Government is seeking Offerors that may be able to perform this requirement per details of the attached Statement of Work (SOW) for an ordering period of five (5) years.

ADDITIONAL INFORMATION AND SUBMISSION DETAILS (CAPABILITIES

STATEMENT):

A draft Performance Based Work Statement (PBWS) / Statement of Work (SOW) is attached to this announcement (Attachment 1).

Interested parties are requested to submit a capabilities statement of no more than ten

(10) pages in length in Times New Roman font of not less than 10 pitch. Please include the name and address of firm, commercial activity/ government entity (CAGE) code, Unique Entity Identifier (UEI) number, corresponding NAICS code, business size and status, point of contact name, title, phone, and email. Interested sources shall submit all replies by email to kristen.d.carter6.civ@army.mil no later than 1:30 PM PST on 9 January 2025. Acknowledgement of receipt will not be made.

This documentation must address at a minimum the following items:

1. What type of work has your company performed in the past in support of the same or similar requirement? Provide the contract number(s), dollar value(s) and brief description of work previously or currently being performed, which specifically demonstrates the contractor’s ability to successfully satisfy the requirements of providing Paving Services. Firms shall also provide point of contact information where available for the described performance.

2. Can or has your company managed a team of subcontractors before? If so, provide details.

3. What specific technical skills does your company possess which ensure mailto:kristen.d.carter6.civ@army.mil capability to perform the tasks?

4. Please note that under a Small-Business Set-Aside, in accordance with FAR 52.219-14, the small business prime must perform at least 50% of the work themselves in terms of the cost of performance. Provide an explanation of your company’s ability to perform at least 50% of the tasking described in this PBSOW for the base period as well as the option periods.

5. Provide a statement including current small/large business status and company profile to include number of employees, annual revenue history, office locations, DUNs number, etc.

6. Respondents to this notice also must indicate whether they qualify as a Small, Small Disadvantaged, Women-Owned, HUBZone, or Service Disabled Veteran- Owned Small Business Concern.

7. Include in your response your ability to meet the requirements in the Facility and

Safeguarding requirements.

8. Identify any condition or action that may unnecessarily restrict competition with respect to this acquisition. Please contact MICC Advocate for Competition, Scott Kukes, at scott.d.kukes.civ@army.mil or 210-466-3015, if you believe that this action is unreasonably restricting competition. Include the subject of the acquisition, this announcement, and the MICC POC information from the Source Sought Synopsis. Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion.

The estimated period of performance consists of a 5-year open ordering period with performance commencing in September 2025.

The contract type is anticipated to be a firm fixed price contract.

The proposed contract is anticipated to include tasking that would be accomplished by labor categories that are subject to the Service Contract Act or a collective bargaining agreement.

Upon evaluation of the capability statements, if it is determined that this requirement will be an unrestricted competition, the Government intends to evaluate the Small- Business responses and conduct further market research to identify a subcontracting goal.
